ORGANIZATIONAL CONTEXT

Cox’s Bazar has been home to one of the world’s most protracted refugee situations, with more than 20 years of camp and makeshift site settlement by a Muslim minority from Myanmar’s northern Rakhine State, known as Rohingya. Since the 1990’s, the Government of Bangladesh hosts 34,000 officially registered refugees in two camps in Cox’s Bazar. A further 300,000-500,000 Rohingya refugees, politically referred to as Undocumented Myanmar Nationals (UMNs) have been residing in poor conditions in neighboring Bangladeshi host communities, including some 77,100 in the two makeshift settlements adjacent to the official camps. Humanitarian partners estimate that the influx of new arrivals since August 2017 is likely to peak at 700,000-800,000.

Access to the refugee camps is critical to the humanitarian response where engineering works are undertaken as preventative measures and in preparation to react as required to maintain access.  A Site Maintenance and Engineering Project was established comprising the key stakeholders involved in the construction and use of the camp roads, namely IOM, UNHCR, and WFP. The Project undertakes the following four principal activities:

  1. Clearing and strengthening primary drainage channels,
  2. Maintaining vehicular access via maintenance, emergency repair and rehabilitation,
  3. Materials supply, fabrication, and pre-positioning to facilitate rapid response,
  4. Site preparation work.

JOB PURPOSE

To coordinate and control a full range of control procedures support services for a specific professional area of work, to ensure that services are delivered effectively.  

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance and supervision of the Head of Engineering unit, the primary and overriding responsibility for the position is to; Monitor and ensure that all procedures for Quality and Quantity (Q&Q) controls control procedures are effective and stringently followed by all staff, project partners, outsourced labourers and contractors, in order to maintain appropriate controls are in place and are properly followed.

The incumbent will be responsible for the following duties:

  • Verify the storage, ordering, planned distributions and utilisation of construction materials, fuel, machinery resolving related Q&Q issues and escalating where appropriate, to ensure that the quantities distributed, and the quality of the operation is in line with appropriate standards.
  • Prepare field mission reports to document related issues and actions taken and corresponding recommendations.
  • Collect and summarise data, collaborating with project partners where required, conduct analysis and prepare reports in order to support operational reviews, implement improvements and inform decision-making.
  • Suggest improvements to field monitoring processes and procedures for effective communication flow and efficient operations in addressing Q&Q control issues.
  • Provide standard trainings on operational practices, monitoring tools and methods in order to support implementation of proper standards staff development and high performance.
  • Analyse field operations, distribution data, related meetings and assessment reports and perform assessments within the area of responsibility to support safe and effective project delivery in order to present detailed recommendations for risk mitigation and facilitation of decision-making.
  • Review operational threats and risks in detail and compile accurate reports on Q&Q issues that could adversely impact project implementation, ensure information is accurately collated and sent to senior security staff to support reporting and decision making.
  • Maintain and develop recommendations for improving emergency and contingency planning documentation including physical preparations and procedures, to support preparedness for a crisis.
  • Any other related task as required

STANDARD MINIMUM QUALIFICATIONS

Education: BSc/ Master’s in civil engineering/Construction/other related field or relevant job experience and qualification /certification in Quality and Quantity Surveyor  


Experience: 5-6 years of relevant experience


Knowledge & Skills:

  • Computer literate in all Microsoft applications
  • Fluency in oral Chittagonian/Rohingyan dialect


Language: Excellent written and oral/communications skills in both English and Bangla

OTHER SPECIFIC JOB REQUIREMENTS

Strong preference will be given to those who can prove they can operate in fast-fluid environments with limited resources. The ideal candidate will be both detailed-oriented, determined, proactive and impatient to get stuff done. The Engineer must be extremely fast-thinking and efficient.
