OBJECTIVES OF THE PROGRAMME

The Convention Secretariat is an entity established by the World Health Assembly in response to the request of the Conference of the Parties to the WHO Framework Convention on Tobacco Control (WHO FCTC). Following the entry into force of the Protocol to Eliminate Illicit Trade in Tobacco Products on 25 September 2018, the Convention Secretariat is responsible for the management of a second international treaty. Within the context of implementing the WHO FCTC, the Secretariat, in line with Article 24 of the WHO FCTC, aims to support Parties in the compilation and communication of information required in accordance with the provisions of the Convention and transmits reports received to the Conference of the Parties. This is a key function of the Secretariat which makes possible for the Conference of the Parties to keep under regular review the implementation of the Convention, and to take the decisions necessary to promote its effective implementation, as outlined in Article 23 of the Convention.

Additionally, the Global Strategy to Accelerate Tobacco Control 2019-2025, adopted by COP8, foresees the operation of an implementation review mechanism that is based on and is closely linked to the reporting system of the Convention. The incumbent will ensure the coordination of the work of this intergovernmental mechanism.Within the context of implementing the WHO FCTC, the Convention Secretariat supports Parties in fulfilling their obligations under the Convention, provides the necessary support to the Conference of the Parties (COP) to the WHO FCTC, and translates into programme activities the decisions of the Conference. In supporting Parties to implement Article 21 of the Convention, the Secretariat manages the reporting system of the WHO FCTC. Additionally, the Secretariat also operates the reporting system of the Protocol to Eliminate Illicit Trade in Tobacco Products (in accordance with Article 32 of the Protocol), that involves the management of a series of confidential information that could only be exchanged between the Protocol Parties.

More broadly, the incumbent is expected to link FCTC reporting with processes related to monitoring the implementation of sustainable development goals, as well as to implementation of tobacco-related targets of WHO.The Secretariat's Reporting, Technical and Knowledge Management team also coordinates the work of knowledge networks, specifically the WHO FCTC Secretariat's global knowledge hubs and tobacco industry observatories. The number of FCTC knowledge hubs is expected to grow in the future, and the number of observatories will also increase, as more and more Parties decide to formalize their efforts to monitor, learn from and counteract tobacco industry interference in public health. The hubs, specifically, carry out activities that require coordination with other international actors and stakeholders and coordination with Parties.

The incumbent will coordinate the work of the Secretariat's knowledge networks and will ensure that their work effectively supports the implementation of the objectives of successive COP work plans.The Secretariat's Reporting, Technical and Knowledge Management team also leads the work related to specific technical areas in tobacco control upon mandate by the COP and MOP. This includes, but is not limited to, provision of support to working and expert groups created by the governing bodies of the two treaties on various technical areas, provision of technical support to the HoS in global technical issues related to the implementation of the two treaties, coordinating with the other teams of the Convention secretariat provision of technical support to Parties in relevant technical areas. The incumbent will also coordinate the integration of FCTC implementation with other international programmes of UN agencies and other relevant stakeholders, such as those on tuberculosis and HIV/AIDS prevention and control, also in light with SDG targets related to such diseases. The incumbent will also lead the Secretariat's participation, create the link with, and capitalize on synergies with global efforts to control non-communicable diseases and the measuring of the FCTC-related SDG target 3.a; as part of this process, the incumbent should ensure that the Convention is positioned as a cornerstone of effectively preventing and controlling a broad range of non-communicable diseases and should lead the work of the Secretariat as co-custodian, together with relevant colleagues in WHO, of the SDG indicator related to WHO FCTC. In carrying out these functions, the incumbent should closely cooperate with a broad range of stakeholders, within and outside WHO.

DESCRIPTION OF DUTIES

The Coordinator ensures overall leadership, coordination, and the provision of state-of-the-art knowledge and promotes innovation in the Secretariat's work in reporting, knowledge management and information exchange, coordination with programmes on comorbidities within and outside WHO, in line with relevant provisions of the WHO FCTC and the Protocol to Eliminate Illicit Trade in Tobacco Products and the decisions of the Conference of the Parties of the WHO FCTC and the meeting of the Parties to the Protocol.

The Coordinator specifically\:

1. Plans, organizes, leads, efficiently manages and monitors the operation of the Reporting, Technical and Knowledge Management team according to the work plan and budgets adopted by the COP for the WHO FCTC and by the MOP for the Protocol. Provides substantive support, synergy and coherence to other teams of the Secretariat on matters related to reporting, technical and knowledge management and information exchange.

2. Coordinates the Secretariat's work related to global tobacco surveillance within the frame of reporting under the WHO FCTC (Article 21 of the Convention) and that of the Protocol (Article 32) by managing the biennial reporting cycles, leading communication with the Parties of both treaties, organizing and leading relevant training programmes to ensure timely reporting by Parties. Leads the operation of, proposes amendments to and updates, as appropriate, the reporting systems of the Convention and the Protocol, as guided by the COP and MOP.

3. Coordinates the development and ensures the set-up of the reporting system of the Protocol to Eliminate Illicit Trade in Tobacco Products, plans and implements methods to exchange sensitive and confidential information under the Protocol.

4. Leads the team in production of relevant Global Progress Reports on the Implementation of the two treaties, for submission to the relevant governing bodies. Provides overall coordination, including involvement and coordination of the work of relevant experts, for the analysis of Parties' implementation reports and the production of the FCTC global progress reports.

5. Organizes and leads expert and working groups established by the Conference of the Parties and the Meeting of the Parties, as appropriate, in relation to reporting, technical and knowledge management, information exchange, monitoring and evaluation of implementation, including impact assessment as appropriate.

6. Organizes, leads and coordinates the Secretariat's work in various technical areas of tobacco control, under the two treaties, upon mandates received from the governing bodies of the two treaties. Coordinates provision of technical support in relevant technical areas to Parties in collaboration with other teams of the Convention Secretariat.

7. Leads and coordinates, manages and oversees, including technically and financially, the work of the WHO FCTC Secretariat's Knowledge Hubs and Tobacco Industry Monitoring Centres (observatories). Organizes and leads implementation assistance to Parties through the Secretariat's knowledge networks, creating an interface for collaborative action. Mobilizes other international partners, when relevant, to engage in such collaborations.

8. Represents the Convention Secretariat in international bodies related to monitoring, evaluation and information exchange, including but not limited to the Inter-agency and Expert Group on Sustainable Development Goal Indicators (IAEG-SDGs), the UN Data Forum, and other relevant bodies, such as WHO TOBREG and TOBLABNET.

9. Oversees and coordinates the Secretariat's involvement in the global processes related to the prevention and control of noncommunicable diseases, including those on the implementation of the WHO's “Global action plan for the prevention and control of NCDs 2013-2020”, and promotes integration of FCTC implementation with other horizontal programmes targeted as comorbidities, such as those on tuberculosis and HIV/AIDS.

10. Leads country missions and represents the Convention Secretariat in technical and policy related meetings related to its areas of work and as and when requested by the Head of the Convention Secretariat.

11. Coordinates the regular updating of the Parties' reports database and of networking platforms of the Secretariat, as well as that of the webpages of the knowledge networks, coordinating with the appropriate subcontractors that carry out such work. Advises on the development of the Secretariat's webpages and social media accounts.

12. Serves as Secretary to one of the committees at COP/MOP sessions, advising the committee chair on proceedings and procedures to follow, responding to questions from the floor, as appropriate and when requested, and provide guidance to the overall running of business of the committee.

13. Serves as focal point for non-governmental organizations accredited as observers to COP and coordinates their support for the implementation of the Convention at global, regional and country levels.

14. Together with the Head of the Convention Secretariat, mobilizes support from donor countries and agencies for implementation of the Convention, identifies and secures resources for reporting related work and beyond, in line with priorities identified by the COP and in accordance with the fundraising strategy developed by the COP.

15. Manage effectively all aspects of collaborative agreements, contracts, and/or memorandums of understandings.

16. Advises the Head of the Convention Secretariat on issues of strategic management, participates in and contributes to the decision-making processes of the Secretariat.

17. Carries out any other work as requested by the Head of the Convention Secretariat.

REQUIRED QUALIFICATIONS

Education

Essential\: A first level university degree in medicine or a related field. An advanced level university degree (Masters level or above) in medicine, public health, epidemiology or health policy.
Desirable\: Any level training in negotiating or fundraising skills, communication and managing human resources is desirable. Training in the data collection systems and IT solutions employed by WHO.

Experience

Essential\: At least 10 years of relevant experience in tobacco control, including at national and international levels and on data collection and monitoring. Experience in managing the surveillance system of an international organization or the reporting system of an intergovernmental treaty. Considerable experience with working with a broad range of stakeholders, including governments, civil society organizations, academia, other relevant stakeholders, and networks of such stakeholders.
Desirable\: Experience in working with the Secretariat of the WHO FCTC in previous projects. Experience with the running of governing body meetings of international treaties. Experience in assisting Parties to the Convention in implementation of the Convention, particularly developing countries and economies in transition.

Skills

- Excellent knowledge of tobacco control, the WHO FCTC, its guidelines and reporting system, the work of the Convention Secretariat, including at country level in implementation of the Convention in general and in preparation of implementation reports in particular.

- Knowledge of the Protocol to Eliminate Illicit Trade in Tobacco Products and the Parties' reporting obligations under the Protocol.

- Proven skills of working with various stakeholders at national, regional or international levels.

- Good skills in report writing, literature reviews, data analysis and project management.

- Familiarity with developing country needs, especially in terms of reporting, experience with engaging key stakeholders would be important assets.

- Willingness to learn new technical topics to support the implementation of novel areas of work in accordance to COP and MOP discussions and decisions.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 87,108 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4864 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
