Background

The Sundarbans represents the rich tapestry of biodiversity of Bangladesh. It supports one of the last remaining populations of the Ganges and the Irrawaddy dolphins and holds the key for their long-term survival on a global level. However, they are under increasing threat due to unsustainable fishery; increasing maritime traffic; vessel collision; unplanned economic development; poaching; land-use change; climate change etc. In order to ensure the long-term conservation of these cetaceans, it is imperative to consolidate their key habitats, while also taking into account development imperatives, livelihoods and impacts of climate change. However, there are several barriers that prevent this – primarily inadequate capacities at the level of government and communities. This project strives to address these and to augment the conservation prospects of the region through: (i) knowledge generation and dissemination that improves decision making related to the management of aquatic habitats, (ii) new and additional areas to be managed as protected areas and buffer areas identified, notified and capacities developed for improved management effectiveness of conservation, (iii) support to the implementation of Management Plans of new PAs and buffer areas, (iv) monitoring and evaluation framework and replication strategy developed for effective aquatic PA management specifically for the Sundarbans and other aquatic ecosystems in the country, (v) community based resource management plan prepared, capacities developed and financial support extended for operationalizing sustainable fishing practices and conservation of aquatic biodiversity, and (vi) strategies for alternate income generation and livelihood diversification developed and implemented leading to reduced dependence on natural resources.
 
The Project Assistant will work under the supervision of the Project Manager.  In carrying out her/his responsibilities, She/he will advocate and promote the work of UNDP in Bangladesh and will also closely work and network with UNDP operations team and programme cluster, Government officials, private sector, non-government and civil society organizations. Project Assistant shall assist the NPD/PM in the overall project administrative, financial and operational management for the successful implementation of the project.  
 

Duties and Responsibilities

Summary of Key Functions:
 
Key functions of Project Assistant are: 
  • Support to Project Planning and Management;
  • Support for implementation of project;
  • Support to project management;
  • Logistic support to the Project; 
 
Ensure support for Project Planning and Management of Project focusing on achievement of the following results:
  • Assist to prepare Annual Work Plan (AWP) and budget revisions of the project;
  • Ensure uploading of Atlas Project Budget and Multiyear budget in line with project approved AWPs;
  • Prepare quarterly Fund Authorization and Certification of Expenditures (FACE) and ensure timely submission to UNDP;
  • Assist the Project Team for preparation of quarterly, annual progress reports, Project Implementation Report (PIR);
  • Act as a Project focal Point and support to prepare monthly Project Reporting to Government, IMED, ADP etc. report for the project and ensure timely submission to the Government;
  • Assist Project Management in settlements of DSA and other claims of staff and other service providers as per UNDP rules;
  • Assist in preparation Project HR and Procurement Plan and maintain periodic revisions. 
 
Ensure support for implementation of Project focusing on achievement of the following results:
  • Assist the Project Manager for in quality and on time procurement of goods and services including Micro-purchasing;
  • Assist Project Manager for procurement of office stationeries and expendables under the project;
  • Draft necessary correspondence both in English and Bengali with local agencies and stakeholders as applicable;
  • Maintain close linkages with relevant agencies and stakeholders;
  • Assist the National Project Director and Project Manager for project management related activities including liaison with different government agencies/UNDP CO/donor partners, NGOs and other key stakeholders, as directed;
  • Prepare meeting minutes;
  • Prepare payment request for Project DCoS Activities.   
 
Ensure support to project management focusing on achievement of the following results:
  • Maintain all files and records of the project in both electronic and hard copies;
  • Prepare monthly leave records for the project staff and international consultants;
  • Support to the Project Managers by drafting ToRs of Project Consultants;
  • Manage Project Non-Expendable and Expendable Items inventory and update on regular interval;
  • Obtain Annual Physical verification on the Project Non-Expendable Inventory, 
 
Ensure Logistic support to the Project focusing on achievement of the following results:
  • Provide logistical support to the National Project Director, Project Manager, and international consultants in organizing training events, workshops, and seminars;
  • Assist international, short-term consultants by organizing their travel schedules, arranging meetings with different stakeholders, and book hotel accommodations;
  • Coordinate and arrange monitoring travel of Gob officials under the project;
  • Arrange Official Field Trip for GoB, Project and UNDP Officials;
  • Assist in creating and maintaining the project-related database and intranet ensuring that the content is updated and meets the requirements of project;
  • Support to Project ICT Trouble shootings;
  • Provide substantive support to the Project Manager for overall implementation. Any other functions, responsibilities or portfolio which may be assigned by the Project Manager or UNDP management. 
 
Impact of Results
 
The key results have an impact on the overall success of the project tasks and goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships and reaching overall project and programme targets.

Required Skills and Experience

Education:
  • Bachelor’s degree, preferably in Finance, Accounting, Management etc.
 
Experience:
  • A minimum of five years of experience with two years’ relevant experience in field of administration or programme support service;
  • Persons having administration and financial experience in a large and complex project will be preferred;
  • Experience in writing reports, documentation, record keeping;
  • Working experience with UN or INGO will be given preference;
  • Experience in handling of web-based management systems;
  • Experience in Vehicle Management and Assets Management will be given preference.
 
Language Requirements:
  • Fluency in written and spoken English and Bangla.
 
Computer skills
  • Experience in working with all Microsoft Office programmes.
