Background

The Danish Refugee Council (DRC) has been providing relief and development services in Yemen since 2008. Using right-based approaches, DRC has mainly focused on refugees, migrants and internally displaced People by conflict and natural disasters. Programs include WASH, protection, Food security/livelihoods and mine risks education, amongst others. DRC has hub offices in Sana’a, Aden, Hodeida and several sub-offices throughout Yemen.In response to the humanitarian needs and the resulting increase of conflict affected population in Yemen, DRC is seeking the services of a qualified Filed Emergency Team Leader to support our emergency mobile rapid response team in Hodeida, Bait Alfaqeeh and Other Districts in Hodeida.

 

Overall purpose of the role

The Emergency Team Leader will provide technical leadership to the Emergency Rapid Response team and oversee all activities of the emergency response including assisting program teams in defining indicators, data collection tools and protocols, training for DRC, partner and casual staff, and providing technical guidance and quality control of all data collection, management, analysis, and reporting across the project. The Emergency Team Leader will collaborate closely with Program, MEAL teams and Base Manager at the field level and Emergency Manager at Area Office level. She/he will report to the North Area Emergency Manager. The Emergency Team Leader will ensure that programme efforts are in line with DRC, Cluster and Donor standards.

Main responsibilities

Conduct multi-sectorial rapid assessments

· Monitor humanitarian alerts through the team, humanitarian partners, etc. and rapidly launch assessments with prior validation of the Emergency Manager/ Area Manager/Base Manager.

· Plan multi-sectorial evaluation including operational aspects (team composition, number of cars required, movement plan, security checks with the Area Manager/ Base Manager, etc.)

· Supervise the team for data collection and entry, conduct quality checks, and triangulate information to ensure veracity and reliability of data

· Write rapid needs assessment reports using defined format, and within established deadlines, providing clear operational recommendations for intervention and conduct registration where permitted.

· Represent DRC towards local partners/community leaders during rapid needs assessments and ensure, in collaboration with the Area Manager/Base Manager, coordination with other humanitarian partners

· Review existing assessment tools and propose improvements/ adjustments to the Emergency Coordinator as necessary and in line with the RRM mandate

Organize/supervise the RRM / CASH / NFI / Shelter response and registration

· Reviewing/editing and validating assessment and intervention reports produced by the respective Sector Officers and sharing them with relevant partners at field/central levels

· Coordinating the RRM response with other humanitarian partners possessing emergency response capacity to avoid overlapping/facilitate synergies

· With the logistic department, ensure timely procurement and supply of materials required for emergency response activities

· Liaise with Supply Chain and relevant stakeholders at field level to ensure timely release of in-kind donations

· Participating in relevant coordination forums to share updates on the RRM/ ER (methodology, tools, results, operations, etc.)

· Acting as Focal Point for DRC at central level for the RRM/ ER projects.

· Following up with the Clusters and other inter-agency forums, on the recommendations produced by the RRM to increase coverage of needs (where gaps identified)

Project Monitoring

· Review project monitoring tools as necessary and prepare monthly Activity Progress Reports (to be sent to Emergency Coordinator)

· Ensure PMD is systematically conducted after 1 month, analyse data an prepare the report (to be shared with Emergency Manager)

· Link with the M&E team to facilitate external monitoring of the project and take corrective actions where necessary

· Link with the M&E team to facilitate the roll out of IEC materials on eligibility criteria and a feedback and complaint mechanism as part of the RRM

Team management

· Is accountable for the deliveries and achievements of his/her team

· Provides technical guidance and support to his/her team

· Develops and maintains a nice working atmosphere among his/her team and with the other departments

· Advises on and promoting understanding and application of DRC policies, procedures and principles

· Participates in the hiring and firing of his/her team

· Sets objectives (yearly, probation period, PIP) for each of his/her team member

· Conducts performance appraisals of his/her team members

· Manages the performance and oversees the development of his/her team members

· Manages poor performance and discipline, including Code of Conduct cases referred to management when needed

· Manages the leaves of his/her team, organizes a leave planning and makes sure each team member is taking some rest regularly and does not accumulate leaves

 

Required experience and competencies

Essential qualification

· University degree in statistics, mathematics, computer science, economics, social sciences, public health, or a related discipline

· A minimum of two (2) years of experience within the humanitarian sector

· Proven abilities in translating log frames/results frameworks into monitoring plans, developing data collection tools and protocols, data collection and management, use of databases, and data analysis

· Proven technical skills in monitoring and evaluation and experience with qualitative and quantitative data collection and analysis

· Strong writing skills and ability to present and explain monitoring data to expert and non-expert audiences

· Excellent analytical, presentation, and report writing skills

· Experience using common software applications such as MS Excel, Access, or statistics software such as SPSS, STATA

· Previous experience with electronic/mobile data collection (Kobo Collect, CommCare) and GIS mapping preferred
