The project titled "Enhancement of National HIV Response with Focus on Target Beneficiary Groups in Line with the Fourth National Strategic Plan (NSP) 2015-2019” is funded by the Global Fund’s New Funding Model (NFM1) to support Iran’s response in controlling the growth of HIV/AIDS prevalence and incidence. The NFM project continued through allocating the Global Fund’s New Allocation to be utilized from 1st April 2018 to 31st March 2021 in the Islamic Republic of Iran under the name of NFM2.

The key objectives of the New Allocation project are: 1) by the end of  2019, at least 90% of People Who Inject Drugs (PWIDs) used sterile injecting equipment in their last injection; 2) by the end of 2019, at least 60% of PWIDs have done HIV testing through Provider-Initiated Testing (PIT) approach; 3) by the end of, at least 50% of the HIV Vulnerable (VWs) have done HIV testing through PIT approach; 4) by end 2019, 90% of estimated People Living with HIV (PLHIV) will be identified and know their status; 5) by the end of, 90% of identified cases will be put on  Anti-Retroviral (ARV) treatment; 6) by the end of, 80% of people on ARV will be virally suppressed.

According to the 4th National Strategic Plan (2015-2019), TGs, like other HIV key population, are entitled to the right of receiving HIV prevention, care and treatment services, public health services, psych-social support and professional assistance. However,  despite the legal rights of Transgenders in Iran to change their identity and to take sex reassignment surgery, they are presumably considered as one of the HIV at-risk target groups who have not yet been programmatically and operationally addressed in HIV Control Program.

Therefore, Welfare Organization as one of the main partners of the HIV GF project is willing to initiate the provision of HIV related services for Transgenders. In this line, WO is aiming to conduct a thorough analysis to determine how well the country is providing universal access to appropriate HIV prevention, care, treatment and support for transgender people. It is expected that this study could analyze the situation for transgender persons; develop an evidence base on transgender people and HIV and to identify opportunities to strengthen capacity in providing broader and better responses for transgender people in relation to prevention, control, treatment and care of HIV/AIDS.

The study will attempt to achieve following objectives:

  • Attaining cupportive environment
  • Establishing collaborative multi-stakeholder response

Duties and Responsibilities

Consultant is expected to conduct an assessment on the needs of TGs in the area of health; analyze the existing evidence related to transgender people and HIV; identify opportunities to strengthen the capacity and promote partnerships to ensure broader and better responses for transgender people in dealing with HIV. Based on the results of situation analysis and reviewing the literature and available international guidelines, a protocol for HIV related services for TGs will be developed.

The consultant is expected to work in close collaboration and coordination with WO and UNDP country office in Iran to conduct the following tasks:

  • Facilitate establishment of and coordination with steering committee in consultation with WO
  • Review existing literature including national and international documents
  • Conduct a comprehensive/multi-level need assessment and response analysis using participatory approach
  • Develop a protocol for interventions based on the results of the above study
  • Conduct meetings with the SIP committee through WO to get their recommendations and approval on the process of conduct of the study and reports.

Required Skills and Experience

Academic Background:

The Consultant should hold a PhD in health, social sciences, epidemiology or equivalent degree in medical sciences including MD or MD/MPH and other related areas. 

Experience:

  • Three years of experience in conducting research in fields of health, social sciences, epidemiology
  • Experience of working with TGs is plus
  • HIV related research experience is a plus
  • Ability to write academic and official study reports
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems
