OBJECTIVES OF THE PROGRAMME

All Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human right.All of WHO actions are based on this and rooted in the underlying value of equity as described in the General Programme of Work. The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable. The GPW calls for heightened accountability, prioritising impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations.

WHO's mandate revolves around six core functions\: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.The European Region (EURO) of WHO is made up of 53 countries, with over 880 million people. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate and, more specifically, how these bear upon the way the health system stewardship function of health ministries is carried out.

The Division of Administration and Finance (DAF) is responsible for providing overall support to the WHO European region, to provide effective, efficient and flexible managerial and administrative services to all programmes, offices and activities; enable the implementation of high-quality, results-base management framework, ensure coherences, consistency and harmony in development, implementation, monitoring and reporting on strategic and operational plans; ensure that regulations are observed and are compliant with internal and external audit requirements; ensure that a culture of transparency and accountability underpins managerial processes; and provide reliable analysis and recommendations to the senior management for strategic and operational resource management.

The division is composed of six units\:

(i) Programme and resource management;

(ii) Human resource services;

(iii) Information and communications technology;

(iv) Legal;

(v) Administrative services and conferences; and

(vi) Financial control and procurement.

In addition, the Office of the Ombudsperson and the EURO Staff Association secretariat are part of the DAF budget centre. The Information and Communications Technology (ICT) Unit`s main objective is to enable the WHO European Regional Office to deliver quality outcomes by offering and managing innovative and cost-effective technology solutions and services throughout the European Region and in the UN City Copenhagen. Furthermore, the Information Technology and Communications unit provides oversight and support to all offices and programmes in the region on ICT matters and ensures that all staff in the European Region have timely and reliable access to information systems for the effective implementation of WHO's work with Member States.

DESCRIPTION OF DUTIES

To contribute to the analysis, design, development and implementation of business solutions, using best practices and standard project management methodology, and to provide end-user support and training in the area of information systems and applications. Under the direct supervision of the Information Technology Officer the incumbent will perform the following duties\:

1. Analyse, design, develop, test and maintain new and existing applications and services to meet specific requirements gathered from business owners region-wide.

2. Participate as a team member in global system implementation initiatives. This includes providing software installations, customizations, and the development of interfaces to link and integrate existing data repositories to the greatest extent possible.

3. Apply WHO standard project management methodology and ensure compliance with WHO standard development platforms and best practices on application development and operations;

4. Maintain a good understanding of Solutions Development technology trends, assist in testing and evaluation of software systems developed by HQ and other regions and other commercial off-the shelf software solutions to finding the best technological solution for implementation within the region.

5. Provide user support, guidance and training to all units within the Regional Office and Country Offices to improve users' computer skills and assist technical support providers in identifying sources of problems and in developing solutions.

6. Prepare relevant systems documentation, including but not limited to, database design models, change management documentation, etc.

7. Ensure that necessary reports about the system development / maintenance process activities and the process itself are generated, communicated and that data contained in the reports is used to improve overall process efficiency and quality.

8. Report the progress status on all duties performed on regular basis to the Information Technology Officer to enable consolidated reporting to Regional ICT Manager on overall progress.

9. Serve as a backup for other team members in the Applications team in their absence.

10. Carry out any other duties relevant to the job, as required by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential\: Completion of secondary school or equivalent with specialized training (or relevant work experience) in software programming.
Desirable\: University degree in Computer Science, Software Engineering or relevant fields. Certification in project management and ITIL.

Experience

Essential\: At least 6 years of experience on analysis, design and development of various information systems and applications; or 4 years of relevant experience with a Bachelor’s degree.
Desirable\: Relevant work experience in WHO IT environment.

Skills

Essential\: Demonstrated experience in the software development life cycle, with emphasis on web application analysis, design and programming focusing on Microsoft technologies, such as .NET, SQL Server and SharePoint workflow. Proficiency with HTML5, CSS3, JavaScript, .NET MVC with Angular 5 (SPA), Web APIs and TSQL programming. Knowledge of web libraries and framework such as Entity Framework.Desirable\: Demonstrated experience with project management, OOP concept and design principles like UML, data structures, design patterns. Knowledge of best practices and standards of ICT including Information Technology Infrastructure Library (ITIL). Other IT skills and knowledge of other software programs such as Visio, MS Project, Tableau, Power BI. Experience with version control, testing and documentation tools.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at DKK 352,030 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
