Organizational Setting
The main aim of FAO Country Offices, headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. FAO Lao PDR assists the Government to develop policies, programmes and projects to address the root causes of hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors and to use environmental and natural resources in a sustainable manner. FAO participates in the development and implementation of field projects in the sectors of food security, agriculture and rural development. This requires the integration within the broader framework of sustainable food and agriculture that aims at increasing production and productivity, addressing climate change, and managing natural resources; and enhance rural livelihoods.
Reporting Lines
The Field Project Specialist will report directly to the Operations Specialist and the overall administrative and functional guidance of the FAO Representative in Lao PDR. The incumbent will closely collaborate with national and international technical advisors as well as with government counterparts at national and provincial level and other implementing partners and stakeholders.
Technical Focus
Field project implementation and technical expertise on project management, monitoring and evaluation, agriculture.
Tasks and responsibilities
Field Project Implementation
• Work closely with the local authorities and relevant partners to ensure the smooth implementation of project interventions.
• Lead the identification and verification of beneficiaries together with DAFO and PAFO;
• Lead the verification and monitoring process of CFW micro projects in Savannakhet together with DAFO and PAFO;
• Lead and oversee agriculture inputs (PAFO) and cash (BCEL Bank) distribution process monitoring in Savannakhet;
• Lead beneficiary household data collection for PDM, baseline and endline surveys in Savannakhet province;
• Coordinate with DAFO/PAFO for training implementation planning
• In close collaboration with the National Agriculture Advisor to develop the training content
• In collaboration with DAFO/PAFO, deliver the training implementation;
• Lead implementation and oversight of trainings with DAFO/PAFO;
• Support the implementation of provincial resilience planning in Savannakhet and Khammoune provinces.

M&E Related activities
• Report any project irregularities observed during monitoring and implementation together with FAO National Technical Advisor;
• Conduct the monitoring and evaluation process and tools;
• Lead the monitoring and evaluation process in Savannakhet and Khammoune provinces;
• Support documentation of project feedback hotline, including follow up and investigation of feedback received in Savannakhet and Khammoune province;
• Contribute to donor and other relevant reporting;
• Perform any other related duties as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in a field related to the work of the Organization.
• 3 years of relevant experience in project monitoring and field implementation.
• Working knowledge of English
