Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women has an in-country presence in Cape Verde since 2008, which was established in the context of the Delivering as One reform process, Cape Verde being one of the 8 pilot countries. UN Women has developed a strong partnership with the National Gender Machinery (ICIEG, the Cape-Verdean Institute for Gender Equality and Equity) and has contributed to leveraging ICIEG’s ability to convene and influence key sectors beyond the traditional social sectors. UN Women’s programme in Cape Verde has been focusing on Women Economic Empowerment with focus on unpaid work and Care System. The overall approach has been on increasing women’s participation in decision making, to leverage women’s ability to articulate and advocate for their demands. Capacity development to mainstream gender in public and private sector promotion policies and services, to ensure an enabling environment addressing gender specific constraints, in particular of the most vulnerable women. Also, a key strategic area has been fighting against GBV. UNW in Cabo Verde has a very strong normative and coordination mandate within the UNCT as the lead agency on GEWE. UNW policy advise and coordination role has been instrumental to achieve strong gender sensitive CCA and UNDAF (2018-2022). Building upon this results UNW will continue to lend its capacity and expertise to guarantee quality gender inputs and advice to the UNCT towards progress in the implementation of the UNDAF (2018-2022). UN Women is well positioned to have an active voice, through its participation at several levels of management and decision making of the UNCT (UNDAF results groups, thematic groups and UNCT itself), and to provide key gender contributions at different moments and levels of the country team’s work, be it in the context of planning, implementation, monitoring and/or evaluation (for instance UNW was a key player in supporting the localization of SDG’s gender commitments in the national strategic for sustainable development Plan and in its first Voluntary National Report (VNR) on SDG implementation ).  In addition, the positioning and performance of UN Women as co-leader of the gender and human rights thematic group is determinant for several accomplishments, especially in terms of advocacy and policy support. As co-leader of the Human Rights and Gender Interagency Thematic Group (with OHCHR, based in Dakar), UN Women Cabo Verde shares the National Gender Agenda among the UNCT and mobilizes UN agencies to promote gender equality in the UNDAF and all their activities in Cabo Verde. In addition, this sets a favorable environment for UN coordination to deliver on GEWE and for UN-Women to consolidate its coordination and normative mandates, in line with the QCPR 2016, contributing to efficiently accelerate the achievement of SP’s strategic goals aligned with the country’s priorities and the agenda 2030.

Duties and Responsibilities

Reporting to the UN Women Cabo Verde Programme Coordinator, the Communications Analyst is responsible for assisting in the planning and implementation of the Office communications and advocacy strategies to increase the standing and awareness of UN Women with partners, the media and the public. 

The Communications Analyst works in close collaboration with the Programme, Operations and technical teams in the Cabo Verde Un Women, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society.

Plan and design communication and outreach/advocacy strategies and plans

  • Prepare and conduct communication needs assessments for the UN Women Cabo Verde, including projects, programmes and corporate change initiatives;
  • Analyze requirements and synthesize proposals for elaboration of communication strategies; ensure gender perspective;
  • Integrate communication, advocacy and outreach strategies into proposals for project/programmes and other initiatives;
  • Monitor and analyze print and social media and draft reports;
  • Coordinate in-country UN Women/ UN system corporate and local campaigns and special events;
  • Provide advice and guidance to Un Women Cabo Verde in the region.

Coordinate and implement the development and dissemination of advocacy materials in the country/region

  • Develop and produce communication instruments and materials, including briefing materials, press releases, and drafts of articles, and manage its dissemination;
  • Identify and propose information opportunities, activities, approaches and platforms and partners;
  • Promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns;
  • Manage the translation/adaption/rewriting of information received, printing and dissemination of publications and audio-visual materials;
  • Follow guidelines from HQ and RO.

Coordinate media relations for the UN Women Cabo Verde

  • Manage relationships with press in country; maintain and update database of relevant press;
  • Respond to a variety of inquiries and information requests; prepare related correspondence;
  • Organize roundtable discussions, press conferences, and briefing sessions for press, as required;
  • Draft talking points.

Build and maintain partnerships and maintain relations with donors

  • Identify and develop new communication partnerships and alliances to enhance visibility;
  • Liaise with advocacy partners and undertake outreach to civil society organizations, governments, and other groups to ensure that newsworthy information reaches the public and donors;
  • Provide inputs to packages for programme initiatives for donor review.

Maintain the UN Women Cabo Verde web/ online presence

  • Manage the UN Women Cabo Verde’s social media accounts in line with corporate social media policy;
  • Upload information to knowledge management system on a regular basis, including news, updates, and resources.

Facilitate knowledge management, building and sharing

  • Identify and synthesize best practices and lessons learned directly linked to programme country goals and activities;
  • Provide training and workshops on communication and advocacy, as appropriate.

Required Skills and Experience

  • A Bachelor degree in combination with two additional years of qualifying experience.
  • At least 3 years work experience with 2 years of professional work experience at national or international level in public relations, communications and advocacy in GEWE in particular in the context of Cabo Verde;
  • Experience in media relations is an asset;
  • Experience in the use of social media.
