Organizational Setting


Business and Development and Resource Mobilization Division (PSR) leads and coordinates the mobilization of voluntary contributions in support of FAO’s strategic priorities. To achieve this, PSR develops market intelligence and outreach for resource partners’ engagement, manages the Organization’s business development portfolio and oversees the negotiation of agreements in line with standard cooperation frameworks. PSR also coordinates and oversees results reporting to ensure accountability to resource partners.
The post is located in the Marketing, Outreach and Reporting Unit, PSR2.


Reporting Lines

The Programme Officer reports to the Head of the Marketing, Outreach and Reporting Unit, PSR2.

Technical Focus

Project reporting, quality assurance and capacity development.

Key Results

Coordination in support of the mobilization of voluntary contributions, focusing on sustainable agriculture, production climate change adaptation and mitigation, environmental restoration, rural development, food and nutrition security, and resilience; facilitation/negotiation/formalisation of grant agreements; decentralized network on Resource Mobilization coordination; capacity development and programming support and marketing; outreach and reporting to partners; guidance and support to units responsible for operating projects.

Key Functions

• Plans and develops annual work plans to achieve divisional targets in assigned areas;
• Collaborates in strategic thinking and related plans to further develops and facilitates implementation of the Corporate Resource Mobilization and Management Strategy (RMMS);
• Ensures support to FAO’s Strategic Objectives teams, headquarters departments and Decentralized Offices to mobilize resources partnerships in line with defined corporate priorities;
• Initiates contact with potential partners to explore funding opportunities, leads negotiations of funding agreements and project proposals with governments, international organizations, private sector and civil society partners; maintains effective working relationships with key stakeholders throughout the project cycle, including to support implementation, facilitates monitoring and compliance issues and ensures submission of reports, as required;
• Facilitates capacity development efforts in support of staff in all locations with regard to Resource Mobilization partnerships through policy development, the production of training material and delivery of training;
• Organizes and facilitates marketing and outreach activities related to FAO’s Strategic Objectives and defined priority areas; facilitates donor meetings, events and outreach campaigns;
• Facilitates the global Resource Mobilization and ensures support is provided to Regional Initiatives teams; monitors and reports on key results.

Specific Functions

• Manages and provides quality control of the Reporting Team, which produces all of FAO’s project reports (except OSRO) in all official languages of the Organization and prepares them for formal submission to governments and resource partners.
• Ensures that terminal reports and highlight sheets are being produced in a timely manner, while maintaining highest levels of reporting quality standards; oversees and provides hands-on support to their production, from budgeting to drafting, editing and dispatch to all relevant partners.
• Conceptualizes and produces major thematic cluster reports, including on multi-partner funds and the FAO technical cooperation programme, and manages their production from their initiation to issuance and presentation.
• Sets standards and establishes quality assurance mechanisms, provides training to FAO staff at headquarters and in decentralized locations in order to maintain a high reporting quality and increase the production speed of terminal reports; and improves information management, including in the Field Programme Reporting Manual, and drives forward reporting automation in cooperation with all relevant offices.
• Leads, the Reporting Team, evaluating performance, mentoring, coaching and ensuring that staff members' competencies are developed; develops and monitors the effectiveness of operational procedures in the Team, ensuring that standards of efficiency, quality and timeliness are maintained in the execution of activities undertaken; and ensures that suitable candidates are identified and tested as viable external collaborators for a team of freelance editorial staff in all official languages of the Organization.
• Develops and strengthens technical collaboration, exchange of experience and methodological approaches with other United Nations Agencies and intergovernmental organizations; and liaises with and provides inputs on all aspects of terminal reporting to donors, internal and external auditors, the Chairman of the Joint Inspection Unit and the Multilateral Organisation Performance Assessment Network (MOPAN).

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in international relations, political sciences, development, business and management, agricultural or environmental sciences, economics, law, journalism, or other field relevant to this position
• Seven years of relevant experience in international development, research, writing and editing technical material related to development cooperation.
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills

• Extent and relevance of experience results-based management and partner-oriented reporting.
• Knowledge of FAO and/or UN reporting procedures is considered an asset.
• Extent and relevance of experience in the production of official publications or reports in several languages, and familiarity with digital reporting systems essential
• Work experience in more than one location or area of work, particularly in field positions is desirable
• Extent and relevance of experience in reporting using Resource Mobilization criteria
• Demonstrated skills in managing relations and outreach with stakeholders.
• Experience in development, capacity building, training, knowledge sharing and international technical cooperation programmes.
• Extent and relevance of experience in bilateral or multilateral institutions, particularly in field locations, is an asset.
• Working knowledge of English both orally and in writing and demonstrated experience in preparing official reports and technical material is considered a strong asset.
