PURPOSE OF THE POSITION
The European Health Information Gateway of the WHO Regional Office for Europe was developed by the Division of Information, Evidence, Research & Innovation (DIR). The technical unit Health Informatics & Information Systems (HIS) is curating and managing the Gateway. The system seeks to combine key health information and evidence in a “one-stop-shop” approach for access by policy-makers, researchers and the broader public health community.
DIR/HIS manages the system with three concurrent work streams\: (1) information and content management, (2) Gateway development, and (3) standardized Data Warehouse (DW) development. The Gateway is a bi-lingual information system in English and Russian.

The consultant data manager in DIR/HIS will work with existing data in the Gateway/ data warehouse, and with new data foreseen to be added into the Gateway/ data warehouse, and with this experience also provide input into new functionality for the Gateway/ data warehouse.

In this function, the consultant will work in stream 1, information and content management, as follows\:
• Transforming new data (SQL database) into input files (.CSV) for the data warehouse including quality control.
• Curating existing visualisations as new functionality becomes available.
• Curating documentation for data managers on how to use the DW and the Gateway and related procedures.

DESCRIPTION OF DUTIES
1) Import new datasets into Data Warehouse\: update the relevant indicators in the integrated Data Warehouse for the European Health Information Gateway and the Health Statistics mobile app, and quality assure the updates in the client applications.
• Prepare update of data and metadata, based on the packaged HFA dataset (SQL database, scripting in R and T-SQL).
• Transform the dataset into Data Warehouse format and perform import, in collaboration with the team managing the system (DIR/HIS)

Quality check the import and update; confirm acceptability of the deployment package using the test environments of the DW and Gateway before it is published. This includes collection and compilation of metadata, preparation of documents for translation into Russian, specification of data dimensions, quality assurance of input datasets, transformation into the appropriate DW input format, and implementation in the DW development and production environments.

Deliverable 1\: Datasets imported from the SQL master database into DW, updated and package available in the Gateway. A quality assurance report documents validation results.

2) Update the visualisations of the new datasets that are being submitted to the Gateway in collaboration with DIR/HIS.
This includes the preparation of definitions of how to visualise and explore the data from data sources from a country point of view, the refinement of definitions about advanced visualisation in discussion with DIR/HIS, and quality assurance of the configuration of new visualisations in the Gateway and test the implementation.

Deliverable 2\: Visualizations are functional in the Gateway and quality assurance report documents and validates results.

3) Update or create documentation of data management procedures.
Update existing documentation data management procedures and document new procedures developed by the work of this assignment. This includes comment lines in scripts (R, SQL, …) and computer code.

Deliverable 3\: Documentation on data management procedures and sufficient commenting in computer scripts and code.

REQUIRED QUALIFICATIONS
Education
Essential\: First university degree in Statistics, Medical Informatics or related data-management field.

Experience
Essential\: At least 2 years working experience with population, demography, health or other large datasets.

Use of language skills
Essential\: Excellent knowledge of English and working knowledge of Russian

SKILLS
Essential\:
- Proficient in MS SQL database design, T-SQL programming, writing SQL queries, and working with databases.
- Proficient in use and programming of statistical software packages such as R or STATA.
- Familiarity with ETL and Data Warehousing concepts.
- Knowledge of statistics, regression, or other predictive methodologies.

Desirable\:
- Experience with large datasets.
- Excellent oral and written communication skills
- Aptitude for troubleshooting and detail-oriented work
- Demonstrated ability to perform comfortably in a fast-paced work environment

REMUNERATION
Remuneration will be between US$ 3,955 and US$ 6,980 per month, depending on the knowledge, qualifications and years of experience of the consultant.
