The Programme Analyst will equally contribute to the Cities Alliance Tunisia Country Programme and the Cities Alliance Joint Work Programme on Cities and Migration.

Country Programmes are designed as longer-term programmes tailored to a country’s context and needs, delivered through financing a series of key urban initiatives in a coherent, sustained manner to achieve impact at scale. Country Programmes are designed in partnership with the national government and operationalised through coordinated grants to members and partner organisations active in the country and direct implementation of selected activities where needed. The Cities Alliance Secretariat provides the convening and collaborative design, programme oversight, technical coordination, financial support, fiduciary control and, in some cases, technical execution. Cities Alliance has been engaged in Tunisia since 2015 over a three-year period that aimed to promote inclusive and sustainable urban development by fostering strategic and participatory city planning and management. During the second phase of the Tunisia Country Programme (2019-2022), Cities Alliance will support partnering municipalities to institutionalise and implement the developed tools and mechanisms while effectively managing and financing a variety of small-scale investment projects that will help to strengthen local democracy, municipal capacities, service provision, infrastructure and improve citizens’ livelihoods. 

The Cities Alliance Joint Work Programmes (JWPs) generate new knowledge and promote analytical and collaborative approaches to tackle key urban issues and to improve urban practices and policies. They serve as a local, national, and international coordination platform, knowledge hub and think tank for advocating new thinking. The Cities Alliance Global Joint Work Programme on Cities and Migration was convened in 2018 and is implemented across five Cities Alliance partner countries, namely Tunisia, Uganda, Ethiopia, Kenya, and Guatemala. The objective of the Cities and Migration JWP is to enable partner cities, local governments, private sector, host communities and migrants to manage challenges and leverage opportunities arising from migration to and from cities for sustainable and inclusive development. Cities Alliance will support city pilots to test improved migration management approaches. These demonstrations are process-oriented and designed in the spirit of action research, which is conducted by and for those who seek to implement improved new practices.

Cities Alliance is seeking  a Programme Analyst who is self-motivated, with the capacity to take initiative and be results and solutions oriented. He/she must have a good sense of self-organisation, attention to detail and flexibility. With excellent communications skills, s/he should be able to work effectively under pressure and meet tight deadlines.



Functional Responsibilities

Under the guidance and supervision of the Senior Migration Specialist and the Country Programme Manager Tunisia, the Programme Analyst will perform the following tasks:
Support the Cities Alliance Tunisia Country Programme

  • Contribute to the preparation of various programme documents, such as work plans, budgets, reports and proposals on programme implementation arrangements with particular focus on liaising between team members and stakeholders of the Cities Alliance Country Office and the Cities Alliance Office in Brussels.
  • Support the Country Programme Manager to coordinate country programme components of the Cities Alliance Country Programme.
  • Support the Country Team to meet quality control processes of documentation, grants and procurements.
  • Update the Cities Alliance database with relevant documents, proposals, agreements, and reports of the Tunisia Country Programme;
  • Work closely with the Tunisia Country Programme manager to follow up on programme activities
  • Support the drafting of programme documents and reports
  • Perform research on various issues as requested by the Tunisia Country Programme manager
  • Assist in the first review of project performance reports and submit comments to the Tunisia Country Programme manager
  • Assist the Tunisia Country Programme local staff to make sure that plans and objectives are achieved in time
  • Support the liaison between Tunisia Country Programme and Cities Alliance secretariat, keep the Cities Alliance management updated on the Tunisia Country Programme activities and provide the Tunisia Country Programme management with feedback from the Cities Alliance secretariat.

Support the Joint Work Programme (JWP) on Cities and Migration with specific focus for operations in Tunisia
  • Assist the Senior Migration Specialist for any grant management related activities related to knowledge products on improved local labour migration management for Tunisian partner cities.
  • Contribute to design and test innovative approaches and mechanisms for improved local migration management in Tunisia.
  • Support the Senior Migration Specialist in guiding Tunisian partner cities in the set-up and implementation of pilots.
  • Support the Senior Migration Specialist to monitor the progress of the Tunisian knowledge products and pilots, assess results and identify areas of weaknesses to ensure the JWP achieves the planned results on time, within budget and to high quality standards, prepare draft reports for the JWP’s Tunisia operations.
  • Contribute to the coordination of various country programme components of the Cities Alliance Country Programme. Regularly support the monitoring of relevant migration stakeholder to build new partnerships and harmonize development efforts across actors.
  • Support the Senior Migration Specialist for the JWP’s technical component on labour migration to and from cities in the other partner countries of the programme, specifically Ethiopia, Uganda, Kenya and Guatemala.
  • Facilitate the peer-review process of the cities and labour migration knowledge products and the design, monitoring, and reporting of the labour migration pilot approaches.
  • Respond to ad-hoc requests for additional support in the above-indicates areas.

Education/Experience/Language requirements

Education

  • Bachelor’s degree in Social, Political and or Economic Sciences, International Development, Business Administration, Urban Studies, Sociology or other related discipline is required. 
  • A Master’s degree in the above fields is desirable.

Experience

  • A minimum 2 years of experience in programme support, preferably with international organizations, is required. A Master’s degree may substitute the required years of work experience. Contextual knowledge and work experience in urban development programmes in Tunisia is required;
  • Fundraising experience and management of donor relations is required
  • Research experience on urban poverty and inequality in Africa is required;
  • Demonstrated experience in working with national stakeholders in the above mentioned partner countries of Cities Alliance is desired
  • Demonstrated research or work experience in Uganda, Ethiopia, or Kenya is a strong asset
  • Work experience within the UN system and UNOPS is an asset

Languages

  • Fluency in English and French is required.
  • Knowledge of Arabic and/ or Spanish is an asset.
