Background

The recently revitalized peace process offers new opportunities for South Sudan to realise transformational change and move beyond the cycles of conflict and violence that have propagated widespread aid dependency. Providing immediate and flexible financing to maximise the potential of the current political environment, the South Sudan Multi Partner Trust Fund for Reconciliation, Stabilization, and Resilience (South Sudan RSRTF) has been established to enable integrated programmes that together lessen the destructive drivers of conflict and develop more peaceful and self-reliant communities.

The Fund pioneers an innovative whole of system, area-based programming approach to support comprehensive and durable approaches to overcome fragility, political instability and societal disintegration. The approach ensures a collective effort across political, security and development actors, within and outside of the United Nations system. In so doing, the Fund will build stronger foundations for implementation and consolidation of the R-ARCS and foster stable political and security environments in which to pursue increased resilience focused programming and seize enhanced recovery and development opportunities.

The Trust Fund builds on the vision of the Secretary General to forge greater coherence across the United Nations system and will promote more coordinated, coherent and integrated peacebuilding efforts among the United Nations mission and the United Nations country team. The programmatic framework of the South Sudan RSRTF is anchored in the United Nations Cooperation Framework (UNCF), and will support delivery of critical components of the Mandate of the UN Mission in South Sudan (UNMISS).

The Fund is governed by a Steering Committee which functions as the key decision-making body. It provides strategic guidance and holds ultimate accountability that the fund achieves its programmatic objectives. The SC is chaired by the Deputy Special Representative to the Secretary-General (DSRSG), UN Humanitarian and Resident Coordinator (HC/RC). The Secretariat is embedded within the Office of the DSRSG/RC/HC at UNMISS. In addition to providing administrative support to the Steering Committee for fund operations, the Fund Secretariat fulfils a technical function and provides programmatic support. The main Secretariat functions include facilitating Steering Committee meetings, managing funding allocation processes, reviewing submissions, and tracking implementation progress. The Secretariat also coordinates with the Administrative Agent to produce and distribute narrative and financial reports.

Duties and Responsibilities

Reporting to the Fund Manager, the duties and responsibilities of the Monitoring & Reporting Officer will include: 

·         Under the supervision of the Fund Manager ensure compliance with monitoring and reporting requirements in place for the South Sudan Multi Partner Trust Fund for Reconciliation, Stabilization, and Resilience;

·         Ensure implementation and compliance with policies and standard guidelines in accordance with SC decisions and endorsed RSRTF guiding documents;

·         Liaise with NGO, UN partners as well as ARGs and UNMISS field offices to follow-up on project progress and overall Fund progress;

·         Ensure timely overall project reporting, including acting as the lead for the Fund's annual report exercise;

·         Conduct regular field visits to project sites to monitor implementation RSRTF funded projects, ensuring that implementation is in line with the project proposal and the grant agreement;

·         Systematically compile and prepare information updates on project status keeping the Fund Manager and the SC, donors and relevant stakeholders abreast of Fund activities;

·         Lead the collection of information and preparation of information products on the Fund such as dashboards, newsletters and/or interim and annual reports by contacting partners or analysing available project data as required;

·         In coordination with the Strategic Planning Officer and Roving Field Coordination Officer, support ARGs with relevant tools and capacity development for planning, monitoring, evaluation and reporting;

·         Under the supervision of the Fund Manager, manage arrangements for third party monitoring for RSRTF funded projects as required;

·         Support the timely implementation of the funding allocation process through support to review and revision of concepts, strategies and programme/project proposals and compliance with programme document requirements;

·         Support and participate in lessons learned exercises, audits and evaluations and other research activities and studies in consultation with relevant partners and stakeholders;

Required Skills and Experience

Education:

Advanced university degree (Master’s degree or equivalent) in political science, international relations, social science, economics, law, public administration, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:

A minimum of 5 years progressively responsible experience in humanitarian / development programming, political affairs, conflict resolution or other related area is required; as is experience in project administration, monitoring and reporting; Proven familiarity with use of project/programme management tools and techniques as well as excellent drafting and communication skills is essential; Preferred experience or knowledge of South Sudan context. As a minimum the successful candidate must demonstrate experience within conflict and/or post-conflict settings; Knowledge of donors and resource mobilization experience is desirable; Experience with the UN common system is desirable.

Language Requirements:

English and French are the working languages of the United Nations.  For this position, Fluency in oral and written English is required.
