The position is placed in the Finance and Grants Unit in International Programmes and Preparedness department of the Norwegian Red Cross (NorCross) in Oslo. The Finance and Grants Unit provides effective, relevant and timely finance support to the department, including quality assurance and compliance towards NorCross and back donors' financial and administrative regulations.  
 
The purpose of this position is to strengthen and support international procurement in the regions in which NorCross is active, and ensuring that NorCross has a solid global strategy, policies and procedures, and updated tools at the National Office and in the Field (regional and country levels) to conduct international humanitarian procurement internationally, and to act as a liaison between NorCross and ICRC and IFRC where and when necessary.  
 
Please note that the tasks and responsibilities listed below may change depending on the scope and size of international procurement in the future. 
 
 
Main tasks and responsibilities:
  • Develop principles, policies, and procedures for international procurement, which are to be applicable globally across all regions where NorCross operates. 
  • Provide ownership of procurement document template library and ensure frequent and timely updating. 
  • Strengthen technical and IT support structures for procurement processes. 
  • Liaise with the Programme Unit, Disaster Response Management Unit, and National Office Procurement to ensure unified methodology and approach. 
  • Support NorCross field offices with procurement, both from HQ and in the field. 
  • Coordinate procurement requests with the field to ensure policies and procedures are met.  
  • Advise the International Programmes and Preparedness department on logistics and procurement issues.  
  • Engage with other organizations or other relevant actors in order to effectively conduct procurement.  
  • Conduct spot-checks and investigations of procurement requests where needed.  
  • Keep abreast of global developments and trends related to international procurement. 
  • Responsible for training and awareness raising, including briefing of relevant delegates and staff on procurement.  
  • Ensure that relevant parties within NorCross have necessary and updated information to fulfil their duties according to donor requirements and standards. 
  • Represent the Norwegian Red Cross in relevant meetings and fora in Norway and internationally. 
 
We are searching for a person with the following qualities:  
  • Degree-level education in a relevant field (procurement, logistics, etc). 
  • Five years relevant work experience can compensate for lack of formal training.  
  • Proven experience conducting or coordinating international procurement for a large organization, humanitarian or otherwise. 
  • Experience with humanitarian field work highly desired. 
  • Fluency in English and working proficiency in Norwegian (B2-Bergenstest).  
  • Other languages such as Arabic, Swahili, Pashto, or Urdu are an asset.  
  • Strong analytical skills. 
  • Ability to coach and guide others.
  • Diplomatic skills, ability to convince, and convey clear messages with authority
