The Government of the Republic of Serbia and European Investment Bank (EIB) signed three financial agreements worth 200 million Euros for the Project “Modernization, Development, Expansion and Extension of clinical centres in the cities of Belgrade, Novi Sad, Nis and Kragujevac” (Four Clinical Centres in Serbia Project). The Project started in 2007 but due to the size and complexity, as well as limited resources and capacities of the Project Implementation Unit (PIU), established within the Ministry of Health at the start of the Project, the implementation is well behind planned timelines.

In order to support Project’s ‘back on track’ and to effectively use above mentioned loans from EIB, the Government of Republic of Serbia has requested UNOPS to provide technical assistance support in project management and infrastructure project management to assist in the planning and implementation of the Four Clinical Centres in Serbia Project, financed by the Government of Republic of Serbia and European Investment Bank (EIB).

The technical assistance includes the capacity building of the Ministry of Health and it’s Project Implementation Unit (PIU) to implement donor and international financial institutions funded projects based on project management principles in the future.

Functional Responsibilities

Under the direct supervision of the Project Manager, the Media and Communications Associate will be responsible for the implementation of the communications activities. He or she will strongly contribute to the design, implementation, monitoring and evaluation of the Project’s communications and visibility activities, thus providing support in ensuring a wider understanding of Project’s challenges and promoting Project results.

The Media and Communications Associate will undertake the following activities/responsibilities:

  • Provide support in development and implementation of the Project Communication Strategy
  • Contribute to the development and implementation of the Internal and External Communications Plan
  • Provide support in ensuring continuing visibility and publicity of the Project’s promoter (the Ministry of Health) and the EIB
  • Contribute to the development of briefing reports for the Project key stakeholders
  • Draft Project Progress Reports for the Project Management Board (regular Quarterly Reports and ad hoc progress reports)
  • Draft official letters, speeches, press releases, press invitations, website and newsletter stories and content for social networks
  • Establish and maintain communication with the media representatives and other stakeholders
  • Establish and regularly maintain the Project contacts data base
  • Establish and maintain the Project’s calendar of events
  • Lead in establishment and maintenance of the Project e-filing system, photos and media coverage archive
  • Provide qualitative and quantitative analysis of media coverage for the Project reports and on as needed basis as requested by the Project Manager
  • Organise Project events, donors/VIP visits, press conferences and other media opportunities  
  • Assist in the development of technical specifications and terms of references for purchase of services and goods needed for the conduct of Communications activities
  • Work with the designers on development of Project website and visibility/promotional materials
  • Translate short texts from English to Serbian and vice versa when needed
  • Contribute to identification and sharing of the Project’s lessons learned and best practices
  • Take active part in the work of UNOPS Serbia Operations Centre communications team (attend communications meetings, provide project updates or inputs for UNOPS Serbia Operations Centre products and documents, provide briefing inputs for the Head of Office, etc. when requested)
  • Ensure, with the guidance and support of the Communications and Partnership Specialist, the Project communications products and activities are in line with UNOPS corporate framework and standards

Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Education/Experience/Language requirements

Education

  • High school diploma is required. A Bachelor’s or Master’s degree in communications, public relations, journalism, philology or a related social science will be considered a strong asset

Work Experience

  • Minimum six years of progressive experience in communications, public relations, media or journalism are required in combination with a high school diploma. A BA or a MA degree may be substitute for some or all the required years of experience respectively

Language Requirements

  • Serbian as native language, fluency in English is required

Driving license

  • Driving license and ability to travel independently is required

Background information – UNOPS Serbia

In Serbia, UNOPS has been active since 2000, became the Project Centre (RSPC) in 2012, and was reclassified, due a growing portfolio, to Operations Centre (RSOC) at the beginning of 2017. Since 2017, RSOC operations have expanded to North Macedonia, Georgia and Montenegro.
