Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified individual to fill-in the vacancy of Team Leader – Supply Chain – Logistics to work in Damascus under employment contract

DRC Syria

DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our six Community Centers.

About the job

Overall responsibility of all warehousing, transportation and shipping of goods and people, vehicle fleet management, IT and maintenance, and general logistics support to the programme.

Duties and Responsibilities:

Planning and operation:

  • Ensuring all the logistics processes are in line with DRC Operations Handbook
  • Effective and efficient support to programs’ needs.
  • Maintaining the assets list.
  • Weekly and monthly status reports to SCM, with establishing the related annual plans.
  • Warehouse management, including reporting and alert mechanism to program staff.
  • Assist in recruitment, training and capacity building of the logistics team
  • Coordination of programme staff to ensure logistics involvement in the whole programme cycle
  • Assessing IT Unit Processes and developing the required reports in accordance with the DRC rules and needs.
  • Track all purchase orders delivery
  • Developing SOPs required for the operational related activities
  • Ensure that all logistics specific donor rules and policies are understood and respected
  • Vehicle fleet management
  • Optimize all logistics operations to increase cost effectiveness including setting up longer term supply contracts
  • Fixed asset management
  • Ensure DRC supplier due diligence is effective in the relevant context
  • Ensure proper operation of DRC Dynamics ERP supply chain system by staff under supervision
  • Apply report and data analytics to improve supply chain operation in area of concern
  • ERP and Database super user & focal point on all related modules.
  • Transfer the knowledge and do the training for Logistics ERP and database.
Organization, administration and personnel management
  • Overall responsibility for the management of the Logistics Department and staff,
  • Oversee the observance of the DRC Code of Conduct within the Logistics Department.
  • Overall responsibility of maintain Logistics database, files, soft & hard archiving , Reporting.
Accountability
  • Responsible to ensure that all the logistics operations is conducted in accordance with the DRC Operations Handbook.
  • Provide the necessary oversight for all logistics activities
  • Accountable for people management of employees, usually working in the same area of work and for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time.

 

About you

To be successful in this role we expect you to have

Required

  • University degree
  • Minimum three years of experience in logistics, transport and distribution, warehousing, and stock management
  • Minimum three years of management experience at a mid to senior level
  • Experience in managing supply chain in an ERP system
  • Proven management skills and a competence in people management
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skills in MS Word, Excel, and PowerPoint
  • Good understanding of the procurement/logistics rules and regulations of major international donors
  • Full professional proficiency in both English and Arabic languages.
Desirable
  • Master degree
  • Three years of management experience at a mid to senior level with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.

We offer

Contract Length:  up to six months contract, renewable dependent on both funding and performance.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff.
