Organizational Setting
The main aim of the FAO country offices, which are headed by a FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The FAO Representation in South Sudan is organized around three main units\: programme, operations and administration. The Programme Team is responsible for the provision of\: (i) information analysis and planning; (ii) policy/project formulation, (iii) procedural/technical guidance and coordination; (iv) corporate monitoring and reporting on the field programme/project and for country programming frameworks; and (v) advisory support to Decentralized Offices. The current portfolio of projects in South Sudan includes activities related to agriculture, livestock, fisheries and natural resource management developed and implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country's programme and portfolio by providing leadership in the management of food security information systems as well as conducting food security analysis. He/she will also lead the delivery of Result 1 of the project titled "Strengthening the Livelihoods Resilience of Pastoral and Agro-pastoral Communities in South Sudan's cross-border areas with Sudan, Ethiopia, Kenya and Uganda" i.e. European Union Cross-border Project.


Reporting Lines
The Technical Adviser reports to the Chief Technical Adviser and works in close collaboration with the programme/operations/administrative units in consultation with the Lead Technical Officer of food security analysis projects, the Resilience Unit (SP5) and other relevant technical units at FAO headquarters, at regional level (Regional Office for Africa) and subregional level (Subregional Officer for Eastern Africa).

Technical Focus
Lead the management of food security information systems and food security analysis; provide support to food security and resilience projects by ensuring that food security early warning information feeds back into programming, and that the outputs of these projects contribute to the development of policies and strengthening of local institutions charged with food security.

Key Results
Comprehensive technical and policy expertise to support the planning, development and implementation of departmental/divisional programmes, projects, products and services in accordance with departmental/divisional objectives and FAO Strategic Objectives.

Key Functions
• Provides technical leadership assistance for the development, implementation and evaluation of assigned programmes/projects; assists in the review of relevant documents and reports; identifies priorities, liaises with relevant parties; identifies follow-up actions;
• Assists in the coordination of programmes and reviews the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies;
• Assists/supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications;
• Contributes to consultative and other meetings, conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations;
• Participates in activities such as structuring of training workshops, seminars; makes presentations on assigned topics/activities;
• Leads field missions, including provision of guidance to external consultants, visiting government officials and other parties;
• Provides advice to the Chief Technical Adviser regarding the development of policies and strategies, as well as national protocols and guidelines for projects with specific domains related to FAO's work.

Specific Functions
• Provides technical advice to the Food Security Technical Secretariat (FSTS) and other targeted ministries on food security information systems, food security analysis and early warning;
• Supports the FSTS to maintain and expand the network of stakeholders related to food, agriculture, natural resources, humanitarian assistance and be responsive to their needs;
• Supports the relevant Food Security Council technical unit(s) to develop the capacity to monitor trends in food security status and its determinants especially with respect to impacts on vulnerable groups;
• Advises the national and state food security institutional set-up in the development of horizontal and vertical operational and functional linkages including non-governmental actors in humanitarian assistance;
• Designs and implements training and other capacity building activities for the use of IPC tool in food security situation analysis;
• Coordinates all food security analysis related activities with other stakeholders dealing with food security analysis issues;
• Reviews selected food security related policy documents and strategic plans both at the central government and state level, identifies policy gaps and recommend revisions and amendments;
• Advises the FSTS and relevant ministries to produce/distribute food security briefs when necessary and facilitate regular briefing forums and coordination mechanisms within the FSTS and the state food security institutional set-up applicable in order to present findings, progress and constraints and work plans;
• Represents the project to governmental and non-governmental groups as needed and agreed with the Senior Project Manager;
• Provides food security analysis and early warning information for the development of the food security resilience strategy;
• Provides regular updates on progress, priorities and constraints, verbally and in writing on an agreed frequency and coordinates the preparation of required reports;
• Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in political sciences, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries) or related fields;
• Seven years of relevant experience in technical cooperation related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes;
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;

• Extent and relevance of experience in working with intergovernmental bodies and multidisciplinary teams;
