Danish Refugee Council is currently looking for a highly qualified Food Security and Livelihoods (FSL) Manager to oversee FSL programming across three bases in Central Darfur.

 

DRC Sudan implements FSL programming in three bases across Central Darfur and includes a mixture of basic needs programming (general food distribution, food vouchers), agricultural support (staple and winter crops, livestock), income generating activities (vocational training, skills training) and financial inclusion (VSLA).

About the job

 

The FSL Manager has the overall accountability for the implementation, quality, and coordination of DRC Sudan FSL activities. This position directly line managing the FSL field teams, in coordination with Base Managers. The FSL Manager is responsible for supporting National NGO partner implementation in regard to technical quality and technical capacity building.

 

This position is based in Nertiti, Central Darfur, with regular travel to other field sites and Khartoum. This position is overseen by the Head of Programmes (HoP) and is a member of the Extended Senior Management Team (ESMT). Both qualified international and national staff are invited to apply.

 

Main duties and responsibilities:

Project Management and Implementation:

  • Oversee the implementation of all FSL programming, including programme quality and budget management across all field sites;
  • Undertake regular on-site visits to monitor the quality of activity implementation at the village-level and provide technical advice to field project staff as necessary;
  • Ensure the relevance and implementation of technically-sound beneficiary selection criteria and approaches;
  • Invest heavily in the skills and competencies of national field teams – the FSL manager will provide hands-on coaching, guidance and technical support to programme staff, ensuring clarity over programme plans and priorities;
  • Participate in the staff recruitment process, new staff on-boarding and induction process, capacity building, and performance appraisal of FSL staff;
  • Ensure strong cooperation and coordination with DRC’s Protection Manager (also based in Nertiti) to ensure all FSL programming is sensitive to and, where possible, actively reducing protection risks amongst vulnerable population groups.
  • Provide accurate and timely briefings for donors and stakeholders, as needed.

 

Programme Development and Quality

  • Develop DRC’s FSL Strategy and associated SOPs, tools, and assessments in Sudan and provide technical assistance to roll them out, in coordination with the Global Specialist Leads;
  • Lead regular market analyses and adjust programmes accordingly, with the ultimate goal of supporting local markets to the greatest extent possible, in line with global best practices;
  • Monitor need and engage with financial and market service providers to determine capacity and appropriate forms of assistance including development of use of new technologies in Sudan (mobile money, e-vouchers).
  • Identify gaps and opportunities for further programming, design and support needs assessments and gap analyses, and have responsibility for programmatic contributions to FSL donor reporting, in cooperation with the Grants and MEAL Manager;

Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Conduct timely routine activity quality monitoring activities, including field-site and post-distribution monitoring – ensure data is shared in a timely fashion with the MEAL Team.
  • Lead the development of technical FSL assessments, with support from the Grants and MEAL Manager;
  • Work closely with team to support the development of accountability activities, ensuring compliance with CHS;
  • Support DRC offices in strengthening information management, including standardized databases for implementation tracking and monitoring purposes.

 

Finance, Procurement and Administration

  • Accountability for the management of FSL programme budgets (budget holder), with support from the Finance Manager and Head of Support Services;
  • Ensure FSL Team raised Purchase Requests (PRs) in a timely manner, in-line with DRC standards, and follow-up procurement processed with the Supply Chain Manager;
  • Ensure HR policies are followed, including completion of regular Performance Management Meetings, with all FSL staff;
  • Ensure familiarity with DRC’s Operational Handbook;
  • Proactively seek training from the Support Services Department on operational policies and processes for FSL team should gaps in understanding be apparent.

 

Coordination & Representation

  • Represent DRC and National and State-level FSL Cluster and other humanitarian coordination bodies;
  • In consultation with HoP and Country Director (CD), engage with other humanitarian actors, donors, UN, and civil authorities on cash/livelihoods issues;
  • In consultation with HoP, coordinate with national, local and international actors and participate in working groups and other sector meetings on cash/livelihoods related issues;
  • Stay abreast of developments in Sudan and provide timely analysis on key issues on a regular basis

  • Any other duties related to the nature of the job as directed as agreed by the Head of Programmes or Country Director, as required.

About you

 

Required

  • University degree or higher education in agronomy, economics, natural resource management, social sciences or related field;
  • At least 3 years’ international experience delivering FSL programming with an INGO;
  • Strong knowledge of cash transfer programming and modalities, in-line with international best practices;
  • Technical knowledge of rural and subsistence livelihoods;
  • Demonstrated skills in Project Cycle Management, including creating work plans, team management, budgeting, and delegation;
  • Full professional written and spoken proficiency in English; effective verbal and written communication, multi-tasking, organizational, and prioritization skills
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work closely with a culturally diverse team in a fluid environment.
  • Demonstrated experience and ability to professionally and diplomatically represent the organization and negotiate and defend DRC’s interests with a diverse range of government officials, local organizations and other groups.

Desirable

  • Knowledge of Arabic is an advantage.
  • Proven experience in providing technical guidance and training including development of training materials.
