The Government of the Republic of Serbia and European Investment Bank (EIB) signed three financial agreements worth 200 million Euros for the Project “Modernization, Development, Expansion and Extension of clinical centres in the cities of Belgrade, Novi Sad, Nis and Kragujevac” (Four Clinical Centres in Serbia Project). The Project started in 2007 but due to the size and complexity, as well as limited resources and capacities of the Project Implementation Unit (PIU), established within the Ministry of Health at the start of the Project, the implementation is well behind planned timelines.

In order to support Project’s ‘back on track’ and to effectively use above mentioned loans from EIB, the Government of Republic of Serbia has requested UNOPS to provide technical assistance support in project management and infrastructure project management to assist in the planning and implementation of the Four Clinical Centres in Serbia Project, financed by the Government of Republic of Serbia and European Investment Bank (EIB).

The technical assistance includes the capacity building of the Ministry of Health and its Project Implementation Unit (PIU) to implement donor and international financial institutions funded projects based on project management principles in the future.

Functional Responsibilities

Under the guidance and direct supervision of the Project Manager, the Procurement Analyst ensures the provision of efficient technical assistance to PIU in procurement and contract administration for the Project. He/she promotes a client-focused, quality and results-oriented approach and aligns the Project procurement processes with EIB and PRAG procurement guidelines while providing support to the relevant procurement personnel in the PIU. In the discharge of her/his duties, the Procurement Associate works with minimal supervision in order to ensure best support to PIU.

In particular, the Procurement Analyst will perform following tasks:

Supporting PIU to achieve full compliance of procurement activities in accordance with EIB and PRAG rules, regulations, policies and strategies which include:

  • Incorporation of necessary steps to embed sustainability in the procurement process
  • Completeness of tender submissions to the EIB
  • Completeness of documentation for preparation/processing of Contracts or their Amendments
  • Availability of all supporting documents for audit and review purposes

Administratively and technically supports the PIU and the Project’s management in the process of Project’s procurement which includes:

  • Collaboration with project personnel and PIU in the preparation of their procurement plan, awarding, administering and monitoring of all matters related to procurement for Belgrade, Novi Sad and Kragujevac Clinical Centres
  • Provision of proposals to EIB on procurement models and deadlines for providing goods, works and services, according to EIB and PRAG guidelines
  • Provision of requested research/data on market supply by conducting routine market research to determine sources of supplies
  • Preparation and issuance of tender documents for the Project, ensuring their conformity with EIB and PRAG guidelines or seeking clearance from EIB in case of required adjustments
  • Review and evaluation of bids or proposals received
  • Organizing of Tender Evaluation Committee meetings
  • Maintenance of records of Tender Evaluation Committee activities
  • Establish and maintain procurement information databases, procurement files and records  
  • Preparation of proper and complete specification for equipment and materials and Statement of Works for the preparation of Tender Documents according to EIB and PRAG guidelines, ensuring clearance/approval by EIB
  • Preparation of monthly reports on procurement matters and monitoring of progress during the entire procurement cycle
  • Ensuring that all supporting procurement related documents are available for audit and review purposes

Knowledge building and knowledge sharing

  • Organizes, facilitates and/or delivers training and learning initiatives for PIU personnel on EIB and PRAG procurement procedures
  • Collects feedback, ideas, and internal knowledge about processes and best practices and utilize productively

Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Education/Experience/Language requirements

Education

  • Bachelor’s Degree preferably in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics or related field is required
  • Master’s degree in relevant discipline would be an asset
  • Relevant certification in procurement and supply chain management (CIPS or similar) is a distinct advantage

Work Experience

  • A minimum of two years of relevant experience in Procurement or Supply Chain Management in national and/or international public or corporate organizations according to PRAG and EIB or World Bank procedures is required.

Language Requirements

  • Fluency in Serbian and English is required

Driving licence

  • Driving license and ability to travel independently is required

Background information – UNOPS Serbia
