Organizational Setting

The Regional Office for Latin America and the Caribbean (RLC) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development, climate change mitigation and adaptation through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RLC also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies.

The present consultancy assignment is aimed at supporting the strategic analysis and programme implementation of FAO in Latin America and the Caribbean. The strategic support consultant will be located at the FAO Regional Office in Santiago, Chile.

Reporting Lines

The consultant reports to the Regional Strategic Programme Leader.

Technical Focus

Under the overall guidance of the Regional Programme Leader, the consultant will be in charge of providing technical inputs and policy advice that fosters the implementation of FAO´s strategic objective programs in the region. The consultant will support the Regional Office in providing strategic, technical and policy leadership in the framework of regional initiatives and priorities through the monitoring and implementation of initiatives and tasks indicated by the Regional Programme Leader.

Tasks and responsibilities
In the framework of regional priorities of FAO RLC, the incumbent will\:

• update and review regional technical inputs under the framework of the Sustainable Development Goals 2030 Agenda and FAO´s mandate
• promote the regular use of knowledge, information and early warning for evidence-based decision making and monitoring
• support the design and implementation of policies, regulatory frameworks and institutional arrangements supportive of inclusive, equitable, effective, and efficient systems
• support the setup of enabling environments, including the development of conducive and effective policies, strategies and investment plans, programmes, governance and coordination mechanisms in a cross-sectoral, integrated and participatory way
• formulate and build capacities to implement regional and international standards, agreements and voluntary guidelines and legal, policy and institutional systems and frameworks
• provide technical backstopping to field projects, prepares technical documents and presentations
• strengthen country preparedness and response at all levels
• perform any other duties as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree (Master/PhD) relevant to the above areas (public administration, political sciences, agricultural or rural development, international development, social science, economics)
• Extensive experience (3 years) at high levels of responsibility in managing for results, including experience in developing countries;
• Working knowledge (level C) of Spanish and English

• Demonstrated experience in rural development, poverty reduction, food and nutrition security and familiarity with the area of climate change.

• Well-developed communication and analytical skills\:
• Demonstrated ability to lead and work effectively with a diverse team of people of different national and cultural backgrounds in an international setting;
