Overall purpose of the role

Danish Refugee Council (DRC) Yemen is implementing a UNICEF funded life skills project among ‘youths who are exposed or vulnerable to protection/livelihood related shocks and stresses. The project will be implemented in Sa’ada Governorate. The projected targets 115 youths and aims to strengthen their skills in livelihoods that would be identified through ‘market research and community consultations’. DRC uses an in-situ strategy to train and strengthen the youths in selected skills - DRC would identify local businesses, traders, and service providers in the selected skills. attach the youths to the providers of the skills and. monitor their progress in the chosen skills – on-the-job training and mentoring. Depending on skill type, the training may last anywhere.

 

Geographic scope: Country (Yemen)

DRC Yemen is seeking an experienced Livelihood Officer to fill in this position preferring applicants from same targeted area.

Main responsibilities

Assist the livelihood Manager,

o Sensitize key stakeholders – local government, I/NGOs and project community - about the project concept, benefits, targeting criteria, implementing strategies, monitoring and evaluation mechanisms.

o Counselling: conduct a Livelihoods counselling to guide interested youths in identifying their livelihood priorities and setting goals. This activity allows determining the livelihood support that is most relevant to the person’s experience, assets, needs and situations.

o Socio-economic profiling: to collect the key social and economic characteristics of a person of for DRC, during the counselling session. The purpose of this process is twofold: it establishes a baseline against which progress can be assessed and, it informs the counselling process and ensures that the level of support invested by DRC is relevant to each person’s specific socio-economic needs.

o (LMA) Local Market Assessment, analyse the local market for thriving livelihoods– products and services, size of producers by livelihood types, market intermediaries, supply and sustainability of production inputs, size of demand for different products services, gaps between demand and supply and, demand for new products and services and other vital issues.

o Organize and hold a series of consultations in the project community – men, women, youths, elders and key informants and resource persons – to establish a ‘Livelihoods Profile’ for the community – demography. institutions, different livelihoods and size of population prior to conflict (agriculture, livestock, agro-pastoralists, small businesses and types, skill based vocations, etc). conflict impact on the livelihoods, adaptations and transformations to livelihoods due to conflict, seasonality, shocks and stresses to their current livelihoods, coping strategies during the conflict, priority areas for supporting their existing livelihoods and strengthening their skills in new livelihoods – resilience.

o Match market demand for different skills with community interests/priorities to acquiring such skills.

o Choose 115 youths against agreed targeting criteria to participate in selected livelihoods skills trainings.

o Identify businesses/enterprises, formalize arrangements and, deploy youths for the trainings.

o Monitor for quality and progress and, update donor and key stakeholders from time to time.

Prepare and submit periodic and final project narrative and financial reports to donor and key stakeholders.

Required experience and competencies

§ Bachelor’s Degree in Business Studies, Agriculture or Vocational Livelihoods or Small/Medium Enterprises or related fields.

§ Minimum of 3 years’ experience implementing livelihood / vocational activities at community level, in Yemen context.

§ Demonstrated experience of working in volatile security contexts and ability to deliver results.

§ Knowledge and ability to train rural communities in vocational skills, using culturally sensitive methods/tools.

§ Excellent communication/ reporting skills in English & Arabic.

§ Ability to work with teams, comprising local and expatriate staffs and, with minimum supervision.

§ Computer skills, especially MS Office, emails and internet.

§ Willingness to travel and work in remote rural communities with limited access to basic facilities.
