General Minimum Requirements    
     
   

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
     
Field of Expertise Requirements    
     
   

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
     
Level of Professional Competence Requirements    
     
   

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses on human resources management and general police management

Experience:

Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level relevant to the actual post

     
Mission Specific Requirements    
     
   

Additionally, this particular post has specific requirements:

Mandatory:

  • Graduate of a police academy equivalent to a university degree, supplemented by second-level degree in advanced police management and supervision; extensive formal and managerial training in other related fields accepted in lieu of the second-level degree;
  • Professional fluency in English;
  • Prior field experience in international police assistance projects, particularly those dealing with introducing democratic policing, promoting police-public partnerships, building operational  police capacities, especially in the area of fighting organized crime, supporting the implementation of police reform, providing police training, etc.;
  • Extensive general police management experience, including practical management experience in implementing projects related to police reform, democratic policing, preventing and fighting organized crime, and human resources systems in police services;
  • Extensive experience in managing large teams and a proven record of effective strategic and operational leadership;
  • Good communication, analytical, and planning skills;
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds, flexibility, and preparedness to work long hours and to travel to remote areas in the Mission.

Desirable:

  • Knowledge of the historical and current political situation of the Mission area;
  • Previous mission experience in a similar function in an international environment.
     
Tasks and Responsibilities    
     
   

Under the guidance of the Head of Mission and the direct supervision of the Head of the Department of Public Safety and Community Outreach, the incumbent will be responsible for overall management of both the Police Development Unit (PDU) as well as the entire police programme. If selected for this position, your responsibilities will include:

1. Functioning as the main contact in all policy matters related to policing; ensuring that the police component of the Mission is fully aligned with other, related work of the Mission;

2. Advising the Head of Department and Mission Leadership on strategic issues related to police affairs;

3. Directing and guiding the implementation of the Police Development Programme in close liaison with line managers under supervision;

4. Supervising both international and local Mission Members in the PDU (acting as line manager to 2 international Mission Members, who in turn have 9 international and 11 local Mission Members under their supervision); overall management of the Unit will include providing organizational, administrative, financial and logistical decisions;

5. Planning, implementing and reporting on the completion of the Mission’s Police Development Programme in accordance with the Mission’s mandate and the Ohrid Framework Agreement; the selected candidate will work in close co-ordination with the Senior Policy and Planning Officer and colleagues in the Human Dimension Department and the Monitoring Unit on related issues;

6. Ensuring effective expenditure and control of  OSCE Unified Budget and extra-budgetary funds for the Unit; preparing as needed, budget revisions and annual budget submissions for the Head of the Department’s consideration;

7. Liaising and developing a good working relationship with key law enforcement officials in the Mission area;

8. Co-operating with international partner organizations to ensure best use of the Unit’s resources, compatibility of projects and avoidance of duplication;

9. Performing other tasks as assigned.
