Background

Since 2008, UNDP Ukraine has been the leading UN agency supporting sustainable local development, primarily through its Community-Based Approach to Local Development Programme. For over nine years, the Programme has matured to be a top-performing delivery mechanism at the local level and has been known and praised as UNDP flagship programme in Ukraine.

The next step in this regard is the switch towards a full area-based approach in supporting the roll-out of the sustainable development agenda at the subnational level. UNDP’s field presence and lead role as an integrator is aimed to design, test, and deploy SDG solutions packages those to be implemented by coalitions of partners, using different sources of funding with appropriate data and reporting systems for impact verification.

The project will develop, strengthen and maintain the partnerships aimed at implementation of Agenda 2030 and the SDGs at the regional and local levels. The MoU between UNDP and Regional Administrations those ones signed with the regions of Ukraine are aimed at nation-wide promotion of SDGs.

The overall project goal is to support sustainable development of Ukraine with its new decentralized governance system through improving knowledge-sharing mechanisms, increasing awareness and strengthening capacities of development actors (civil servants, business community and civic leaders) at all levels.  As a result, national institutions, private business and communities will implement gender-responsive policies and practices to achieve sustainable management of natural resources, preservation of ecosystems, mitigation, adaptation to climate change and generation of green jobs

E-Learning for Sustainable Development, especially, when it is provided through various platforms, which allow not only sharing information but also creation of values, can become real accelerator for achieving SDGs by developing competencies that empower development actors (public officials, businesses, civic activists, etc.) to reflect on their own actions, taking into account their current and future social, cultural, economic and environmental impacts, from a local and a global perspective.

Duties and Responsibilities

OBJECTIVES OF THE ASSIGNMENT

The specific project objectives include:

  1. to improve access to e-learning on sustainable development and SDGs;
  2. to increase awareness of development practitioners in Ukraine on the global development agenda and how it is translated into national, regional and local development agendas.

To ensure the activities under the mentioned e-Learning for Sustainable Development project (hereinafter – the Project) are implemented effectively and efficiently, UNDP Ukraine seeks for a National Consultant to support SDG knowledge-sharing strategy through increasing awareness and strengthening capacities of development actors, - civil servants, business community and civic leaders, - to perform tasks described below.

SCOPE OF WORK

The assignment under this TOR refers to the project objective outlined above (to improve access to e-learning on sustainable development and SDGs; to increase awareness of development practitioners in Ukraine on the global development agenda and how it is translated into national, regional and local development agendas).

The assignment is focused around the following major objectives:

  • to prepare recommendations for developing e-learning courses for the Project’s key target groups based on the best international experience of e-learning for SDGs (including but not limited to the experience of UN agencies or projects supported by UN agencies),
  • to support the National Consultants hired by Project for developing targeted e-learning courses for the Project’s key target groups (namely: 1. National Consultant to support development of a tailored e-training course on SDGs for civic activists; 2. National Consultant to support development of a tailored e-training course on SDGs for business community leaders; 3. National Consultant to support development of a tailored e-training course on SDGs for civil servants), providing advisory support to Project Manager and ensuring quality control of the products developed by other consultants hired by Project (including but not limited to reviewing TORs, providing ad hoc consultations to other national consultants hired by the project);
  • to support the development and delivery of Trainings for Trainers (ToTs) on the e-learning for the Project’s key target groups, providing advisory support to Project Manager and other consultants hired by Project (namely: 1. National Consultant to support development of a tailored e-training course on SDGs for civic activists; 2. National Consultant to support development of a tailored e-training course on SDGs for business community leaders; 3. National Consultant to support development of a tailored e-training course on SDGs for civil servants), including participation in training sessions as a speaker;
  • to support organization and participate in the trainig sessions and public events organized by the Project;
  • to provide advisory support to formulation of the follow-up actions for the Project.

Deliverables

It is expected that Consultant’s services are required for five months period, between June and November 2019. Detail of the deliverables and schedule is given below:

Deliverable 2:

  1. Assist to Project Manager in coordinating the cooperation with partners as per MOUs signed (at least 3 working meetings organized).
  2. Review and provide feedback with recommendations on the draft structure and description of the content of e-training courses (products descriptions) developed by other national consultants hired by the Project reviewed for at least 3 e-learning courses for the Project’s key target groups; feedback with recommendations with suggested improvements provided to supervisor; 
  3. Review and provide feedback with recommendations on the draft Programme and content of ToTs prepared by other national consultants hired by the Project (namely: 1. National Consultant to support development of a tailored e-training course on SDGs for civic activists; 2. National Consultant to support development of a tailored e-training course on SDGs for business community leaders; 3. National Consultant to support development of a tailored e-training course on SDGs for civil servants); feedback and recommendations with suggested improvements provided to supervisor;
  4. Ad hoc consultations to other national consultants hired by the Project (namely: 1. National Consultant to support development of a tailored e-training course on SDGs for civic activists; 2. National Consultant to support development of a tailored e-training course on SDGs for business community leaders; 3. National Consultant to support development of a tailored e-training course on SDGs for civil servants) for development of the e-learning courses provided in person or via email (at least 10 consultations);
  5. Short Interim Report 2 clearly describing work done and results achieved is prepared and submitted.

Deliverable 3:

  1. Assist to Project Manager in coordinating the cooperation with partners as per MOUs signed (at least 3 working meetings organized).
  2. e-training courses developed by other national consultants hired by the Project reviewed and feedback with recommendations with suggested improvements provided to supervisor;
  3. Ad hoc consultations to other national consultants hired by the Project for developing and conducting ToTs provided in person or via email (at least 10 consultations);
  4. Participation in ToTs organized by the Project (at least 6 events) as a speaker;
  5. Short Interim Report 3 clearly describing work done and results achieved is prepared and submitted.

Deliverable 4:

  1. Assist to Project Manager in coordinating the cooperation with partners as per MOUs signed (at least 3 working meetings organized).
  2. Provide advisory support (ad hoc consultations) to other national consultants hired by the Project (including the following: 1. National Consultant to support development of a tailored e-training course on SDGs for civic activists; 2. National Consultant to support development of a tailored e-training course on SDGs for business community leaders; 3. National Consultant to support development of a tailored e-training course on SDGs for civil servants)  for launching and operationalizing the e-learning courses developed within the Project (at least 3 e-learning courses launched);
  3. To support planning, organizing and conducting targeted training sessions and/or public events organized by UNDP (at least 5 events) as a speaker;
  4. Support in analyzing feedback from e-courses users and advise on improvement required.
  5. Final Report clearly describing full scope of work done and results achieved, including the recommendations for follow-up actions, prepared and submitted.

PAYMENT SCHEDULE

UNDP will pay the negotiated amount in four tranches according to the following payment schedule:

  • the first payment (20% of the contract amount) upon successful completion of the Deliverable 1 and approval of the Interim Report #1;
  • the second payment (30% of the contract amount) upon successful completion of the Deliverable 2 and approval of the Interim Report #2;
  • the third payment (30% of the contract amount) upon successful completion of the Deliverable 3 and approval of the Interim Report #3;
  • the fourth payment (20% of the contract amount) upon successful completion of the Deliverable 4 and approval of the Final Report and indicated tasks.

The payments will be processed upon the full completion and acceptance of contractual obligations whereupon the National Consultant signs the certification of acceptance.

monitoring/REPORTING requirements

The National Consultant will work under general leadership of UNDP Oblast SDG Portfolio Manager and direct supervision of the Project Manager (the Supervisor). He/she will receive necessary guidance, clarification, information/materials that may be needed for this task. He/she will duly inform the Supervisor of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.

The National Consultant will report to the Supervisor on the progress of the work performance according to the developed time schedule.  The Final Report will be in English and to be accepted by the Supervisor at the end of the assignment.

Required Skills and Experience

EXPERIENCE AND QUALIFICATIONS REQUIREMENTS

Education

  • Advanced University degree (at least Master’s/Specialist degree) in the fields relevant for the given assignment, - Social Sciences, Public Administration, Economics, Democratic Governance, Law or related fields;

Experience

  • At least 3 years of relevant practical/professional experience in communications, digital education and/or consultancy on issues related with sustainable development, circular economy or related topics;
  • At least 1 year of relevant experience of work in areas related with global sustainable development agenda lead by UN (including but not limited to MDGs and SDGs);
  • At least 1 example of relevant training programme and e-learning course (to prove experience in the area of remote education, such as development of e-learning courses; partnership with e-learning platforms).

Languages

  • For this assignment fluent Ukrainian language is essential. Fluent English will be a strong asset.

Interpersonal and communication skills:

  • Good interpersonal skills and communication skills;
  • Ability to work in a team, develop synergies and establish effective working relations;    
  • Strong written communication skills to produce external communication materials.

Evaluation Criteria

  • Advanced University degree – 10 points max (10 – PhD, 7 – Master’s/Specialist degree);
  • At least 3 years of relevant practical/professional experience in communications, digital education and/or consultancy on issues related with sustainable development, circular economy or related topics – 20 points max (20 points for 5 and more years; 17 points for 4 years of experience, 15 points for 3 years);
  • At least 1 year of relevant experience of work in areas related with global sustainable development agenda lead by UN (including but not limited to MDGs and SDGs) - 20 points max (20 points for 3 and  more years; 17 points for 2 years of experience, 15 points for 1 year);
  • At least 1 example of relevant training programme and/or e-learning course (to prove experience in the area of remote education, such as development of e-learning courses; partnership with e-learning platforms)- 15 points max (15 points for 3 and more relevant examples; 11 points for 2 relevant examples, 8 points for 1 relevant example);
  • Language Skills – 5 points max (5 points –fluent Ukrainian and English, 4 points -fluent Ukrainian).                                                                                                                                                                                

Maximum available technical score – 70 points.

Evaluation method:

 Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

  1. responsive/compliant/acceptable, and
  2. having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.

 Lump sum contract

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.

Travel costs

Local travels (if required) will be arranged by the project.
