Job Description

Scope/job purpose:

Under the direct supervision of the Environmental Health Senior Manager, the EH Manager Position is a senior level management position (Based in Sana’a) Reporting to the Environmental Health Coordinator and EH senior Manager, the Environmental Health (EH) Manager will take an active role in Environmental Health (EH) program s/he will work in close with EH Coordinator and EH Senior Manager in providing strong oversight, technical and managerial support to ensure quality, effectiveness and efficiency in need and resource assessment/analysis, design, implementation, monitoring and evaluation of IRC’s WASH projects in Amanit Al Asemah, Sana’a, and Hodiedah Governorates.

Detailed responsibilities and tasks:

WASH project design, implementation and monitoring:

  • In collaboration with other members of the WASH team manage assessments and baseline studies in order to identify WASH-related health risks and priorities.
  • Lead technical assessment, and prepare detailed designs, bill of quantities and specification of water supply and sanitation facilities to ensure required technical standard are met.
  • Work together with other WASH team members to ensure that the various aspects of the WASH response are integrated, and that they form part of a coherent public health response.
  • Take account of gender, protection, HIV, the environment, and other important cross-cutting concerns in programme design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities.
  • Undertake regular and frequent supportive field visits, monitor the physical and financial implementation progress against the plan and propose corrective measures as required to ensure planned water supply and sanitation activities are implemented in line with relevant standards, codes of conduct, and humanitarian principles.
  • Ensure that appropriate community institutions/groups are in place and community capacity is built up to take over and sustainable manage water supply and sanitation facilities.
  • Ensure accountability to donors and beneficiaries and share necessary information to support program quality
  • Work with the EH coordinator to ensure proper documentation of EH activities and lessons learned.
  • Provide monthly and reliable reports on hygiene promotion activities to the EH coordinator.
  • Performs other task as requested by the EH coordinator.

Staff and other resource management 

  • Involve in recruit, train, and manage EH officers and technicians. 
  • Work with the EH coordinator in plan and manage the water and sanitation budget.
  • Ensure the proper field level management of day-to-day logistics, administration, and personnel activities (including any local, contracted personnel/daily labour) in accordance with national law and organizational guidelines.
  • Ensure that subordinate staff endorses the IRC code of conduct and act accordingly.

Coordination/Integration:

  • Coordinate WASH intervention with Sub-National Cluster Coordinator and partners.
  • Closely work with Health unit to ensure that the mobile clinics have regular access to safe water and sanitation facilities.
  • Closely follow up and work closely with supply chain unit in timely procurement, selection and inspection of EH goods and services.
  • Liaise with HR in staff recruitment; and Participate in hiring of appropriate EH staff on timely manner.
  • Liaise with Finance Unit in budget preparation and utilization.

Qualifications

  • Minimum of 5 years of experience management role in WASH program.
  • B.SC of civil engineering, hydrology, or public health engineering degree, master degree is an advantage. Managing WASH for 7 years without the said degree might considered.
  • Proposal writing skills
  • Non-Governmental Organization (NGO) experience preferred, proven abilities in managing medium and large scale WASH program is a must.
  • Fluency in English and Arabic.
