ORGANIZATIONAL CONTEXT

The Partnerships & Governance Department (PG) provides leadership and expertise to WFP's global partnership and resource mobilization efforts, ensuring that WFP gets maximum resources to fully meet the needs of the people we serve, in order to support Member States in achieving Zero Hunger and Agenda 2030. PG manages donor government relationships, private sector, and UN agency partnerships, and advises on a number of broader partnership coordination issues.

JOB PURPOSE

The Special Advisor reports directly to the Senior Executive Manager of the Assistant Executive Director (AED) PG Front Office.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support the implementation of PG’s “positioning - partnership - resourcing” approach and advice PG senior management to take relevant actions;
2. Support the PG change process towards a holistic and inspiring positioning of the Department and strengthening of the partnership function in WFP;
3. Establish system to streamline AED PG coordination on travel and meetings priorities with Office of the Executive Director and Leadership Group members;
4. Prepare talking points, speeches and other communication material for the AED;
5. Analyze existing planning tools and forecasting methodologies;
6. Assess information and knowledge management of PG and develop a road map for improvement;
7. Scrutinize relevant policies and research results to be considered for the positioning - partnership - resourcing agenda and triple nexus approaches;
8. Provide support to PG Offices and Divisions, as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced university degree in Political Science, International Development, Development Economics, Journalism, International Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses.


Language:

  • Fluency (level C) in English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Experience:

  • Minimum of 8 years of relevant professional experience.

Knowledge and skills:

  • Ability to work at a fast pace and under tight deadlines;
  • Ability to think creatively, proactively, strategically and problem-solve with flexibility and adaptability;
  • Ability to write clear and concise briefing papers and external communications
  • Ability to work with people at all levels and to foster interdepartmental cooperation;
  • Ability to maintain a high degree of judgment, discretion and confidentiality;
  • Personal accountability for the completion of assigned tasks;
  • Experience in executive management;
  • Ability to formulate and maintain strong relationships and develop networks with appropriate stakeholders;
  • Ability to strategically identify opportunities to raise the profile of WFP, develop new relationships and further organizational aims.

TERMS AND CONDITIONS

The selected candidate will be employed on a fixed-term contract with a probationary period of one year.
