Background

In the context of the health-related Sustainable Development Goals and the Global Strategy for Women’s, Children’s and Adolescents Health 2016 – 2030, the Department is building a global network for improving the quality of care in maternal, newborn and child health services. The network brings together committed government, implementation partners and funders with the aim to accelerate progress in reducing preventable maternal, newborn and child mortality and improving health outcomes.  Members of the network are committed to implement a standards-based approach using evidence-based implementation interventions and to contribute to a learning platform that will enable exchange of experience and joint learning.  At present, 9 countries are engaging in the network.  They include Bangladesh, Cote d’Ivoire, Ethiopia, Ghana, India, Malawi, Nigeria, Uganda and Tanzania.  In each country WHO country offices fulfil a facilitating role to support government in i) development of a national governance mechanism and quality of care strategy, ii) development of national standards for quality of maternal, newborn and child care, iii) bringing partners together around the implementation of one national plan for improving quality in maternal, newborn and child health services, iv) facilitating a national learning platform for quality improvement and v) tracking progress towards results.  The Junior Professional Officer (JPO) will work as part of the WHO country team in each of these areas and particularly focus on seamless coordination of activities,  within the country as well as with the global secretariat in MCA. 

Training component: Learning elements and expectations

Upon completion of the assignment the JPO will have/ will be able to:

  • Acquired knowledge about past and present developments in global reproductive, maternal, new born and child health and acquaint herself/himself with where the major gaps and constraints are in addressing universal coverage of effective prevention and care for women and children
  • Understood the mandate, functioning and scope of WHO at HQ, Regional and Country Level
  • Build and show leadership and management skills
  • Build collaborative and rewarding professional relationships and networks, on intramural and extramural level

Content and methodology of supervision

The work objectives and the expected outcome are discussed and agreed upon by the JPO and supervisor within the first four weeks of assignment.  They are evaluated every six months by the supervisor against WHO's Performance Management and Development System (ePMDS+). In addition, there will be regular meetings with the supervisor throughout the assignment. In the regular meetings progress is evaluated, challenges are discussed and plans are finalized together. In addition, team meetings will be held and will take place on different aspects of the work. Learning activities and developmental opportunities form part of the ePMDS+.

Duties and Responsibilities

In the context of the health-related Sustainable Development Goals and the Global Strategy for Women’s, Children’s and Adolescents Health 2016 – 2030, the Department is building a global network for improving the quality of care in maternal, newborn and child health services.  The Junior Professional Officer (JPO) will work as part of the WHO country team in each of the following areas and particularly focus on seamless coordination of activities,  within the country as well as with the global secretariat in MCA.

Development of a national governance mechanism and quality of care strategy

  • Provide support to the quality of care unit and RMCAH units in the Ministry of Health (MoH) to implement a national strategy for quality of care and specifically the plan for strengthening quality of maternal, newborn and child health services;
  • Provide support to the MoH in facilitating the national network of partners who are committed to improving quality of maternal, newborn and child health services in the country;

Development of national standards for quality of maternal, newborn and child care, and bringing partners together around the implementation of one national plan for improving quality in maternal, newborn and child health services

  • Provide technical advice on standards, implementation interventions and indicators for improving quality of maternal, newborn and child care

Facilitating a national learning platform for quality improvement and tracking progress towards results

  • Track progress in implementation, collect information from implementing districts and partners in relation to a minimum data set, prepare case studies of good practices;
  • Facilitate the regular reporting on progress and challenges through the national and global network.

Required Skills and Experience

Education and work experience:

  • Postgraduate degree (Master’s or equivalent) in health-related subject (medical science, nurse, public health etc) combined with 2 to maximum 4 years of paid and relevant working experience obtained post-Bachelor’s degree.
  • A first-level university degree (Bachelor’s degree or equivalent)  in health-related subject (medical science, nurse, public health etc combined with 4 to maximum 5 years of paid and relevant working experience may be accepted in lieu of an advanced university degree, obtained post-Bachelor’s degree.
  • Desirable: Expertise in partner coordination or facilitation of interest groups

Languages :

  • Required: Fluency in English and knowledge of French.
  • Desirable: Proficiency in another WHO language official languag, especially in French
