Background

At the 80th ExCom meeting held in November 2017 in Montreal, Canada, decision was taken to approve, in principle US$3,131,610 for Conversion of Domestic Refrigerator Manufacturing Facility from HFC-134a to Isobutane as a Refrigerant and Conversion of Compressor Manufacturing Facility from HFC-134a-Based Compressors to Isobutane based Compressors at Walton Hitech Industries Limited and US$180,000 for boosting energy efficiency during HFC phase-out in the Domestic Refrigeration Manufacturing Sector in Bangladesh and Promotion of Installation of new efficient technologies under K-CEP (Kigali Cooling Efficiency Programme) Window-2.

The objective of the project is to convert the domestic refrigerator manufacturing facility from HFC-134a to isobutane (R-600a) as a refrigerant and conversion of compressor manufacturing facility from HFC-134a-based compressors to isobutane-based (R600a) compressors at Walton Hitech Industries Limited (“Walton”).

This project, upon completion, will result in a phase-out of 197.3 metric tonnes (MT) of HCF-134a consumption by converting to isobutene-based technology in manufacturing of domestic refrigerators resulting in successful phase-out of 282,139 Tons CO2 equivalent (only refrigerant charge related) in the refrigerator manufacturing. The 33.33 MT of HFC-134a phase out from refrigeration and air-conditioning (RAC) servicing sector of Walton owned service centers resulting in successful phase-out of 47,662 Tons CO2 equivalent emissions. The conversion of compressor manufacturing facility from HFC-134a-based compressors to isobutane-based compressors will support the industry to get in-house manufactured compressor. The project under the Kigali Cooling Efficiency Program (K-CEP) will be implemented in partnership with the national domestic refrigerators manufacturer Walton Hi Tech Industries Ltd., to increase the energy efficiency performance of domestic refrigerators during the process of conversion of its plant from HFC-134a to a lower global warming potential (GWP) alternative refrigerant (R600a).

The implementation will be through a combination of interventions for technology transfer, training and capacity building, awareness creation, monitoring and management.

Technologically, HFCs were introduced in Refrigeration and Air Conditioning System (RAC sector) to phase out the Chloro-fluoro-carbons (CFCs) in the ninety’s period. HFCs have less ozone layer depleting power but have very high global warming potential (GWP), ranging from about 121 to 14,800. Kigali amendment is aiming to phase down the use of high GWP refrigerant from refrigerator and air conditioning sector. Hydrocarbon refrigerant such as Isobutane (R600a) used at refrigerator is gaining its popularity for last twenty years. Though hydrocarbon is flammable in nature, using at the house hold or commercial refrigerator but have a superior performance in terms of energy efficiency and economy of consumption

The use of flammable substances such as cyclopentane, isobutane etc., requires substantial changes in the production facilities and practices. Conformity to strict safety standards is a requirement and considering this, following safety concept is proposed to be applied:

  • Classify all identified hazard areas following IEC 60079-10-1:2015

Zone-0: Where a constant amount of highly flammable/explosive substances is expected. Areas inside the Isobutane storage tanks and pipeline are considered in this category. All materials and devices must be explosion-proof (EX) and properly grounded.

Zone-1: Where highly flammable/explosive substances are periodically expected. Areas around gas charging are considered in this category. All materials and devices must be explosion-proof (EX-e, EX-d or EX-ia) and properly grounded. With adequate ventilation, Zone-1 can be reclassified to Zone-2.

Zone-2: Where highly flammable/explosive substances can be expected only during an accident or scheduled maintenance. Exterior of storage areas, refrigerant pump, refrigerant charging and Refrigerator servicing area are generally in this category. All materials and devices must be explosion-proof (EX-n or IP-54 sealing) and properly grounded.

OBJECTIVES:

Conduct safety audit to verify all the safety measures to ensure safe handling of the flammable refrigerant.

Duties and Responsibilities

SCOPE OF WORK:

The scope of services for this safety audit under the project Conversion of Domestic Refrigerator Manufacturing Facility from HFC-134a to Isobutane as a Refrigerant and Conversion of Compressor Manufacturing Facility from HFC-134a-Based Compressors to Isobutane based Compressors at Walton Hitech Industries Limited (“Walton”) and (2) Boosting energy efficiency during HFC phase-out in the Domestic Refrigeration Manufacturing Sector in Bangladesh and Promotion of Installation of new efficient technologies will include but not limited to the following:

  • Desk review of the various changes/modifications undertaken in the plant for conversion to Hydrocarbon refrigerant under the project;
  • Review of regulations, industry standards etc. as applicable for safe transport, storage and use of HCs including national regulations;
  • Undertake site inspections and review of implementation of safety requirements in different parts of the manufacturing facilities.  This shall include, but not be limited to, equipment infrastructure, civil works, electrical works, training of plant personnel etc.;
  • Identification of gaps that need to be addressed and corrective actions to be undertaken by the enterprise during safety audit/inspection;
  • Provide a safety audit report confirming of Walton with safety requirements according to the zone classified under this ToR for their operations using HCs.  This would include confirmation of corrective actions to be taken by the enterprise, if required and identified in the site inspection indicated in para above;
  • The Consultant has to present draft reports in  the project Assessment Committee Meeting
  • Incorporate comments of the project Assessment Committee

DELIVERABLES:

The detail deliverables are as follows:

  • Prepare an inception plan/report;
  • Prepare a draft report of Final Safety Audit;
  • Prepare Final Safety Audit report;  

SUPERVISION AND PERFORMANCE EVALUATION:

The consultant will be working under supervision of Programme Specialist- UNDP Bangladesh and report directly to the UNDP Assistant Resident Representative. S/he will also closely coordinate tasks with National Ozozne Cell of Department of Environment, Walton and UNDP Country Office through other team members to  conduct the safety audit .

 DOCUMENTS:

The Consultant will prepare and submit the above-mentioned documents during the assignment period. The format for the monthly should be agreed on with the Programme Specialist—Environment Sustainability and Energy.

INPUTS:

The Consultant will use his/her own personal PC or laptop and other required equipment, and the Ozone Cell of Department of Environment will provide office space as required.  

TRAVEL AND DSA:

No DSA will be paid at the duty station If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

The duty station for this post is Dhaka, Bangladesh. As such, DSA will only be provided for travel outside Dhaka office

Required Skills and Experience

ACADEMIC QUALIFICATIONS:

  • Preferably master’s degree in Chemical Engineering, Mechanical Engineering or relevant field.

EXPERIENCE:

  • Minimum 5 years’ experience in reputed company dealing with hazardous/ explosives/ flammable chemicals with occupational safety related responsibilities or experience in fire protection and safety organization/ agency;
  • Proven experience in conducting safety audits at similar types of manufacturing industry.
  • Knowledge of HFC-134a, Conversion from HFC-134a to ISOBUTANE Technology in Refrigeration sectors will be added an extra advantage in Bangladesh
  • Working experience in Department of Environment or UNDP Bangladesh.

Language:  

Fluency in written and spoken English and Bengali

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages-

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Lodging, meals and transport cost for field visit related to this assignment will be paid by the project as per UN standard.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria-01; Relevant experience in refrigeration and air-conditioning applications- Max Point 20
  • Criteria-02; Relevant experiences in conducting safety  Audit- Max Point 40
  • Criteria-03; Working experience with DoE and UNDP Bangladesh- Max Point 10

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:
