The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs



The WASH Assistant (PHE) will assist the WASH Project Officer in providing support in the development of NRC’s WASH programming particularly on the emergency Cholera response, Water supply, Sanitation Intervention and Hygiene Promotion as guided by the WASH strategies and context and will assist the Project Manager in overall planning and design of on-going projects and future projects. The WASH Assistant role is the primary community entry and community engagement role

Job description



  • Assist with the implementation of the support function portfolio according to plan of action

  • Prepare and develop status reports as required by management

  • Ensure proper filing of documents

  • Promote and share ideas for improvement of the support function

  • Help plan and carry out needs assessments, baseline studies and periodic studies, and feedback findings to the stakeholders

  • Liaise with community leaders and other sectors and agencies working locally in order to coordinate within the WASH sector and between sectors such as Shelter, Education and Food Security

  • Collect primary information for reports preparation, receive information from community and relay to NRC Office and coordinate with the M&E team

  • Play a key and fundamental role in community mobilization and convening community meetings.

  • Coordinate with the WASH cluster partner staff, NGOs/INGOs/UN agencies and Govt Line agencies to avoid any duplication of services

  • Conduct Rapid Cholera WASH Needs assessments, case investigations and sanitary survey in areas of cooperation to define transmission context

  • Conduct technical surveys for WASH infrastructure, provide preliminary information for cost estimates based on location prices and market situation

  • Closely coordinate with the RRTs WASH to ensure follow on from RRT response with WASH immediate Response

  • Implement WASH activities including chlorination at source and household level, based on the recommendations made by the RRT

  • Follow up the daily surveillance reports from the DTC and ORT corners

  • Implement surveillance activities

  • Conduct monitoring activities and communicate the evolution of the outbreak frequently through established lines of communication

  • Be informed on all DTC, CTCs and ORCs in the districts, and HFs facilities and health RRTs to ensure alerts are raised on a timely basis

  • Work in collaboration with all WASH partners in the district, supporting agencies best placed to respond in different areas, ensuring complimentary, whilst also highlighting gaps in implementation

  • Application of WASH SOPs and the integrated cholera response plan at field level – ensuring the quality, progress and monitoring of cholera response with WASH cluster partners

  • Support assessment, mapping and analysis of cholera-specific needs, priorities and responses for the WASH Cluster – for immediate course correctors and quality improvements;

  • Collect data from the community workers/volunteers and prepare regular reports on WASH and Cholera activities and monitor progress

  • Enable effective dialogue with the affected community to allow the agency to be held to account for the quality of the WASH program

  • Supervise construction and rehabilitation of water and sanitation facilities and ensure all construction is done with quality as per guiding documents




Qualifications



  • Bachelor’s Degree in civil engineering

  • Minimum 1 years of relevant experience within field of expertise

  • Technical specific knowledge from the humanitarian sector and elementary technical knowledge in Water Engineering, Public Health

  • Excellent experience to deal with engineering software programs (e.g. Autocad 2d&3d, Civil 3D and Office Pro. Excel-Word-Power Point)

  • Previous experience from working in complex and volatile contexts

  • Documented technical competences related to the position’s responsibilities

  • Documented results related to the position’s responsibilities

  • Some knowledge of English
