OBJECTIVES OF THE PROGRAMME

The overall objective of the programme is to prevent HIV and viral hepatitis infections and to reduce the HIV and viral hepatitis-related morbidity and mortality.
The objective of the country collaborative programme is to assist the Ministry of Health and Sports (MoHS), and in particular the national AIDS and hepatitis programmes,to develop and sustain appropriate HIV and viral hepatitis prevention and care interventions, with focus on the health sector response as integral part of the country's endeavour to attain Universal Health Coverage (UHC) and health-related Sustainable Development Goals (SDGs) by 2030.

Most relevant health SDGs include; ending the HIV epidemic as public health
threat by 2030 according to the SDG Target 3.3; moving toward the elimination of the viral hepatitis by 2030 in line with the SDG target 3.3; and prevention and treatment of substance abuse in line with SDG target 3.5. The SDGs partnerships goal 17 also matters in this context.The country collaborative programme also assists with harmonisation of national and international efforts to help ensure that HIV and viral hepatitis treatment and care are scaled up, while prevention interventions are accelerated, enabling a comprehensive health sector response to HIV and viral hepatitis.

DESCRIPTION OF DUTIES

Under the direct supervision of concerned supervisor and broad guidance of the WHO Representative, and in close collaboration with other programs, the incumbent performs the support functions as follows\:

Budget support

- Provide support in the monitoring in implementation of the work plan, including timely information on budget ceiling/award budgets, monitor income and expenditure and funds available; follow up on financial/budgetary issues and ensure timely processing of committal documents; assist in the preparation of reports and proposals to donors.

- Monitor and report on outstanding advances, encumbrances and reports. Follow up with suppliers/implementing partners.

- Review budget breakdowns of activity proposals.

Programme support

- Prepare contracts for consultants, Agreement for Performance of Work (APW), Technical Services Agreement (TSA) and General External Services requests (GES), record receipt of deliverables and initiate and monitor payments as needed.

- Initiate requisitions for goods procurement and record receipt of deliverables.

- Support the organization of meetings, workshops, seminars, etc, including typing of lists of participants, preparation of travel requests, letters of invitation, files, presentations and slides, reservation of meeting rooms and hotel accommodation Prepare travel requests for official travel , make flight and hotel reservations, prepare travel files and other related matters as requested.

- Create and/or maintain filing systems and ensure updated information; obtain documents and information from in-house and external sources and perform information search as required.

- Draft correspondence on own initiative or based on instructions; finalize correspondence/reports for signature; analyze incoming correspondence and requests, researching, obtaining and attaching background information when required, or redirecting them as appropriate, drawing the attention of the supervisor or other senior staff concerned.

- Monitor, track and follow up inventory and assets of the programme.

Other duties

- Perform other related duties as required or instructed, including provision of support to other areas of work.

REQUIRED QUALIFICATIONS

Education

Essential\: Completion of secondary school education.

Desirable\: Training in finance/accounts/book-keeping or secretarial practices. University degree is an asset.

Experience

Essential\: At least three (3) years' experience in secretarial/clerical/ administrative work

Desirable\: Experience in WHO or in another UN/International organization would be an advantage. Experience in ERP accounting system is an asset

Skills

- Thorough knowledge of modern office procedures and practices. The incumbent keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, and WHO.- Ability to draft standard correspondence; - Ability to handle work in a timely and accurate manner with tact and discretion, as required.- Ability to maintain and update knowledge in the use of office technology through in-house courses, on-the-job training and/or self-training.

Other skills (eg. IT)\: Proficiency in the use of modern office software packages such as MS Office (Word, Excel, Powerpoint, Outlook, etc.) and standard office equipment.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 12,887 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
