Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. The International Commission on Missing Persons (ICMP) is a treaty-based international organization headquartered in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others to locate and identify missing persons. Vacancy Background

The Program Officer, Civil Society Initiatives (CSI), is responsible to support the implementation of CSI initiatives in Colombia to promote public involvement of families of the missing, non-governmental institutions, and other actors such as the FARC, in the efforts to account for missing persons. The role maintains relationships with global partners and implements activities of the Colombia Program that fall under the responsibility of the CSI Division in Headquarters.

Reporting to the Head of CSI Division, the Program Officer duties and responsibilities will include the following:

• Establishing and maintaining partnerships with representatives of family associations, NGOs, FARC teams, and other civil society organizations involved in missing persons’ issues outside of Colombia
• Participating in the design and implementation of learning and development and other activities for Civil Society Organizations
• Contributing to the design, planning and implementation of the Small Grants cycles in Colombia in full compliance with ICMP policies and ensuring adequate gender mainstreaming
• Acting as focal point for all matters related to small grants in Colombia and other type of support to civil society organizations at HQ
• Support the supervisor in the organization of activities that visibilize the issue of the missing and promote joint collaboration and leadership of CSOs and gender mainstreaming at the global level
• Support the supervisor in the implementation of data partnership agreements with CSOs
• Support the supervisor in the identification, documentation, systematization, sharing and maintenance of information about current or potential partners, initiatives, threats and opportunities, both in Colombia and within ICMP (in its other country program programs) impacting ICMP CSI-related activities in Colombia
• Prepare internal and external proposals, reports and other materials for fundraising, grant management or implementation activity
• Draft internal and external reports
• Other related duties as assigned.

Requirements

• Education in human rights, law, international relations, sociology or relevant discipline
• Six years experience in rule-of-law, human rights, development or related areas at an international organization or an international or national non-governmental organization or public institution. An additional five years of directly relevant work experience may be accepted in lieu of a graduate/university degree
• Demonstrated understanding of legal, institutional and social issues related to the issue of the missing in Colombia
• At least three years of experience one or more of the following fields: conducting outreach activities for families of the missing, designing learning and development /training programs for civil society organizations, research on the issue of the missing, managing civil society networks and platforms
• A minimum of two years of experience in the management of grants for civil society and community organizations at an international grant-making institution
• At least two years of field experience in gender sensitive programming
• Professional fluency in English and Spanish
• Demonstrable knowledge of the issue of missing persons in Colombia
• Demonstrable understanding of the context of operation of civil society organizations in Colombia
• Excellent conceptual, analytical, documentation and presentation skills, including frequent report writing
• Demonstrated experience conducting missions, organizing large scale events and handling logistics
• Excellent planning and prioritization skills, including the ability to think and operate strategically

Additional requirements:

• Professional fluency in Spanish and English
• Ability to interact positively with colleagues regardless of culture, nationality, religion or gender
• Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point
• Willingness to travel and to work flexible hours including weekends and evenings.
• Commitment to the underlying objective of assisting the authorities and families of the missing in locating and identifying missing persons in an impartial and transparent manner.
