The Government of the Republic of Serbia and European Investment Bank (EIB) signed three financial agreements worth 200 million Euros for the Project “Modernization, Development, Expansion and Extension of clinical centres in the cities of Belgrade, Novi Sad, Nis and Kragujevac” (Four Clinical Centres in Serbia Project). The Project started in 2007 but due to the size and complexity, as well as limited resources and capacities of the Project Implementation Unit (PIU), established within the Ministry of Health at the start of the Project, the implementation is well behind planned timelines.

In order to support Project’s ‘back on track’ and to effectively use above mentioned loans from EIB, the Government of Republic of Serbia has requested UNOPS to provide technical assistance support in project management and infrastructure project management to assist in the planning and implementation of the Four Clinical Centres in Serbia Project, financed by the Government of Republic of Serbia and European Investment Bank (EIB).

The technical assistance includes the capacity building of the Ministry of Health and it’s Project Implementation Unit (PIU) to implement donor and international financial institutions funded projects based on project management principles in the future.

Functional Responsibilities

Under the supervision of the Project Chief Engineer, the ICT Senior Assistant is responsible for efficient and effective ICT and document management and support to the Project ensuring high quality of work, accurate and timely delivery.

The ICT Senior Assistant promotes a collaborative, client-oriented approach consistent with the UNOPS rules and regulations and works in close collaboration with Operations and Project teams.

In particular, the ICT Senior Assistant will perform the following tasks:

  • Serve as the focal point during the selection of Document management system (DMS) modality, in close collaboration with project management and users personnel during the initial phase
  • Establish records management and archiving data and documentation system for the Project (SharePoint or similar solutions) that captures, protects and provides access to authorised personnel defined in relevant governance matrixes and/or protocols
  • Support PIU personnel in DMS administration and in performing modifications in accordance with the project needs, and instructions from management, including but not limiting to user access management, regular updates, scheduled backup, and data transfer security
  • Installation and maintenance of hardware, software and network connection in accordance with corporate instructions
  • Troubleshooting and resolving of hardware, network connection, printer and software issues
  • Oversight of automatic installations of windows patches and anti-virus updates
  • Installation of updates and drivers as requested
  • Maintenance of inventory of all computer, telecommunication equipment and software, ensuring compliance with registration and upgrades
  • Preparation of technical specifications for ICT equipment, as required
  • Perform minor interventions on wired installations and telephone system and/or advise on interventions needed from specialized services
  • Provides user support for standard office automation products in use, such as MS Office: word-processing, spreadsheets, presentations; e-mail databases; desktop and notebook computers with Windows operating systems; email and Microsoft accounts, multifunctional printers; and similar
  • Advice to management, clients and colleagues on matters within expertise.

Education/Experience/Language requirements

Education

  • Secondary School with a minimum of five years of relevant experience is required; OR
  • First-level University Degree (Bachelor's Degree or equivalent) in information sciences, computer sciences or engineering with a minimum of one year of relevant experience; OR
  • Advanced University Degree (Master’s Degree or equivalent) in information sciences, computer sciences or engineering

Work Experience

  • Minimum five years of relevant experience in working in the field of information technology and/or telecommunications and systems is required. As indicated above, the First-level or Advanced University Degree may substitute some or all of the required years of experience.
  • Experience in working in the project planning environment is an asset

Language Requirements

  • Serbian as native language, fluency in English is required

Driving license

  • Driving license and ability to travel independently is an asset

Background information – UNOPS Serbia
