OBJECTIVES OF THE PROGRAMME

Division Mandate\:

To provide leadership and action and to support Member States in attaining a greater level of awareness for the promotion of health and the prevention of premature death and disability by addressing key health-related social, environmental and behavioural risk factors and determinants. This programme will respond to the needs of the population in the aspects of lifestyle approach, health environment, public education, family care, and related health systems.

Unit Mandate\:

--> For Noncommunicable Diseases\:

To help countries prevent and control noncommunicable conditions - such as cardiovascular, disease, chronic respiratory disease, cancer, diabetes, and their risk factors through comprehensive and multisectoral policies, plans, and programmes including population-based and individual-based approaches, monitoring and reporting.

--> For Health Promotion\:

To help countries promote a sense of wellness and help correct unhealthy living habits through advocating for the healthy settings approach (city, school, workplace, etc.), supporting city-to-city learning, building regional technical networks and resource centres for healthy cities, strengthening training and national and city capacity for action and advancing national policy and programmes in healthy urbanization.

DESCRIPTION OF DUTIES

Under the supervision of the Coordinator, Noncommunicable Diseases and Health Promotion, and in collaboration with relevant units, the incumbent will perform the following functions\:

1. Within the context of implementing the RAP-NCD, Regional Framework for Urban Health (RFUH) and RAP for Health Promotion;

a. Monitor national and regional progress of programme and activity implementation within stipulated time frames; and

b. Collate country data and case studies for health policy/strategy/plan development and programme advocacy purposes;

2. Support Member States in the implementation of NCD risk factor surveys, including the WHO STEPwise approach to Surveillance (STEPS) survey and Global school-based student health survey, and other global surveys, including the NCD Country Capacity Survey.

3. Collaborate with relevant units to support Member States strengthen their health information systems and national capacity for data management, analysis and reporting.

4. Assist in the preparation of progress reports and the development of guidance documents and publications, communication for NCD prevention and control and health promotion; and

5. Provide technical inputs and support in planning and developing relevant communications and advocacy products for community and resource mobilization activities.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in medicine, nursing, statistics or public health from a recognized university.


Desirable\: Postgraduate degree in public health, statistics, epidemiology or related field from recognized university(ies).

Experience

Essential\: Minimum of five years’ work experience in survey implementation and data management on NCD or mental health and/or its risk factors (tobacco use, physical inactivity, alcohol abuse, unhealthy diet).


Desirable\: At least one year of experience in a government agency related to health or statistics at the national level. Minimum one year of advanced training or work experience in prevention and control of NCDs and its risk factors is highly desirable. At least one year of international exposure in NCD surveillance is an asset.

Skills

a. Broad knowledge of concepts and strategies related to surveillance and monitoring, with a particular focus in NCD prevention and control.

b. Ability to synthesize knowledge and effectively express ideas in writing.

c. Ability to coordinate with external partners as well as work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,233 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2178 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
