Job Description

Working under the direction of the Field Director (FD), the DFD will provide leadership and support to the Ebola response team to ensure the rapid implementation of project deliverables especially in the areas of a) Ebola response program, b) operations management and c) day to day representation with donor agencies and local and international stakeholders as necessary.

The position will work closely with the Field Director in sharing line management responsibilities of senior response coordinators and fulfilling external representation. Given the security-sensitive nature of this deployment, crisis management in response to serious incidents may mean that line management remains fluid between the Field Director and the Deputy Field Director with the DFD taking over line reports from the Field Director to allow him/her to manage the crisis.

Given the uncertain outlook of the outbreak, the position will remain mobile between the different project locations, including new ones yet to be determined.

Candidates with senior management experience as generalists, technical program coordination or operations management are all encouraged to apply. The ultimate separation of tasks and line management between this position and the Field Director will be decided based on the profile and comparative strengths of the person hired for the position.

This position will work closely and collaboratively with the different departments within the response, the IRC technical advisors and the Emergency Unit.

Key responsibilities:

  • In coordination with the Field Director ensure the review and implementation of the overall response strategy;
  • Ensure operational support for program teams and coordinate with sector coordinators and managers for effective implementation of all project activities;
  • Encourage constructive and productive communication between program and operations staff to ensure timely service delivery;
  • Support emergency needs assessments and emergency program implementation in response to the developing humanitarian situation;
  • Ensure program compliance with internal control procedures;
  • Directly supervise at least 4 senior staff/SMT members (TBD);
  • Ensure effective and efficient oversight, support, quality control and reporting systems and processes.
  • Ensure IRC and donor reports are completed as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.
  • In coordination with the Field Director, develop and maintain effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy and resolving problems with the government, UN, donors and other external stakeholders;
  • Identify funding opportunities and track them in collaboration with the technical teams;
  • Be aware and adhere to security protocols for the organization in line with the security management plan for the Ebola response program;
  • Ensure health (including Ebola specific), safety and security protocols are followed at all times, and take corrective, timely actions as required and in consultation with Field Director.

Qualifications

  • Master's degree in Development Studies, International Relations, Social Sciences or a similar field;
  • Minimum of 5 years' experience managing operations and/or projects at senior level in emergency settings, preferably in Africa;
  • Professional experience of either senior management of emergencies, technical program implementation or operations;
  • Prior experience of epidemic response a strong advantage but not required;
  • Proven ability to manage projects to completion on time, within budget, and with the anticipated results;
  • Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes;
  • Demonstrated successful leadership experience with a multi-disciplinary team in a cross-cultural setting, including active mentoring and coaching. Strong leadership, motivational and team-building skills;
  • Strong coordination and representation skills and well versed in influencing external stakeholders;
  • Ability to live and work in stressful and insecure environments for a prolonged period a must;
  • Proven fluency in English and French is a must.
