Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.


Reporting Lines
The Economist reports to the Chief Technical Adviser (CTA) of the Strengthening Food Security Information System (FSIS) and Early Warning System.

Technical Focus
Technical and institutional capacity building expertise to the establishment and strengthening of Food Security Information and Early Warning System.

Key Results
Research and analysis of information, data and statistics, and the maintenance and updating of related tools, methodologies, and/or databases to support the delivery of programme products, projects, publications, and services.

Key Functions
• Researches and analyses (agricultural, economic, trade, market, social, environmental, nutrition/food composition and/or gender related) data, statistics and information to provide technical, statistical and/or policy related information and analysis to support the delivery of economic and social development programme work, products, projects, publications and services;
• Produces a variety of technical reports and input for technical documents, departmental publications and/or web pages;
• Provides technical, statistical, and/or analytical services on various studies, projects, and/or assessments and provides technical backstopping to field projects;
• Participates in the development of improved/updated technical, statistical and/or analytical tools, methodologies, systems, databases, and/or key social/economic/environmental/ nutritional and/or early warning indicators;
• Participates in multidisciplinary teams, collaborates with other departments and agencies on work groups and committees and promotes best practices;
• Collaborates in capacity development activities involving the planning and organizing of training workshops, seminars, and major meetings and the preparation of related information, materials, online tools and information kits;
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
• Participates in resource mobilization activities.

Specific Functions
• Assesses the food security information needs and gaps, including institutional capacity for managing food security information and identify the most relevant stakeholders for food security information systems in the country;
• Ensures that government food security information units are interlinked with each other and with the other non-governmental actors;
• Coordinates and provides guidance to the FSIS programme field office coordinators and in food security, livelihoods, market, and early warning data collection, analysis and communication; by which food security information analysis is linked with decision-making;
• Assists the Food Security Technical Secretariats (FSTS), Governorate Focal Units (GFUs), Early Warning Technical Working Group, Integrated Phase Classification (IPC), Technical Working Group (TWG) and relevant ministries to produce/distribute, market price and information, food security reports, policy briefs and early warning bulletins.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in economics, agricultural economics or a related field;
• Five years of relevant experience in economic and quantitative analysis of food and agricultural issues, natural resources use, market analysis, food demand, early warning or related areas;
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions, is desirable;
• Extent and relevance of experience and knowledge in conducting quantitative economic analysis, including market system and functionality, price monitoring and Early Warning Systems;
• Extent and relevance of experience in formulating and implementing analytical and policy studies as well as strategy development;
• Depth of familiarity with relevant simulation techniques, design food security data collection and analysis including experience with IPC analysis;
• Extent and relevance of experience in the analysis and formulation of national institutions for sustainability improvement in food security information and early warning systems;
• Ability to analyse complex economics and food crisis issues from enhancing food security and resilient livelihoods point of view.
