Job Description

The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions),Nugal and Mogadishu implementing interventions in the areas of livelihood, Governance, GBV, WASH and health reaching out to more than 300,000 conflict and drought affected people.

Within that framework, the IRC was granted a 3 years fund for a joint Governance and Rights project aiming at addressing the weak capacity of the formal and informal justice actors (duty bearers) in preventing and managing conflicts in ways that are in alignment with international protection standards and community members’ (right holders) lack of knowledge of their rights and entitlements to safe access to justice, referral pathways and inability to prevent and manage conflicts in a non-violent way.

Job Overview/Summary

This is a national level, management position responsible for ensuring implementation of all aspects of IRC’s governance programs in Somalia in close collaboration with the Governance and Rights Coordinator. The position will be particularly responsible for: overseeing the development and implementation of the program’s monitoring and evaluation strategies, guidelines and tools; and ensuring timely implementation of program activities in line with approved budgets and proposals. The Governance and Rights Manager will be based in Mogadishu with some occasional travels to Nairobi.

The position holder will guide all program activities implemented by IRC’s governance program. S/he will serve as the primary point of contact to all the field based governance staff, partner organizations, government authorities at national and local levels, and other external parties. S/he must effectively manage relationships on behalf of IRC’s governance program to establish and oversee all program activities. A key component of this program is sustainability, thus the Senior Governance and Rights manager is responsible for ensuring effective capacity building and skills transfer to the IRC’s governance staff and its partners.

Major Responsibilities

Technical

  • Manage and oversee the implementation of IRC’s governance program activities in Somalia in line with existing strategies, donor proposal and requirements.
  • Provide relevant input for the development of new proposals and initiatives for the IRC’s governance program as per identified needs in each program site.
  • With key program staff and stakeholders, ensure the program’s strategic objectives and results are fully accomplished and meet expected technical quality standards.
  • Ensure strong linkages are built between IRC, partners and relevant Government authorities at national and district levels.
  • Oversee periodic technical reviews and manage changes in program direction and focus.
  • Design and oversee implementation of context-specific civic education campaigns to promote peace building, Access to Justice and human rights.
  • Track and regularly report on program deliverable and targets as per donor requirements to the Governance and Rights Coordinator.
  • In collaboration with field based program staff, provide guidance and technical oversight to partners and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated.
  • Ensure that appropriate communication channels are maintained with the Governance and Rights Coordinator.

Monitoring & Evaluation

  • Work with the Governance and Rights Coordinator to ensure proper and coherent roll out of COMET in the governance program and ensure that staff understand the data collection tools.
  • Regularly review data collected by the teams, reviews data collection methodologies and develop strategies for improving data collection.Support ongoing job training of all staff on the use of COMET, ensuring production of consistent, timely and accurate data that can feed into donor reports and inform overall IRC governance program progress.
  • Review donor reports, once drafted by the staff, and send them to the Governance and Rights Coordinator once finalized.
  • In collaboration with the staff, conduct quarterly reviews of governance program tracking issues such as spending and target beneficiaries and submit to the Governance and Rights Coordinator.
  • In collaboration with the Governance and Rights Coordinator set realistic and measurable targets and develop M&E plans for each project as per the proposal to ensure program quality and impact.
  • Coordinate and conduct capacity building for field based program staff, as well as partner organizations’ staff where appropriate, on monitoring, supervision and evaluation to build the knowledge and implementation of M&E activities, and program implementation throughout the project. Relevant training may include basic concepts, qualitative and quantitative methods of data collection, analysis and use of M&E data, implementation of conflict mitigation and access to justice interventions, among others.
  • Conduct training needs assessments for the staff and recommend further capacity building areas per identified needs.
  • Coordinate  training with the selected training consultants at field level, sitting in during training and ensuring that the final training reports are in accordance with the agreements/what was done.

Finance and Grants Management

  • Monitor monthly expenditure and track governance program budgets to ensure that spending on the program is in line with the approved budgets. Discuss findings with the field staff so as to build their capacity on implementation, and highlight areas for further improvement.
  • Ensure that all governance grants are implemented in a timely manner in accordance with the internal IRC and donor regulations.
  • Ensure budget spending according to approved budgets; review Budget Versus Actuals (BVA) expenditure reports with the staff on a monthly basis, recommend actions to correct identified problems to the Governance and Right Coordinator and Field Coordinator.

Human Resources:

  • Technically lead, manage and supervise IRC’s field based governance team to meet program objectives.
  • In coordination with the Governance and Right Coordinator, Field Coordinator and HR/Admin, determine governance program staffing needs for field level activities, and make recommendation on the same to the Governance and Right Coordinator for proper planning.
  • Conduct periodic reviews of staff performance in keeping with IRC performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.
  • Develop terms of reference for all program consultants and ensure that they are fulfilling their tasks.

Coordination Meetings

  • Represent IRC in high level inter-agency coordination and technical working group meetings in Somalia to glean information for better management of the program.
  • Represent the IRC Somalia in donor meetings as required.
  • Keep the IRC Senior Management Team up-to-date on all governance related developments in the field.
  • Lead and facilitate donor visits and other missions to IRC facilities in Somalia, as required.

Qualifications

  • University Degree in either International Relations, Law, Social Sciences, Development studies or any related field.
  • At least three years of prior professional experience in governance, Protection and Rule of Law,  Civil Society Strengthening and peace building with an NGO and/or international organization managing program activities.
  • Three years of experience working in emergency/conflict settings.
  • Strong governance, Protection, CSO strengthening and peace building background and knowledge of refugee and IDP context is desirable.
  • Familiarity with program design, including log frames, budgeting and grants/report writing preferred.
  • Experience of working in an insecure environment, and willingness to make regular field visits to the program’s area of coverage within the constraints of IRC’s security policies.
  • Good knowledge of governance, CSO Strengthening, Rule of Law, human rights, Peace building and humanitarian protection standards and principles, especially those related to access to justice and the protection of individuals with special rights (IDPs, minorities, children, women, person with disabilities etc).
  • Very familiar with legal concepts, law including customary law and practices of the Somali formal and informal system regarding conflict resolution.
  • Experience with capacity building, including training of trainers, adult learning approaches and remote capacity building
  • Experience managing NGOs programs is desired.
  • High standards written and spoken English and ability to speak and write Somali language.
  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
