Overall objective of the consultancy

The overall objective of this consultancy is to provide support to FFFMU in financial activities of Rule of Law. Under the guidance and supervision of Financial Specialist, National Consultant ensures effective execution of financial services and processes in CO and transparent utilization of financial resources, the consultant promotes a client-oriented approach consistent with UNDP rules and regulations. The consultant works in close collaboration with the operations, programmed and projects' staff in the CO and with UNDP HQ staff for resolving finance-related issues and information exchange

Duties and Responsibilities

SCOPE OF WORK AND DELIVERABLES

Under the direct guidance and supervision of the Finance Analyst, the Finance Support supports the provision of financial services ensuring high quality, accuracy and consistency of work. The Finance Support promotes a client-oriented approach consistent with UNDP rules and regulations.

The Finance Support works in close collaboration with Office of Financial Management and Oversight (OFMO) colleagues, Operations and Programme staff in the country office staff to exchange information and ensure consistent service delivery.

Summary of Key Functions:

Ensures implementation of operational strategies and procedures, focusing on achievement of the following results:

  • Full compliance of financial processes and financial records with UNDP rules, regulations, policies and strategies.

Solly responsible for proper filling and managing of all OFMO documents;

Provide administrative support, focusing on achievement of the following results:

  • Ensure that an orderly and systematic filing system is maintained in the OFMO unit for efficient and timely retrieval of files both hard copy and e-filling;

  • Enter the identification codes on the documents into computer system for easy determination of their locations as this will make retrieval very easy;

  • Provide files and materials with identification codes or numbers for easy storage;

  • Inspect filed materials periodically to ensure they are placed legibly and in the right storage condition at office and archive;

  • Store and remove or destroy files in line with legal requirements and UNDP’s maintenance guidance/retention policy for files;

  • Maintain all records of file materials and properly track the documents in the tracking system;

  • Obtain signatures on banking instructions, cheques. Deliver banking instructions to bank. Distribute cheques to cheque beneficiaries. Follow-up with projects or vendors on un-presented cheques;

  • Provide clerical and administrative support by stocking and supplying stationery;

  • Perform any other related duties as requested.

WORKING ARRANGEMENTS

Institutional Arrangements:

  • The National Consultant will be reporting to the office daily during office working hours, reporting to the direct supervisor and Operation Manager, OFMO

  • The National Consultant will submit a monthly report to her/his supervisor on activities of support during this period;

  • The OFMO will provide the consultant with office space, IT equipment;

Duration of the Work:

  • The National Consultant Finance Support to OFMO shall work for maximum 66 working days (3Months) on 5 days a week, 40 hours max per week.

Duty Station:

Kabul, Afghanistan.

Required Skills and Experience

REQUIREMENTS FOR EXPERTISE & EXPERIENCE Education:           

  • High School Certificate is required

  • University Degree, preferably in Finance, Accounting or Business is desirable.

Experience:

  • 4 years of relevant finance experience is required with a High School Certificate or 2 years relevant experience with a bachelor’s degree is required.

  • Experience in the usage of computers and office software packages such as Microsoft Word, Excel and knowledge of spreadsheet and database packages.

  • Knowledge of IPSAS and/or IFRS is an advantage.

Language Requirements

Fluency in English and local languages of Dari/Pashtu is required

Price Proposal and schedule of payments

The contractor shall submit a price proposal as below:

  • Daily Fee – The National Consultant shall propose an all-inclusive daily fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, and transportation costs) that could be incurred by the consultant in completing the assignment are already factored into the daily fee submitted in the proposal.

  • The number of working days for which the daily fee shall be payable under the contract is 66 working days;

EVALUATION METHOD AND CRITERIA

National Consultant Finance Support to OFMO will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight 70%;

Financial Criteria weight 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Criteria 70 points

  • Written Test (30 marks)

To be eligible for the consultancy job as Finance Support, the applicants shall attain a passing score on a written examination.

  • Qualification and Experience (40 marks) [evaluation of CV for shortlisting]

    • Secondary Education, with specialized certification in Accounting and Finance (20 marks)

    • Experience relevant to the assignment (20 marks)
