The Government of the Republic of Serbia and European Investment Bank (EIB) signed three financial agreements worth 200 million Euros for the Project “Modernization, Development, Expansion and Extension of clinical centres in the cities of Belgrade, Novi Sad, Nis and Kragujevac” (Four Clinical Centres in Serbia Project). The Project started in 2007 but due to the size and complexity, as well as limited resources and capacities of the Project Implementation Unit (PIU), established within the Ministry of Health at the start of the Project, the implementation is well behind planned timelines.

In order to support Project’s ‘back on track’ and to effectively use above mentioned loans from EIB, the Government of Republic of Serbia has requested UNOPS to provide technical assistance support in project management and infrastructure project management to assist in the planning and implementation of the Four Clinical Centres in Serbia Project, financed by the Government of Republic of Serbia and European Investment Bank (EIB).

The technical assistance includes the capacity building of the Ministry of Health and it’s Project Implementation Unit (PIU) to implement donor and international financial institutions funded projects based on project management principles in the future.

Functional Responsibilities

UNOPS Serbia Operations Centre is planning to fill two positions based on this Vacancy Announcement in the following cities: Belgrade and Novi Sad.

Under the guidance of the Project Operations Manager and the supervision of the Site Engineer, the Administration Senior Assistant is responsible for the following:

  • Assist with daily administration tasks and document filing
  • Draft and organize minutes of meetings when and as required
  • Assist Site Engineer and PIU personnel to prepare contracts, agreements and agreements amendments in full compliance of Project’s procurement/contracting activities related to reconstruction of clinical centre
  • Assist in monitoring contract delivery for Clinical Centre Site
  • Assist PIU personnel in maintaining the contract files containing all agreements, contracts, amendments, proposals, milestone reports, correspondence, inventories and other documents relating to the contracts for Clinical Centre Site
  • Assist PIU personnel in verifying contractors insurance documents
  • Assist Site Engineer and PIU personnel in the process of contract management  for Clinical Centre Site, including, but not limited to the processes of verification of services delivered against contractual requirements, verification of insurance and goods procured, evaluation of subcontractor’s personnel qualification and certification of reports and payments
  • Assist to administer technical/financial reports (and in certain cases, invoices) for Clinical Centre Site
  • Track all reporting/invoicing/payment status for each contract for Clinical Centre Site

Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Education/Experience/Language requirements

Education

  • Secondary School with a minimum of five years of relevant experience is required; OR
  • First-level University Degree (Bachelor's Degree or equivalent) in finance, economics, business administration with a minimum of one year of relevant experience; OR
  • Advanced University Degree (Master’s Degree or equivalent) in finance, economics, business administration;

Work Experience

  • Minimum five years of professional experience in activities related to contracts management is required. As indicated above, the First-level or Advanced University Degree may substitute some or all of the required years of experience.
  • Experience with International Financing Institutions is desired

Language Requirements

  • Serbian as native language, fluency in English is required

This is a local position, it is therefore open to Nationals of Serbia and to individuals who have a valid residence/work permit.

Background information – UNOPS Serbia

In Serbia, UNOPS has been active since 2000, became the Project Centre (RSPC) in 2012, and was reclassified, due a growing portfolio, to Operations Centre (RSOC) at the beginning of 2017. Since 2017, RSOC operations have expanded to North Macedonia, Georgia and Montenegro.
