Position no 360403, Programme Manager, Communicable & Non-Communicable Disease Control

OBJECTIVES OF THE PROGRAMME

The overall objectives of communicable and non-communicable disease control programmes are to reduce mortality, morbidity, and stop the transmission and achieve elimination of the communicable diseases and prevention and control of non-communicable diseases.Other objectives include\:

- Ensuring effective and timely Implementation of JICA and GFATM funded programme activities aswell as efficient utilization of funds within the same framework

- Positioning health to achieve SDGs

- Reducing morbidity and mortality through increasing access to quality health care services.

DESCRIPTION OF DUTIES

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.

TB responsibilities\:

- Co-develop a comprehensive national plan of action for sustaining and scaling up TB care and control, with focus on reaching vulnerable populations, guide national counterparts in innovating and updating related policies and strategies.

- Advise on the appropriate implementation of DOTS activities with a special emphasis on Community Based DOTS and design of a comprehensive monitoring and evaluation system.

- Build capacity of health personnel in program planning, implementation, management of TB including MDR-TB, TB-HIV, TB Public Private Mix, surveillance and M&E. This Include (a) assess training needs (b) develop and finalize relevant training manuals (c) monitor and evaluate implementation of training plans.

- Coordinate related activities as required by high TB cross border transmission.

Other Communicable Diseases\:

- Adopt area specific approach according to the epidemiological trends to scale up the malaria confirm parasitological diagnosis at all health faculties in Northern, Northeastern and Western region provinces through community based malaria management (CBMM), and undertake regular field visits to the regions/provinces.

- Update the National HIV/AIDS Strategic Framework with a focus on community based interventions for/with vulnerable population {including intravenous drug users, MSM, FSWs) focus on prevention, harm reduction, treatment (ART) and care.

- Co-develop the National Leishmania Control Strategic Plan, Leishmaniasis Treatment Guidelines and update National Leprosy Elimination Strategic Plan.

Non-Communicable Disease\:

- Develop strategic approach to strengthen the health system response to NCD with a focus on integration of NCDs in PHC and management of NCD in complex emergencies.

- Provide advice to Member State in translating recommendations of the United Nations PoliticalDeclaration and the regional framework for action in the area of health care into practice, by developing action plans, related policies and procedures.

Managerial responsibilities\:

- Responsible for the overall timeliness and quality of all program deliverables, oversee the finalization of operational and financial transactions in accordance with the biennial plan for communicable diseases, assure strict compliance with WHO rules and regulations, mobile and allocate resources and efficiently deliver services/products within the country.

- Co-develop proposals for Global Fund grants and other donor projects and ensure effectiand timely implementation as well as accurate donor reporting of approved grants/projects;

- Ensure smooth implementation, management and reporting of the WHO Project supported by JICA.

REQUIRED QUALIFICATIONS

Education

Essential\: Master's Degree in public health and/or epidemiology.
Desirable\: Technical and clinical training in the field of TB and communicable diseases.

Experience

Essential\: At least 7 years' experience combined at the national and international levels in Communicable disease control.
Desirable\: Experience working with or in other multi- and bilateral development agencies active in the health sector, involvement in designing and conducting communicable disease control related programs.

Skills

In-depth knowledge and proven skills in planning, coordinating, monitoring and evaluation of communicable disease and non-communicable disease control activities.Advance skills in training and capacity building.Demonstrated ability to cooperate and negotiate with government and other stakeholders involved in TB control.Demonstrated ability to advocate innovative solutions based on field challenges.Knowledge and experience of the WHO and UN system, GFATM, GAVI and bi-lateral funding mechanisms, as well as Common Country Assessment (CCA) and United Nations DevelopmentAssistance Framework (UNDAF) will be an asset

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2857 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
