The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.



The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs




NRC in Iraq

Iraq has seen an unprecedented rise in displacement over the last several years, reaching a peak between 2014 and 2017. Of the more than 5.8 million Iraqis who fled their homes since 2014, two million remain displaced. Over four million Iraqis have returned to their area of origin. Many Iraqis have returned to areas that lack basic infrastructure, services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges include: lack of security, community rejection, housing, property and civil documentation issues and lack of educational opportunities.

The UN estimates that more than 6.7 million Iraqis will need assistance in 2019, of this, those in critical need include 1.75 million people which includes both in- camp and out-of-camp IDPs, returnees, and vulnerable host communities. Humanitarian agencies are asking for 701 million USD to deliver basic assistance to these Iraqis  (HRP 2019). With military operations against IS group having ended, the Iraqi government faces new challenges to ensure displaced populations return home, receive adequate services while ensuring inclusive reconstruction and reconciliation efforts that will sustain peace.

Since 2010, NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra and Anbar Governorates.

We focus on assisting the newly displaced, those in lengthy displacement in camps and those in hard-to-reach areas. In 2018, NRC scaled-up programmes across Iraq to respond to the large-scale displacements and returns, especially in Anbar governorate, around Kirkuk and in Ninewa using our water and sanitation, education, camp management, legal assistance, livelihoods, camp management, and cash activities. 

Role Specific Information


  •  Support design of market assessments, mapping and analysis;
  • Budget management: ensure budget management and submit regular spending plans; develop work plans for the field teams and follow up with progress on a daily basis; budget holding when delegated this responsibility; develop procurement plans and ensure all procurements are done in time; contribute towards the preparation of monthly activity reports, donor reports and other updates; contribute to proposal and budget development; 
  • Donor compliance: ensure donor rules and regulations are followed and all necessary documentation is in place and backed up as needed;
  • Responsible for the quality of the program: quality of data collection and distributions are according to SoPs with correct accountability measures in place;
  • M&E: with support from the Cash and Livelihoods PDM and M&E, ensure that the following activities are implemented according to the work plan: market assessments; beneficiary assessments and verification; PDM surveys; and end line surveys. Ensures reporting tools are in place for daily tracking of activities/trainings/distributions;
  • Overall coordination of beneficiary selection process; ensures there is a communication strategy with beneficiaries in place; ensures there is a functioning complaints mechanism; 
  • Support in identification and procurement of service providers (eg training, cash disbursements) while putting in place systems to ensure quality;
  • Oversee the use of different aid modalities in the emergency response. Take informed decisions over the implementation modality based on market assessments, price monitoring and international best practices.
  • Coordinate with the Logistics, Finance and Security departments to organize activities;
  • Represent NRC in external meetings as needed, primarily with MoA, MoLSA, and any governorate level coordination mechanisms on Cash and Livelihoods and/or other clusters and working groups;
  • Cooperate closely with counterparts from other NRC core competencies to identify opportunities for integration/synergy of NRC services alongside livelihoods;
  • Ensure realistic monitoring plans are prepared and followed.
