Background - Scope of the Consultancy

The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization working in Myanmar since 2009 in response to cyclone Giri and currently supporting operations in four different States (Kachin, Northern Shan, Kayah, Rakhine). DRC expanded its program to include the provision of shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC aims to make available immediate relief and protection to displaced people and vulnerable host communities in an impartial, inclusive and neutral manner, adhering to DRC’s Code of Conduct and core Humanitarian Principles.

Research has shown that women, in both Rakhine and Muslim villages are disproportionately affected by issues such as displacement and conflicts, and face additional issues such as increased risk of GBV, extremely limited economic opportunities and higher likelihood engaging in harmful coping strategies. Muslim adolescent girls in particular face multiple threats to their safety in their homes (camp) and in the community. Girls are prone to be married off as a way to lessen economic burdens in the household or to secure their safety. This  in turn makes them more prone to face intimate partner violence.

Adolescent girls interviewed in safety audits also report to be fearful of going to latrines or walk to neighbouring villages at night due to the risk of being physically attacked, sexually harassed or sexually assaulted.

 DRC addresses some of these protection concerns by making available GBV response services and enhancing women and girls support systems in order to mitigate risk and enable survivors to recover from the effects of violence.

DRC is looking to enhance the quality of care provided to survivors. Therefore DRC requires a training module that provides core knowledge on child sexual abuse and early marriage and teaches participants, who have not previously engaged in case management, the six steps of case management.

 

Objectives of the Consultancy

The objective of consultancy is to lead a training intended for office-based case management staff and facilitators of the DRC CP centers and Women and Girls centers in Sittwe and Pauk Taw. The consultant will help DRC staff members and incentive based center workers with practical and sound techniques to help child survivors in their healing process. The second element of the training will focus on supporting girls who are subject to early marriage.

While the training should include theoretical knowledge about the case management and the provision of survivor centered care, the bulk of the session should be practical – focused on how to tailor case management services specifically to child survivors.  The training methodology should include role plays that allow participants to practice skills to communicate appropriately with survivors and their family members.

The training should include: how to obtain consent or assent from the care givers  to begin the case management process, assess the needs and the best interest of  the child, and establish and implement a  plan to address these needs – specifically for child survivors. DRC expects that particpants are equipped to to build a trusting relationships with the clients and the guardian in hopes of  enhancing the protective factors for child survivors.

The teaching methodology should be primarily practical and tailored to the literacy levels of the audience, which may be varied.  Specifically the training should include

  1. Core child sexual abuse and early marriage knowledge
  2. Core child friendly attitude competencies
  3. Principles of communication with child survivors
  4. Guiding principles for working with child surivvors
  5. Case Management process for child survivors and how to adapt case management tecniques for different ages

Duties, Responsibilities and Deliverables

The Consultant will be based in Sittwe, Rakhine State and will work in 3 field locations for 6 days (incentive based staff training) and a training room in Sittwe for 4 days (DRC staff training), totalling 10 days.  

The consultant will report to the GBV Project Manager and will conduct the following activities:

 

Responsibilities:

  • Develop a simple yet technically sound training manual with contextually relevant exercises for both DRC office staff and incentive based field staff. This should be informed by the Caring for Child Survivors of Sexual Abuse Manual.
  • Conduct a core 4 day training on case management for child survivors for DRC GBV and CP office staff. This will include:
  • Theory and Compentencies 1 days
  • 6 steps of Case Management – 2 days
  • Case studies and practical application – 1 day
  • Conduct a core training to GBV and CP field based staff for 2 days in three locations, with a strong focus on role plays and and interactive training methods. (total six days in the field)
  • Teach office based staff in mentoring center based workers to continue assisting them in serving child survivors.
 
 Report and Formulation of Recommendations
  • At the end of his/her assignment, the consultant will prepare a written report in English.
  • The report should contain an overview and analysis of the training process, pre and post test scores of the participants and recommendations for DRC staff to ensure continuity of the self regulation and centering practices
Recommendations, desk review and training package could be developed remotely (2-3 days) 
 
Duties:
  • The consultant will sign the code of ethics and will ensure full respect of humanitarian principles when approaching community members.
  • The consultant will sign DRC’s ‘confidentiality form’.
  • The consultant will abide by DRC’s Code of Conduct.

Deliverables:

  1. Manual handout guides in Myanmar and English
  2. Training delivered to3 field based locations across Sittwe and Pauk Taw plus DRC office staff from Mruak U and Sittwe GBV and CP teams.
  3. Mentoring plan for office based staff to ensure the application of the training contents
  4. Final report and recommendations.

Profile of the Candidate

Your Experience must include:

  • At least 2 years of experience in the MHPSS field – the consultancy is open both to clinical mental health practitioners and child protection/GBV experts
  • Specific experience required working with child survivors
  • Good understanding of the context in Myanmar, especially the political and ethnic divisions in Rakhine state.
  • Previous experience in collaborating with INGOs
  • Demonstrated knowledge of protection issues (GBV) in humanitarian settings and roles/responsibilities of humanitarian actors.
  • Strong facilitation and communication skills
  • Ability to travel and work in remote areas
  • Proficiency in English and Myanmar. (If main consultant is a foreign national, a second consultant who speaks Rakhine and or the Muslim language is required)
