Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to organizational needs and structure:

As of January 1, 2018, in Latin America and the Caribbean, UNOPS has been reorganized into four "Multi-country Networks that provide operational services" (OH by its acronym in English), in order to provide an agile operation in practices such as Human Resources, Procurement and Finance services, while increasing the level of resilience and maintaining the necessary segregation of functions.

Under the direct supervision of the Head of Support Services, and technical guidance of IPAS HR, the Human Resources Officer delivers high-quality and consistent delivery of effective HR services (recruitment, personnel, contract and performance management of talent) to the client office, ensuring full compliance with UN rules and regulations, UNOPS policies and procedures and internal Standard Operating Procedures (SOPs) in HR management.  The HR Officer provides solutions to a wide spectrum of complex HR issues in a collaborative, client-oriented manner.

The effective and successful achievement of results by the Human Resources Officer directly impact on the availability and readiness of UNOPS’ human capital to effectively develop and implement the programs and projects of UNOPS.  Timely and appropriate delivery of services ensure client satisfaction and contribute to high personnel morale. This promotes the credibility of the organization as an effective service provider in project services and management. 

Education/Experience/Language requirements

Education
  • Advanced University degree (Masters equivalent) preferably in Human Resources management, Business Administration, social or behavioral sciences.
  • A First University degree preferably in Human Resources management, Business Administration, social or behavioral sciences combined with 2 years of relevant experience may be accepted in lieu of the Master´s degree.  .

Experience
  • A minimum of one year of experience (or more depending on the academic credentials) in recruitment and/or HR generalist services in an international, public or corporate organization.
  • Proficiency in the usage of computers and office software packages (MS Office).

  • Experience in the use of HR web based systems is desirable.

  • Some experience in UN system organizations or international public sector organizations preferably in a developing country is desirable.

Language
  • Fluency in Spanish is required.
  • Intermediate level English is required. Advanced level English is an advantage.

Contract type, level and duration

Type of Contract: ICA - Individual Contractor Agreement (regular monthly contract)

Regular Monthly Contract: This contract is established in the regular monthly Contract modality, that is, a continuous presentation of services is required during the contract period, making the payments associated with the contract at the end of each calendar month.

Level of Contract: LICA 8 (local candidates, nationals from El Salvador or internationals with residency permit in this location)


Duration of Contract: Ongoing: Open contract subject to organizational requirements, availability of funds and satisfactory performance.
