Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy. The Department of Trade, Investment and Innovation (TII) supports countries in their efforts to develop through trade, investment and innovation the potential of the manufacturing sector to drive socio-economic progress. The Department is responsible for assisting countries to strengthen competitiveness in global markets through capacity-building in quality, environmental sustainability, and social accountability requirements in accordance with international management system standards and private sector requirements. It supports the establishment of linkages between producers/processors in developing countries and local, regional and global value chains (retailer, manufacturers) by developing capacities in the area of product quality.

PROJECT CONTEXT: Industrial modernization and upgrading of carpet-weaving, embroidery and traditional textile sectors in Tajikistan: Phase II (SAP ID 180274) UNIDO has developed and successfully implemented (2015-2017) a technical cooperation project entitled “Industrial modernization and competitiveness improvement of carpet-weaving and embroidery/textile sectors in Tajikistan”. A two-year pilot project (or Phase I) aimed to increase the productivity and competitiveness of Tajik enterprises in the carpet weaving and embroidering sectors by identifying regional and international export markets, improving the technological cycle and industrial modernization, introducing innovative marketing tools, and strengthening national expertise to provide required technical support and services to local enterprises on a sustainable basis. Within the framework of the pilot project, fully fledged enterprise diagnosis of carpet weaving and embroidery manufacturers was carried out, activities were conducted to train experts throughout the production and market access cycle, including product design, personnel management, financial management of enterprises, marketing of finished products. As a result of the technical support of the project, the products of Tajik enterprises under a joint brand “LA'AL Textiles”, including carpet weaving, home textile, and Adras products, were presented at more than 16 national and international exhibitions, while commercial contracts were signed with leading hotels and retail chains in Tajikistan for the supply of Tajik products. Phase II of this project (2019-2022) is aimed to contribute to the implementation of the National Development Strategy of the Republic of Tajikistan for the Period to 2030 and “Programme on development of carpet weaving in the Republic of Tajikistan for the period 2014- 2020”, and to take advantage of opportunities afforded by prospects of regional integration through strengthening productivity, export and employment generation capacities of the national carpet weaving, embroidery and traditional textile sectors. In particular, the project will facilitate improved productivity and competitiveness of Tajik enterprises operating in the carpet weaving, embroidery and traditional textile sectors through the identification of regional and international market opportunities, enterprise upgrading and technological modernization, introduction of innovative marketing tools, as well as capacity building of national experts and business support institutions for the long term sustainability of the project. The Phase II of this project is expected to deliver the following Outputs: - Enterprise diagnosis and industrial modernization for the selected pilot carpet weaving and embroidery and traditional textile enterprises in Tajikistan, and strategic market positioning for selected niches in the carpet/embroidery industries/value chains in the context of regional and international export markets. - Human and technical capacities of national counterpart institutions and of national expertise (experts, trainers, engineers and technicians) strengthened on applied market positioning, industrial upgrading and export promotion approaches and methodologies, while inter-institutional networking and business partnerships are built for promotion of the national carpet weaving, embroidery and traditional textile products. The National Technical Coordinator will work under direct supervision of the UNIDO Project Manager at UNIDO HQ (Vienna), in coordination with the International Expert/Team Leader and the team of international and national experts. His/her duties shall be performed in accordance with applicable rules and regulations of UNIDO and the Terms of Reference.

Main Functions

I. PROJECT MANAGEMENT: 1. Participate in the preparation of a detailed project work plan and assist the Project Manager and the International Expert/Team Leader in defining responsibilities, milestones and time schedule. 2. Coordinate the implementation of the project in the field and with UNIDO HQ under the guidance of the Project Manager and International Expert/Team Leader. 3. Organize regular project Working Group meetings. 4. Initiate and finalize the diagnostic reports for each of the selected enterprises and submit to team leader for approval/amendments. 5. Under the guidance of the UNIDO International Expert/Team Leader and International Expert on Carpets and Design, coordinate the implementation of technical assistance and provide assistance in implementation of the following: - supervision of the follow up process and assignment of clear tasks to each component as per the project workplan to the National Project Team; - ensuring smooth communication flow and coordination of the technical activities in/and between Dushanbe, Khujand and Istrafshan national experts team for both sectors, embroidery/atlas/adras, hand and machine woven carpets; - monitoring of production flow for home textile and carpets. II. ADVISORY SERVICES: 6. Participate in the selection of enterprises for analysis and subsequent implementation of pilot modernization programmes. 7. Oversee the implementation of the modernization programmes at the selected enterprises. 8. In close coordination with the UNIDO Project Manager, ensure efficient interaction among key national project stakeholders in the field to streamline the implementation of the project. 9. Raise awareness of beneficiary companies on the importance to conduct marketing activities and improvement of their quality level aimed at increasing sales in local, regional and international market. (workshops, participation to exhibitions, reports etc.). 10. Make assessment of the achieved results and recommend follow-up actions while reporting to the Team Leader and the Project Manager. 11. In cooperation with the Project Team, support beneficiary companies to present their new products for sale through their existing distribution channels and record customer satisfaction in written form. 12. Record and evaluate each training course and ensure follow-up of the trainees to monitor capacity building level. If needed, adapt the contents of the training courses. 13. In consultations with national project counterparts, collect publications, documents and/or reports from various national sources and institutions for international and national experts upon their requests. III. CAPACITY BUILDING ACTIVITIES: 14. Based on the results of the capacity building activities conducted as part of the project’s Phase I, in coordination with the UNIDO International Expert/Team Leader and in close collaboration with project beneficiary training centres, develop and propose a list of required training courses and follow up: - support to draft plan of action and provide technical support to training centre at Gulvard in Jomi region; - support to monitor and coordinate with the training centre in Union of the Craftsmen of Tajikistan (UCT). 15. Investigate and explore possibilities of establishing/upgrading a permanent professional training centre in Khujand and Kulyab (if already existing, the skills and equipment available) to improve/build skills and provide specific services to the embroidery and carpet sectors, submit selection to the UNIDO Project Manager and the UNIDO International Expert/Team Leader and for validation. 16. Record and monitor each training course and ensure follow-up of the trainees to monitor capacity building level. If needed, adapt the contents of the training courses. 17. Contribute to identification of the most appropriate international platforms for presentation of the produce of the beneficiaries. Coordinate, organize the participation of pilot project beneficiary companies at national and international exhibitions and, if required, attend the exhibitions and fairs to support beneficiaries to present the new products developed by the companies and open new market channels, and, inter alia: - develop concept and breakdown of costs; - follow up on potential orders after the national and international fairs and exhibitions. 18. Coordinate the promotional and advocacy activities jointly with the UNIDO International and National Experts, including setting a plan schedule as a guide to achieve successful results, participation and visibility of the project and the brand created as part of the project’s Phase I. Coordinate and monitor the promotional and advocacy activities of the project, including the social media, publications and others. 19. Coordinate the organization of seminars/workshops with the objective to raise awareness of pilot project beneficiaries about the importance of establishing a Tajik sale consortium to ease the approach to new markets and related procedures. IV. REPORTING: 20. Monitor activities of the project in the field on a daily basis in accordance with the work plan. 21. Review mission reports of the national experts and support them to get familiar with the UNIDO report format. 22. Prepare reports after each field mission, including the activities carried out, achievements, analysis of lessons learned and recommendations. The reports should be prepared in accordance with the reporting system established by UNIDO. 23. Monitor the project implementation at the pilot beneficiaries level, including the linkages with potential buyers and clients. 24. Prepare a final/terminal report at the end of the contract comprising all relevant information compiled from the interim reports, conclusions and recommendations.

Minimum Requirements

Education

Advanced university degree in economics, business administration, international relations, or other relevant discipline, preferably with a specialization in one of the following fields: enterprise organization, international marketing, public development and monitoring.

Computer Skills

Field of Expertise

A minimum of 4 years practical experience in project management and supervision of implementation, networking preferably involving technical cooperation in developing countries. Knowledge and application of the UNIDO methodology for upgrading, quality standards and partnerships are of asset. Exposure to the needs, conditions and problems of the local carpet, textile and garment sector operators. Demonstrated experience in capacity building, advising local private and public sector stakeholders; exposure to the needs, conditions and problems of public and private sectors in developing countries.
