ORGANIZATIONAL CONTEXT

Cox’s Bazar has been home to one of the world’s most protracted refugee situations, with more than 20 years of camp and makeshift site settlement by a Muslim minority from Myanmar’s northern Rakhine State, known as Rohingya. Since the 1990’s, the Government of Bangladesh hosts 34,000 officially registered refugees in two camps in Cox’s Bazar. A further 300,000-500,000 Rohingya refugees, politically referred to as Undocumented Myanmar Nationals (UMNs) have been residing in poor conditions in neighboring Bangladeshi host communities, including some 77,100 in the two makeshift settlements adjacent to the official camps. Humanitarian partners estimate that the influx of new arrivals since August 2017 is likely to peak at 700,000-800,000.

Access to the refugee camps is critical to the humanitarian response where engineering works are undertaken as preventative measures and in preparation to react as required to maintain access.  A Site Maintenance and Engineering Project was established comprising the key stakeholders involved in the construction and use of the camp roads, namely IOM, UNHCR, and WFP. The Project undertakes the following four principal activities:

  1. Clearing and strengthening primary drainage channels,
  2. Maintaining vehicular access via maintenance, emergency repair and rehabilitation,
  3. Materials supply, fabrication, and pre-positioning to facilitate rapid response,
  4. Site preparation work.

JOB PURPOSE

To support the management of WFP’s safety across all construction worksites, health environment; supervise or co-ordinate work systems to ensure products and services meet the highest quality standards, and that working conditions are safe and meet legal requirements .

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance and supervision of the Lead Engineer, the primary and overriding responsibility for the position is to; be responsible for safety across all construction worksites, health environment; supervise or co-ordinate work systems to ensure products and services meet the highest quality standards, and that working conditions are safe and meet legal requirements.

The incumbent will be responsible for the following duties:

  • Prepare and enforce policies to establish a culture of health and safety
  • Evaluate practices, procedures and facilities to assess risks and adherence to legal requirements
  • Develop and execute health and safety plans in the workplace according to legal guidelines
  • Conduct regular Site inspections; inspect equipment and machinery to observe potential safety issues and complete prevention inspections on a regular basis and ensure records maintained of same.
  • Investigate accidents or incidents to discover causes and report on health and safety awareness, issues and statistics and ensure all documentation is updated.
  • Monitor compliance to policies and laws by inspecting employees and operations
  • Ensure proper implementation of national legislation relating to health and safety issues and conduct Annual H&S audits.
  • Recommend solutions to issues, improvement opportunities or new prevention measures
  • Conduct training and presentations for health and safety matters and accident prevention

STANDARD MINIMUM QUALIFICATIONS

Education:BSc/Masters in Civil Engineering OR Safety management for construction or relevant field is preferred or other valid qualification in occupational health and safety in Engineering


Experience: At least 5 years’ Proven experience as safety manager

Knowledge & Skills:

• Good theoretical understanding of security management concepts and principals with a knowledge of best practices, techniques and processes.
• Ability to assimilate a range of information and make basic analyses to support the development of efficient solutions.
• Good communication skills and ability to adapt communication style to different situations and individuals.
• Ability to contribute to and/or deliver effective briefing and training, assessing participant needs.
• Knowledge of common business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.

Language: Excellent written and oral/communications skills in both English and Bangla

Strong preference will be given to those who can prove they can operate in fast-fluid environments with limited resources. The ideal candidate will be both detailed-oriented, determined, proactive and impatient to get stuff done. The Engineer must be extremely fast-thinking and efficient.
