Background

Organizational Context

UNODC and the Bureau of International Narcotics and Law Enforcement Affairs (INL) signed an agreement, in November 2016, to develop Project MEXZ98 and its core product: the National Survey on Police Professionalization and Standards (ENECAP). This project falls under the mandate of the Research and Analysis Area of the Liaison and Partnership Office of UNODC in Mexico (LPOMEX). The National Programme Officer will coordinate different projects and activities from the LPOMEX Research and Analysis Mandate under the direct supervision of the LPOMEX Representative.

The National Programme Officer will work in close collaboration with the UNODC LPOMEX Programme Unit, the Operations Units, the UNODC Data Development and Dissemination Unit, Research and Analysis Branch, Division Policy Analysis and Public Affairs, UNODC HQs (DDDU/RAB/DPA), the National Institute of Statistics and Geography of Mexico (INEGI), INL and other regional and national counterparts ensuring successful programme implementation.

Duties and Responsibilities

Functions / Key Results Expected

Summary of key functions:

  • Manage, supervise, plan, develop, monitor and report on the yearly work plans.
  • Facilitating technical assistance to those countries and institutions that require improvement in their statistical capacities and their statistical quality
  • Promoting research & analysis mandates in different fora to establish relations with potential partners regionally and globally.
  • Following up and collaborating in the fulfillment of commitments agreed by UNODC and national counterparts nationally, regionally and internationally.   
  • Provides technical and substantive back up in the implementation of mandates of the office, branch or unit.      
  • Facilitating technical assistance and promote the anti corruption mandate to those countries and institutions that require improvement in its capacities.
  • Performs other related duties as required.                         

Ensures management, supervision, planning, development and monitors work plans under the research & analysis UNODC mandate focused on achieving the following results:

  • Coordinate the development of relevant research and training on relevant crime related topics and emerging issues.
  • Manage the budget, finance, administration and procurement processes of the project ensuring due respect and implementation of UNODC and UNDP relevant rules and procedures.
  • Plan and coordinate contests, seminars, workshops, expert meetings and conferences on crime statistics and related topics.
  • Identify operational and financial problems to develop appropriate solutions.
  • Contributes to the integration of research considerations in all relevant activities within the LPOMEX.
  • Participate and ensure that audits and evaluations are performed according to UN rules and regulations.
  • Supervise the development of agreements, project documents, project revisions, project and budget reports, and other documents related to the project under his/her supervision.
  • Timely report to all partners on the progress in the implementation on the projects under his/her supervision.
  • Create and monitor projects performance indicators.
  • In collaboration with the Liaison and Partnership Unit, analyze, identify and address new funding opportunities for research & analysis activities.
  • In collaboration with the Advocacy Unit, supervise, monitor and manage external communication strategies.

Facilitates technical assistance to those countries and institutions that require improvement in their statistical capacities focusing on the achievement of the following results:

  • Plan and execute activities to assess the statistical quality of crime statistics within countries in the Latin America and Caribbean region.
  • Plan and guide technical assistance activities for improving institutional capacities for producing crime statistics using different sources (population surveys, administrative records and other alternative sources).
  • Plan, provide guidance and monitor the implementation of policy oriented research and analysis, in particular at the local level.
  • Plan and coordinate seminars, workshops and conferences that are relevant to the projects’ objectives.
  • Coordinate and act as a liaison between regional and national counterparts and UNODC.

Promotes research & analysis mandate, activities and products at the national, regional and international level in order to establish relations with potential partners focusing on the achievement of the following results:

  • Identify potential partners and donors.
  • Draft and submit proposals in coordination with the Liaison and Partnership Unit.
  • Coordinate and lead procedures for receiving additional funding in coordination with the Legal unit.

Follows up on UNODC commitments in different international forums focusing on the achievement of the following results:

  • Monitor and contribute to the implementation of the roadmap for improving crime statistics reported to the United Nations Statistical Commission.
  • Follow up on the proceedings of the UN Commission for Crime Prevention and Criminal Justice.
  • Contribute to the implementation of the proceedings of the Statistical Commission of the Americas of the Economic Commission for Latin America and the Caribbean.
  • Contribute to the implementation of the United Nations Convention against Corruption.
  • Contribute to the implementation of actions to improve criminal justice records related to Violence against Woman
  • Contribute to the monitoring of SDG16 activities performed by the LPOMEX and the UN System in Mexico
  • Facilitating technical assistance and promote the anti corruption mandate to those countries and institutions that require improvement in its capacities.
  • Participates and contributes as required to the overall senior management of the UNODC LPO in Mexico

Impact of Results

The key results have an impact on mainstreaming research & analysis so as anticorruption mandate as a key aspect of UNODC policy contributions, particularly as accurate data and quality analysis is central to evidence-based decision making and accountability.

Required Skills and Experience

Recruitment Qualifications

Education: A Master’s degree or equivalent in social sciences, public policy, programme management or related fields is needed.

Experience: A minimum of 14 years of relevant experience at national or international level in design, implementation, monitoring and evaluation of the development of projects.

Knowledge and experience in the mandate areas of UNODC will be considered as an advantage.

Experience in the different Commissions and regulatory bodies of the United Nations System would be an asset.

Language Requirements: Fluency in Spanish (oral and written) is required

Fluency in English (oral and written) is required

Knowledge of another UN official language will be consider as an advantage.
