Organizational Setting
FAO’s Office of Support to Decentralization (OSD) provides programmatic and operational guidance and support to the Organization’s network of Decentralized Offices, serving as their advocate at headquarters. OSD assists in the development of policies, standards and procedures to facilitate FAO’s effective performance at country, subregional and regional levels. Through its liaison role, it ensures coordination and knowledge and information exchange between Decentralized Offices and headquarters, and among Decentralized offices within and across regions.
Purpose of Call for Expression of Interest
The purpose of this Call is to identify suitably qualified and experienced consultants and/or PSA subscribers to populate a roster for the following profiles\:
  • Programme Specialist (Reporting and Information research and analysis)
  • Programme Specialist (Reporting and Capacity building)
  • Programme Specialist (Reporting and Knowledge management)
Candidates may be involved in more than one orientation and may be invited to undertake short-term assignments ranging in duration from a few days or weeks to a maximum of 11 months.
Reporting Lines
The Consultants/PSAs selected will report mainly to the OSD Communication Officer but may be required to report to other OSD Programme Officers for specific tasks during the assignment.
Technical Focus
Relating to FAO’s decentralized office network and OSD’s support and oversight functions, depending on the specific Consultant/PSA profile, the technical focus includes but is not limited to\:
  • collection, monitoring, analysis, re-versioning and dissemination of information, briefing material and capacity-building resources concerning FAO policies and programmes and administrative procedures;
  • planning, conceptualization and implementation of mechanisms for the exchange of knowledge and good practices;
  • creation, coordination and dissemination of reporting, briefing and other information products, including use of online platforms and appropriate tools and software as necessary.
Tasks and responsibilities
Following are the generic functions for which candidates are sought. Specific tasks and responsibilities will be defined in Terms of Reference prepared for different assignments, according to\: i) the profile orientation required; and ii) the selected candidates’ experience, qualifications and expertise.

Programme Specialist

  • Contribute to and coordinate the planning, design/development and implementation of reporting, knowledge and information management processes and products, both to support and raise the visibility of FAO’s work at the decentralized level while assuring alignment with corporate priorities;
  • Devise, develop and coordinate the production and publication of specific reports, briefs, guidelines and other information products, produced in multiple FAO languages (various media) for different audiences, liaising with the relevant headquarters and decentralized units as necessary;
  • Contribute to and coordinate ongoing design and development of the OSD Intranet site, including the FAOR Community and related interactive forum, researching, soliciting and producing content for timely posting and publication (various media) and liaising with the relevant headquarters and decentralized units as necessary;
  • Propose and contribute to the design, development and management of mechanisms to facilitate the exchange of strategic, policy and technical information as well as good practices, both between and across decentralized offices and headquarters;
  • Contribute to the development and delivery of targeted training and capacity building resources, courses, workshops and other events, including teleconferences, webinars and e-discussions;
  • Set up and maintain monitoring databases and other tools as required;
  • Provide comprehensive support and coordination for the ongoing development and implementation of the OSD-managed Briefs OnLine system and other Country Office Information Network modules (in compliance with COIN Steering Group guidance), recommending improvements in functionalities and workflow and liaising closely with headquarters units (including the Information Technology Division [CIO]) and decentralized offices;
  • Support overall monitoring, updating and production of Briefs and other products in response to senior management requirements, reviewing and editing information to ensure the required quality, relevance and accuracy under tight deadlines;
  • Propose, research and contribute to the development and implementation of new content management and workflow solutions, ensuring that OSD products are in line with Organizational requirements and support key user needs;
  • Plan, design and conduct cross-Organizational presentations, virtual and face-to-face knowledge-sharing and training sessions; develop guidelines (various media) and provide support to all headquarters and decentralized offices user groups;
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
Depending on the Profile and orientation\:
  • For consultants, an advanced university degree or university degree in a in a discipline relevant to the duties listed or otherwise related to FAO’s Programme of Work, including technical fields discipline, which may include technical fields related to FAO’s Programme of Work.For PSAs, a relevant tertiary qualification.
  • Three years (Category C consultant/PSA) or five years (Category B consultant/PSA) of experience relevant to the Profile and orientation(s) sought or in areas related to FAO’s technical work.
  • For consultants, excellent working knowledge of English and limited knowledge of French or Spanish. Knowledge of Arabic, Chinese or Russian will be considered an asset. For PSAs, excellent working knowledge of English

Selection Criteria
Dependent on the orientation(s)\:
  • Relevant experience in supporting planning and implementation/production of reporting, knowledge and information management processes and products;
  • Familiarity with agricultural and food security issues and development/humanitarian contexts, as well as an understanding of FAO’s policies and programmes will be considered an asset;
  • Experience in collecting, analysing and re-presenting complex concepts and in treating sensitive topics for high-level audiences, while maintaining accuracy and adhering to strict and multiple deadlines;
  • Excellent drafting and editorial skills in English. Excellent drafting and editorial skills in French or Spanish will be considered an asset;
  • Experience in promoting good practices and knowledge exchange, and in developing training and capacity-building resources and events;
  • Experience in working with databases, information and content management applications and other tools, and in supporting their development, testing and implementation, including provision of user training and support;
  • Experience in the design, development and coordination of reporting and other information products in different languages, including use of web-based and other appropriate tools.
