Job Description

Background/IRC Summary:  The IRC has a rich history of assisting refugees to apply for U.S. resettlement, from its founding in 1933 to help vulnerable individuals escape Nazi-occupied Europe, to pioneering the Joint Voluntary Agency which assisted Indochinese refugees for 22 years, to operations in Croatia, Sierra Leone and Sudan. Over the years, IRC has processed some half million refugees worldwide for U.S. resettlement.
Based in Bangkok with three field offices in Thailand and Malaysia, the IRC Resettlement Support Center (IRC-RSC) assists persons throughout East Asia seeking permanent resettlement in the United States.  The RSC prepares refugee applications for the U.S. Refugee Admissions Program (USRAP), provides information to resettlement agencies about arriving refugees and offers cultural orientation training to those refugees bound for the U.S.


Job Overview/Summary:
The Program Support Officer (PSO) is primarily responsible for case creation, circuit ride scheduling, and call list creation, and distribution, including schedule interpreters for any RSC activities. The position works in close coordination with the Senior Program Support Manager to monitor and analyze the pipeline and ensure targets are met and future circuit rides are coordinated and planned accordingly.  The PSO will also support fellow Program Support team members by providing back-up support with travel, and general admin support as needed.
Major Responsibilities:
- Create individual and group cases in WRAPS submitted and authorized for USRAP processing.
- Schedule cases for pre-screening and USCIS circuit rides in line with established targets and deadlines.
- Schedule DNA cases and distribute call lists to parties as assigned.
- Perform routine quality control procedures on case creations and schedules.
- Report regularly to supervisor to ensure case preparation targets are in line with case scheduling targets, and that final schedules are accurate.
- Collaborate with relevant support staff to ensure all necessary circuit ride arrangements are finalized.
- Assist the Senior Program Support Manager in monitoring caseload pipeline statistics to ensure timely and sufficient creation of case files and scheduling.
- Submit call lists and to relevant detention centre or to field sites to ensure all refugee applicants are informed of their appointments.
- Record accurately case call lists, SCH IDs, and relevant guidelines in shared-drive.
- Ensure adequate stock of case creation supplies is maintained in the office.
- Coordinate with Thai authorities to facilitate access for RSC staff to be able to perform their work duties.
- Act as focal point for scheduling, payment, and translation set up for contract interpreters. Work closely with Senior Casework Manager: Special Communities and Interpreter Services in providing interpreters for RSC and DHS assignments and work closely with the interpreter agency to complete required bookings and payment in a timely and professional manner.
- Assist to other Program Support/Library staff as assigned by supervisor in need of travel bookings, general admin support and library file management
- Perform other duties as assigned by supervisor.

Qualifications

Job Requirements:

 
Education:

 University Degree or equivalent combination of education and experience

Work Experience:

 Minimum two years of office administrative experience.  Data entry experience is strongly preferred.

Demonstrated Skills and Competencies:
- Solid organization skills with the ability to handle multiple tasks simultaneously and prioritize them effectively.
- Ability to work with minimum supervision and meet deadlines.
- Proven skills in general office administration and interdepartmental communication.
- Excellent decision making, analytical and problem solving skills.
- Excellent computer skills, including thorough knowledge of Microsoft Office, including Word, Excel, Access and Outlook.
- Previous experience with an international company or NGO or the US Refugee Admissions Program is preferred.


Language Skills:  Fluency in both English and Thai, oral and written, is required.
Certificates or Licenses: Not required.

Working Environment:The position is located at the RSC office in Bangkok and is primarily office based.
