OBJECTIVES OF THE PROGRAMME
The Secretariat of the WHO FCTC and the Protocol to Eliminate Illicit Trade in Tobacco Products is an entity established by the World Health Assembly in response to a request by the Conference of the Parties (COP) to the WHO FCTC that operates in line with Article 24 of the WHO FCTC, whose primary responsibility is the implementation of the biennial work plans and budgets adopted by the successive COP and MOP sessions and translation into programme activities of the decisions of the COP and MOP.
Within the context of implementing the WHO FCTC and the Protocol to Eliminate Illicit Trade in Tobacco Products, the Secretariat also aims to support Parties in fulfilling their obligations under the Convention and the Protocol, providing the necessary support to them through targeted programmes at national, regional and global levels. The office of the HoS (OHS) where the Programme Manager (Protocol) position is established provides direction to the work of the Convention Secretariat within the overall framework of the work plan and budget adopted and the decisions taken by the COP and MOP, so as to maximize Secretariat-wide contribution to the work of the Parties in strengthening their implementation of the WHO FCTC and the Protocol. It is the primary focal point for the interaction and cooperation of the Convention Secretariat with partners within and outside the Convention Secretariat.
DESCRIPTION OF DUTIES
The incumbent is expected to perform the following\:
1.Coordinate the daily work of the HoS, including the management of her/his office specifically in the topics related to the Protocol and in coordination with the Convention Programme Manager.
2.Act on behalf of the HoS in external meetings as and when requested.
3.Support the HoS in managing the Convention Secretariat, including coordinating fund-raising efforts, supporting human resources procedures and liaising with the senior staff of the Secretariat and all administrative and technical teams of the Secretariat to deliver her/his work.
4. Serve as focal point of the Secretariat for the technical and financial management of various projects, programmes and grants, following-up the efficiency and effectiveness of programmes carried out under the direct supervision of the HoS and being the primary focal point for the Convention Secretariat workplans, budgets, financial and donor's reports prepared in collaboration with Convention Secretariat team leaders.
5. Serve as focal point for specific Protocol provisions and the work of MOP subsidiary bodies when requested and where appropriate.
6. Prepare any documentation that requires the HoS attention for the review of the latter.
7. Support the work of the HoS in statutory meetings and international relations, including with the Secretariat's partners at WHO and within and outside the UN system.
8. Provide support to the preparation of the missions, presentations, briefings, held or led by the HoS.
9. Assist with the performance of other managerial tasks as needed.

REQUIRED QUALIFICATIONS
Education
Essential\: An advanced level university degree (Master's level or above) in programme management, business administration, development, or related field relevant to the assigned area of work.Desirable\: Post graduation in any of additional areas \: programme management, business administration, development, or related field relevant to the assigned area of work.
Experience
Essential\: At least seven years of experience in programme/project management aspects including developing workplans and managing budgets. Considerable experience preparing technical and financial reports. At least 5 years work experience at the international level. Experience in preparing and reviewing workplans, budgets, financial statements and any activity related to management including support to human resources management. Experience working with governments and international partners on a global scaleDesirable\: Experience in working with WHO, other UN agencies, governments, civil society organizations and other partners relevant to the implementation of the Convention and the Protocol at national, regional and global levels. Experience in WHO procurement system and processes. Experience at all levels (country, regional and global level).
Skills
Excellent programme/project management skills.
Good knowledge of the Protocol to Eliminate Illicit Trade in Tobacco Products and of the WHO FCTC and its Guidelines.
Expertise and knowledge of administration and/or development policy, familiarity with public health, ability to work with minimal technical supervision.
Good political sense and tact.
Good knowledge of the WHO FCTC and Protocol governing body and statutory bodies, its implementation challenges.
Good analytical and presentation skills.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4056 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.ADDITIONAL INFORMATION
