ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

In the period 2019-2023, through the Country Strategic Plan (CSP), WFP Cambodia will contribute to achieving Zero Hunger by promoting access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities. WFP will help set standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP will leverage its subnational presence and existing implementation relationships to build scalable models for replication nationally, and enable subnational counterparts’ hands-on learning in intervention planning, management and implementation.

Further, WFP will support national and subnational disaster and climate change risk management and assist national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships.

The CSP aims to contribute to five Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of 6 Activities are planned to be implemented to achieve the contributions to the five Strategic Outcomes. The five strategic outcomes are:

Strategic Outcome 1

Vulnerable communities in Cambodia have access to nutritious, safe, diverse, convenient, affordable and preferred foods by 2025

Strategic Outcome 2

Poor and vulnerable communities in Cambodia are more resilient to shocks and stresses in the food system by 2023

Strategic Outcome 3

National and subnational institutions have strengthened capacities to mitigate risks and lead coordinated preparedness and response to shocks by 2025

Strategic Outcome 4

National and subnational institutions in Cambodia have strengthened capacities to develop, coordinate and implement well-informed and effective actions towards achieving food security and nutrition by 2030

Strategic Outcome 5

Development and humanitarian partners in Cambodia have access to common supply chain services throughout the year.

Job Title: Software Developer Consultant

Contract Type: WFP Special Services Agreement (equivalent to NOB)

Organizational Context and Role: Under the overall supervision of the CSP Manager for Strategic Outcome 3, 4, and 5, this position is reporting to the Programme Policy Officers (IT Solutions and PRISM).

Duration: 6 months (possibility of further extension)

Duty Station: WFP Country Office, Phnom Penh, Cambodia

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Develop and deploy IT systems aligned with business needs ensuring compliance with WFP IT policies and procedures and overall information management strategy.
  2. Write detailed technical specifications for developed applications ensuring traceability back to source requirements
  3. Develop and maintain technical documentation for quality, accuracy and comprehensive coverage of functionality.
  4. Create test plans and perform testing for quality, accuracy and comprehensive coverage of program code.
  5. Install, configure and customize IT systems, integrate and migrate data between systems ensuring compliance with WFP’s IT standards, guidelines and procedures.
  6. Guide junior IT solutions development staff to ensure continuous development and promote high performance.
  7. Follow the entire release process providing early life support managing incoming change, maintenance and support requests in order to prepare for and enable proper use of the IT solutions.
  8. Provide support to users, analyse and resolve issues and enhance IT systems following IT policies, procedures and standards.
  9. Deliver training on existing and new IT functionalities and provide continuous user support for capacity building.
  10. Contribute to technical specifications supporting the procurement of IT products and services following WFP rules and regulations.
  11. Collate and analyse data to contribute to the preparation of accurate reports on IT activities, investments and costs, identifying ideas to increase cost-efficiencies where possible.

OTHER SPECIFIC JOB REQUIREMENTS

  • Responsible for designing, implementing, and updating long term technology strategy, with the aim ensuring sustainability and scalability of all solutions in support of government utilisation.
  • Present, demonstrate, and validate technology solutions, supporting trainings for utilization by end users.
  • Continually review, update, develop, and improve technical documentation, and manage existing databases and their interface application and Platforms for Real-time Information SysteMs (PRISM) tools, including flow, coding descriptions, and overall business processes.
  • Work closely with PRISM team on setting out detailed technical specifications for deliverables through discussion and observations.
  • Assist to develop and deploy databases and applications that link to Platforms for Real-time Information SysteMs (PRISM) tools, creating flow, diagrams, wireframes, coding descriptions, and overall business processes.
  • Update databases, interface applications and its links to PRISM tools based on documented user experience feedback from direct observations and/or instructions from WFP staff, partners, and beneficiaries.
  • Involved in planning, development, and deployment of system as well as meeting software compliance standards. 
  • Troubleshoot system problems and find solutions in a timely fashion for users including WFP and government counterparts.
  • Develop, maintain and improve WFP programme and government monitoring and decision-making digital technology solutions and tools.
  • Mentor and coach software developers to troubleshoot and maintain in-house platforms.
  • Manage the database to automatically populate information collected and received from various partners, ensuring data flows from partners, and government at national and subnational levels are optimized.
  • Develop intuitive and user-friendly features on dashboards, displaying data based on user requirements, making it possible for WFP staff to continue to manage content and displays.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
Language: Fluency in both oral and written English and Khmer languages

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has a minimum of 6 years working experience working with software and website development and deployment.
  • Experience in utilization of industry-standard approaches for Agile software development, including design phase with significant interaction with a wide range of clients.
  • Deep expertise in developing system architecture for dynamic web applications and software.
  • Highly experienced with back-end programming languages including Ruby on Rails and PHP. Knowledge of Python will be an added advantage.
  • Highly experience with Open Source Database Management System including MySQL and PostgreSQL.
  • Experience with front-end web technologies such as HTML, CSS, XML, Bootstrap, AngularJS
  • Solid understanding of data integration formats such as JSON.
  • Ability to perform peer code reviews and identify potential risks to successful deployments
  • Experience with OOP, UML, MVC, unit testing framework version control software and API technologies.
  • Experience in developing in the cloud computing such as AWS, DigitalOcean.
  • Experience in developing python-based applications and map-based visual interfaces in a plus.
