ORGANIZATIONAL CONTEXT

The Programme Policy Officer (Commercialization) is based at the Country Office, World Food Programme, and reports to the Head of Nutrition (SO3 Manager).

JOB PURPOSE

The Programme Policy Officer (Commercialization) will be assisting the Nutrition Unit, located within the Country Office, World Food Programme, with all activities related to the commercialization of specialized nutritious foods (SNFs), including regulation, coordination, policy and planning, implementation, capacity building, and follow-up with the private sector and international and donor community. The Programme Policy Officer (Commercialization) will be required to facilitate, coordinate and provide high-level engagement with Government, private industry and United Nations to create an enabling environment for commercialization of SNFs.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Lead the facilitation and coordination of high-level engagement with Government, private industry and United Nations to create an enabling environment for commercialization of SNFs;
  • Lead the technical support to strengthen local production of SNFs for commercialization, including technical reviews of national policy frameworks, development of strategic partnerships, and development and delivery of advocacy strategies related to commercialization;
  • Provide leadership, facilitation, coordination and technical advice on commercialization of SNFs to the federal and provincial Government, private sector, UN agencies, donors and other relevant stakeholders to overcome malnutrition and create a healthy Pakistan;
  • Analysis of the present policy or alternatively the collection of policy opinions of the present Government, commercial industry and other relevant stakeholders with regards to commercialization of SNFs that will need to be addressed through advocacy or sensitization;
  • Provide leadership and support in consultations with the federal and provincial Government, commercial industry and other relevant stakeholders to establish the scope and methodology for conducting commercialization of SNF;
  • Provide facilitation, coordination and support for the development of government, public and private collaboration models for commercialization;
  • Provide leadership in collaborating with the Government for the development of strategies and action plans for SNF commercialization;
  • rovide facilitation, coordination and technical advice on the establishment of government, public and private collaboration platforms to support strategic market oriented value chain planning for SNF commercialization in Pakistan;
  • Provide guidance and support to the Government on the value chain analyses for the selected commodities (i.e. chickpeas through agricultural departments, dry skimmed milk through livestock departments and premix through pharmaceutical companies);
  • In collaboration with the Government, lead the assessment of demand and market conditions for SNF within selected value chains and support the identification of public investments required to support the selected value chains;
  • Provide support and technical advice on the preparation of a monitoring plan for capacity building through individual mentorships and group learning opportunities to the Government, commercial industry and other relevant stakeholders, which would also provide hands-on implementing support;
  • Prepare briefs, guidelines, and case studies on policy issues related to commercialization of SNFs, proposed new and innovative research on SNFs, and review lessons learnt from local SNFs production and report these results to the Head of Nutrition; and
  • Provide support for any additional tasks assigned during the consultancy.

STANDARD MINIMUM QUALIFICATIONS

Education: A Master’s Degree in business, marketing or related field

Experience: 10 years’ work experience in the commercial sector in the specific areas of demand creation, developing and managing marketing strategies and in customer and market research particularly in the field of health and nutrition.

Language: Fluency in English and Urdu; knowledge of any other language would be an asset.
