Organizational Setting


The FAO country office is headed by an FAO Representative, and its main aim is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition. In Guyana, the office plays a major role in providing technical and other assistance towards the development of the agricultural sector. Under the Green Climate Fund Readiness and preparatory support project the foundation is being set for strategic climate change interventions in the Agricultural Sector.


Reporting Lines

The Gender Specialist will report to Dr. Gillian Smith, FAO Representative. The Consultant will work under the technical supervision of the Lead Technical Officer (LTO) in the FAO Regional Office for Latin America and the Caribbean, supported by the Climate Change and Risk Management Officer in the Barbados Sub-regional Office, in close collaboration with and under the direct supervision of the FAO Country Representative and the National Designated Authority for the Green Climate Fund, Ministry of Presidency, Guyana.

Technical Focus

Conduct of gender assessment, promotion of gender-responsive implementation through the development of model action oriented gender plan.

Tasks and responsibilities

1. Support the Project coordinator and Readiness country coordination officer in ensuring gender considerations are observed throughout all stages of the project especially stakeholder engagement
2. Design a work plan for the project to ensure gender considerations and inclusion
3. Conduct a gender assessment for the effective integration of gender criteria and indicators in the process of development of agriculture sector climate change proposals
4. Develop a model action-oriented gender plan for a representative agricultural project aimed at promoting gender-responsive implementation and impacts
5. Provide support where necessary for the successful execution of stakeholder engagement and information gathering sessions
6. Ensure that relevant reports on expenditures, forecasts, progress against work plans, closure, are prepared and submitted in accordance with FAO and GCF defined procedures and reporting formats, schedules and communications channels, as required;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced University degree in social sciences, gender studies or a related area.
• Minimum 5 years of relevant professional experience.
• Working knowledge of English. Knowledge of the other UN official working language is an asset.

• Demonstrated ability to work with national and international organizations, Government authorities, academia, farmers and civil society organizations.
• Experience working with indigenous groups.
• Ability to synthesize program performance data and produce analytical reports in order to inform management and strategic decision-making.
• Strong analytical skills
• Demonstrated ability to work with national and international organizations, Government authorities, academia, farmers and civil society organizations.
• Good command of MS Office tools and use of on-line information systems.
• Previous experience in the Caribbean or SIDS
