Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The UN Women Egypt Country Office is based in Cairo, and works in the following priority areas:

  • Leadership and Political Participation;
  • Economic Empowerment;
  • Ending Violence Against Women;
  • Governance and National Planning.

Egypt has a progressive constitution (2014) recognizing gender equality and non-discrimination guarantees. In March 2015, Egypt launched its strategy for sustainable development ‘Egypt Vision 2030’ (SDS), spanning the economic, social and environmental dimensions of sustainable development, and outlining the broader principles that will guide Egypt in pursuing its developmental goals. Furthermore, cognizant of women’s empowerment being a precondition for inclusive growth and social justice, the 2030 National Strategy for Women’s Empowerment (NSWE) was launched and endorsed by the President of Egypt. The demand for greater support for statistics has increased as Egypt implements the Sustainable Development Goals (SDGs) and related national strategies.

Egypt produces a wide range of statistics and a significant amount of gender data are available, through censuses, population-based surveys (e.g. Labour force surveys, income and expenditure surveys, etc.) or administrative data. However, challenges remain in measuring and tracking progress towards the realisation of the gender targets set out in the SDS and NSWE. Furthermore, gender data (including both data disaggregated by sex and data specifically relevant to women and girls) is necessary to monitor and track the 54 gender-related SDG indicators. Comprehensive and periodic statistics on the status of women, men, girls and boys, including data disaggregated by sex and other socio-economic characteristics, are important for setting priorities, planning interventions and assessing their impacts while ensuring that the gender perspective is integrated into all policy areas.

In 2015, a multi-agency Assessment of the National Statistical System (NSS) was carried out, focusing on legal and institutional set-up and statistical processes within social and economic statistics. The main objective of the assessment was to carry out an independent evaluation of the national statistical system of Egypt to strengthen co-ordination of the national statistical system and align it with international frameworks. One of the recommendations of the Assessment of the NSS focused exclusively on gender statistics and suggested the Central Agency for Public Mobilization and Statistics (CAPMAS) should work with the National Council for Women to develop a strategy for the development of gender statistics, as well as with other national partners to ensure harmonisation of methodologies, concepts and definitions, and avoid duplications in efforts. The recommendation also focused on the need to consider issues of coverage, capacity building, resource mobilisation, meeting user needs, and to set a vision for gender statistics in the medium-term.

UN Women’s work through the Flagship Programme Initiative (FPI), “Women Count”, aims to ensure that gender statistics are available, accessible and analyzed to inform policy making for delivering gender equality and women’s empowerment. The Women Count programme works at the global, regional and national level through three interlinked areas of work: Outcome 1) Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs; Outcome 2) Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and Outcome 3) Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production

Scope of work:

UN Women seeks to recruit a competent national consultant to conduct a National Review of Gender Statistics. The national review will provide the inputs necessary to develop a detailed work plan for project implementation. 

Among others, the review should explore the following questions:

  • Carry out an in-depth desk review of the institutional framework (of the entire national statistical systems, including line ministries) and the extent to which it facilitates or hinders the regular production of gender statistics. The review should document the key institutional constraints that prevent (or facilitate) more regular production of gender statistics at the national level and propose solutions that can be taken to address these constraints? The review should also document broader national initiatives in statistics to monitor the SDGs (e.g. The Geospatial Platform, Egypt SDGs Observatory, The Egyptian Women Observatory, Civic Initiatives such as Nazaha map, Nesa2alak, UNESCWA Statistical Information Portal (ESIP), UNECA experience in supporting high quality data for SDGS and Agenda 2063) and the extent to which gender equality is integrated into those initiatives.
  • Assess the technical capacity gaps in gender statistics among producers of data, users and the entire national statistical system; What are the key data gaps at the country level that prevent the monitoring of SDGs and other national gender equality priorities? Have national gender equality indicators been developed to monitor the SDGs and national priorities? If so are they adequate? If not, what steps should be taken to review those indicators? As part of this programme, what steps need to be taken to close these data gaps within the context of Women Count?
  • To what extent existing gender statistics are used in policy making? Are policy makers, civil society and other actors sufficiently informed about existing gender data? If so, how can this programme build on and make those efforts more effective? If not, what steps will be taken to involve users? And When? The assessment should propose solutions to facilitate increased collaboration between users and producers and propose concrete and actionable solutions to strengthen the capacity of civil society organizations (CSO), government and UN Country teams to analyse and use gender statistics to inform decision-making

(The team was comprised of PARIS21, the United Nations Economic Commission for Africa (UN-ECA), the United Nations Economic and Social Commission for Western Asia (UN-ESCWA) and the African Development Bank (AfDB)).

  • Carry out in depth interview with key stakeholders such as Ministry of Planning, CAPMAS, statistics focal points in line ministries, NCW, civil society organization, and research institutions and key development partners (World bank, AFD, etc.).
  • Facilitate a validation workshop and incorporate all inputs to finalize the project document and annual workplan
  • Support UN Women’s country office to develop a project document and associated work plan for Women Count programme. 

Duties and Responsibilities

Under the supervision of UN Women Representative and the overall guidance of the gender specialist and the gender equality analyst, the consultant will carry out the following activities to generate specific deliverables:

Activity 1: To develop inception report and work plan with timelines in line with the duties and responsibilities spelled out in the ToR and agreed with UN Women team and national partners.

Deliverable 1: Inception report and work plan (Please refer to the section on key deliverables below for a detailed description of the deliverables).

Activity 2:  To conduct interviews and in-depth desk review of relevant studies, reports, policy papers / strategies on gender statistics to:

  1. Better understand the country context in relation to the production of gender statistics, including key actors/stakeholders and the institutional framework;
  2. Assess gender related statistical outputs, in terms of availability and accessibility (looking at inventory, sources, publication, dissemination and communication policies and processes); quality and frequency (examining production processes, methods and procedures, use of international standards, analysis processes, archiving, metadata, geographical coverage, etc.); and
  3. Document the key institutional and national statistical system (NSS)-wide constraints that prevent (or facilitate) more regular production of gender statistics at the national and sectoral level, and the key data gaps at the country level that prevent the monitoring of SDGs and other national gender equality priorities.

The in-depth desk review should provide detailed information on the following topics:

  1. Legal frameworks, policies/policy documents, and practices governing the coordination, production, dissemination, access, and use of gender statistics;
  2. Protocols for publishing gender-related statistical data;
  3. Key statistical developments, programmes and activities implemented in the past five years, to assess the extent to which women-related issues are mainstreamed into the national/sectoral development agenda and statistical plans;
  4. Inventory of gender available data and existing data sources and gaps in gender data production vis-à-vis the national/sectoral policy framework;
  5. Budgetary and human resources, including technical capacity, available at the national/sectoral level for gender statistics;

Deliverable 2: Desk review report (Please refer to the section on key deliverables below for a detailed description of the deliverables)

Activity 3. To conduct stakeholder consultations and in-depth interviews to identify the technical capacity and knowledge gaps in gender statistics among producers of data. The consultations will include representatives from CAPMAS and other key data producers from the different statistical units of the relevant Ministries, among others,

The stakeholder consultations should aim to:

  1. Develop a deeper understanding of the needs and constraints of data producers, looking at enabling mechanisms for the coordination, production, analysis, dissemination and use of gender statistics, with a focus on national SDG targets and indicators adopted by Egypt;
  2. Gain first-hand information on past achievements and on-going plans to bridge those gaps. Identify what type of support national stakeholders would need to be able to report on priority gender related indicators;
  3. Synthesise the findings and identify opportunities for UN Women to support Egyptian statistical system.

Deliverable 3: Stakeholder consultation report (Please refer to the section on key deliverables below for a detailed description of the deliverables).

Activity 4. To assess data needs and users’ satisfaction regarding availability, accessibility, quality and frequency of gender statistics.

The assessment of the current and potential demand for gender statistics should aim at identifying and synthesising user needs, as well as their capacity to understand statistical products.

This activity should be carried out through the following steps:

  1. Identify main users of gender statistics in government (e.g. national councils, line ministries, Information and Decision Support Center (IDSC), think tanks) and non-governmental circles (e.g. research and academia, NGOs);
  2. Develop detailed questionnaire to gather users’ current and perceived future statistical needs and priorities in relation to gender statistics, including their relationships with main producers of statistics and users’ capacity to interpret data and make best use of statistics (Note:  To use as reference the guidelines on assessing data demands/needs and user satisfaction of PARIS21’s NSDS Guidelines);
  3. Synthesise the findings and identify opportunities for UN Women to support Egyptian statistical system to better respond to users’ needs.

Deliverable 4: Users’ satisfaction report (Please refer to the section on key deliverables below for a detailed description of the deliverables).

Activity 5. To Participate in a validation workshop (organised by UN Women in Cairo) to:

  1. Validate findings and conclusions of the desk review and stakeholder consultations;
  2. Agree on the identified key needs and challenges that should be addressed for gender statistics to be properly mainstreamed into the sectoral statistical system; and
  3. Build consensus around the type of support that UN Women can provide to the Egyptian statistical system based on the findings of Activities 2-4 and sectoral action plans based on Activity 5.

Deliverable 5: Validation workshop report (Please refer to the section on key deliverables below for a detailed description of the deliverables)

Activity 6. On the basis of desk review, stakeholder consultations, validation workshop, and comments/feedback from UN Women and national stakeholders, to prepare a final report and recommendations to support UN Women country office in developing work plan for follow up work.

The final report should provide a detailed overview of the status of gender statistics in the national statistical system; present an overview of the findings from the desk review and stakeholder consultations (including identified constraints to mainstream gender statistics into the statistical system) and present potential solutions to improve:

  1. Enabling mechanisms for the production, analysis, dissemination and use of gender statistics;
  2. The production of data on women and men -related issues, especially in relation to SDG relevant commitments; and
  3. The dissemination, access, and use of this data for evidence-based policy making; and
  4. Integration of gender statistics in the NSDS

Deliverable 6: Final report (Please refer to the section on key deliverables below for a detailed description of the deliverables).

Deliverables Schedule:

Deliverable 1: Inception report and Work plan (3 working days)

Inception report should include methodology, potential sectors to be targeted, research tools, an exhaustive list of stakeholders to be interviewed, and detailed workplan with specific timeline for each activity and each deliverable. Size: Minimum of 10 pages (excluding Annexes)

First draft to be submitted on: 4th of July 2019 (one week after the date of signature of the contract)

Final draft incorporating UN Women’s comments and suggestion to be submitted by: Seven calendar days after receiving UN Women’s comments

Deliverable 2: Desk review report (5 working days)

Desk review report should include an overview of the findings from the literature and policy review carried out under Activity 2, highlighting the key gaps, challenges, opportunities and potential entry points for UN Women Egypt Country Office.Size: Minimum of 25 pages (excluding Annexes). 

First draft to be submitted on: 25th of July 2019 (four weeks after the date of signature of the contract).

Final draft incorporating UN Women’s comments and suggestion to be submitted by: Seven calendar days after receiving UN Women’s comments.

Deliverable 3: Stakeholder consultation report (8 working days)

The stakeholder consultation report should provide an overview of the main findings from the in-depth interviews, including information on what the different stakeholders are doing in the area of gender statistics; key capacity and knowledge gaps; and types of support requested from UN Women.inutes from the interviews should be included as an annex. Size: Minimum of 10 pages (excluding Annexes)

First draft to be submitted on: 8th of August 2019: (Six weeks after the date of signature of the contract)

Final draft incorporating UN Women’s comments and suggestion to be submitted by: Seven calendar days after receiving UN Women’s comments.

Deliverable 4: Users’ satisfaction report (6 working days)

Based on the findings from Activity 3, this deliverable should synthesise users’ current and perceived future statistical needs and priorities in relation to gender statistics and highlight opportunities for UN Women to support Egyptian statistical system. Size: Minimum of 10 pages (excluding Annexes)

First draft to be submitted on: 22nd of August 2019 (eight weeks after the date of signature of the contract)

Final draft incorporating UN Women’s comments and suggestion to be submitted by: Seven calendar days after receiving UN Women ’s comments.

Deliverable 5: Validation workshop (2 working days): 15 September 2019.

Deliverable 6: Final report (8 working days)

indicating clearly the policy and data gaps at the national and sectoral level and the challenges for more effective use of data.

The report should aim to respond to the following guiding questions:

  1. What are the main institutional constraints that prevent more regular production of gender statistics?
  2. What steps will be taken to address these constraints?
  3. What are the key data gaps at the national and sub-national levels that prevent the monitoring of SDGs and other national gender equality priorities?
  4. To what extent the data being produced is used in policy making? Are policy makers, civil society and other actors sufficiently informed about existing gender data? If so, how can UN Women build on and make those efforts more effective? If not, what steps will be taken to involve users? And When?
  5. Recommendations on the steps needed to address those challenges should be clearly outlined.

Evaluation Criteria:

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications.
